Great captures and very informative story Kathy! I live in Laguna Hills, CA and I am also seeing these wasps killing my Gulf Fritillary eggs, caterpillars and butterflies.  
I use a butterfly net to capture them when I am around, but I will also try the mixture in the pdf file and see how it goes.

I came back from Camp Sacramento way up Hwy #50 last week where they were experiencing quite a lot of what some were. calling yellow jackets. The yellow jackets I knew always swarmed around & inside cans of soda. These didn't, every camper who stepped outside with bare arms or legs was inspected by these wasps. Some people were stung & at least one person was sent to the hospital. Staff tried baiting them by putting bacon outside which the wasps swarmed around.  
One of the campers informed the rest of us that wasps have two phases: a sugar phase & a protein phase. Didn't know that. Many campers tried staying indoors much of the time - not as much fun when one goes camping in the Sierra's. Maybe these wasps were yellow jackets or maybe they were the European Paper Wasps of your article. The camp will be closing for the season soon so if u wanted to study these critters, you'd need to hustle up there.  
The camp director is Jerrod & Pat Richards - Goree is a contact person working at the Hart Sr. center in Sacramento through the 50 plus Wellness Program. Hope u can research what is causing so many wasps to congregate up @ Camp Sacramento. I suspect it might have a connection to global warming.
