Saltwater is effective to kill starthistle, particularly when it's dry. Usually this is later in the season. Where I live, other plants aren't harmed by saltwater, but saltwater is an effective herbicide for the non-native starthistle. There are some toxins in the starthistle, which ruminant animals can detoxify. If non-ruminant animals are attracted to licking the salt on the starthistles, it's theoretically possible they can be harmed. The harmful plant chemicals are evident if you ever weed starthisles by hand, and I'd suggest a respirator or breathing apparatus.
