Hi Bruce, When I right click on the emails from clutter (or my inbox) it will not allow me to select the "not junk" option, it is grayed out. After moving from clutter back to my inbox it does not prompt me to select the "mark as not junk" box. Any help or insights? Thanks!

Hi Melissa. The Clutter folder is not the same as Junk email. It's a feature of some versions of Outlook, that behaves a bit differently than the Junk Folder discussed in the article above.  
 
Generally speaking, the program considers messages sent to the Clutter folder to be legitimate, just not as important. To change the settings for the Clutter folder, see this article: https://www.msoutlook.info/question/emails-arrive-in-clutter-folder
