I need advice on getting rid of the buttercup burts

I am seeing the butter cup burr popping up green now when we have been having -1 and 6 degree temperatures. I have it so much it is coming up through our drive way gravel which is 3/4 minus. I think the drought keep it in one area, but the rain and snow this winter to having it looking like a carpet of green. If I mow it down and take the flowers to our dump, will that help to get rid of it. We have many birds here. Finces, Quail, sparrows, blue birds, blue green tree swallows, etc. Will spraying it poison the birds?

I started seeing Bur Buttercup several years ago, had no idea what it was then. Now I've a huge infestation. Have had a lot of rain this year, and where ever the water puddled, we now have more Bur Buttercup showing up. Seeds must be pretty light, moved by water, and those darn ground squirrels, as there's a ton of it on and around the squirrel hole mounds. I've attempted to use GARLON on the Bur Buttercup, but to no avail. It seems to weaken it, so it does not grow as large, but, it still flowers. I'm trying to get Triticale established, and in November will have a professional spray a pre emergent.
