Recommended budget approaches sent to EWG

Senior UC leaders have established budget targets to absorb a $500 million reduction in state funding for the fiscal year that begins July 1. The Office of the President has preliminarily assigned ANR a $6.2 million reduction for FY 2011-12. The exact amount will not be certain until final action on the State budget and action by the Board of Regents.

VP Dooley appointed an ad hoc budget committee to develop principles to guide the implementation of the $6.2 million reduction and, where appropriate, to make specific recommendations to achieve the budget target.

The committee recently completed their task by reporting their information to ANR Program Council and ANR’s Executive Working Group. In their short time span, 18 days, the committee developed a set of recommended guiding principles for application in the budget decision process. These principles included:

·         Layoffs will be resorted to last.

·         To the maximum extent possible, preserve the academic reversion pool for hiring of new academics.

·         Support academics equitably across all program areas.

·         Make decisions that can be enacted immediately.

·         All programs and all units are “on the table.”

·         When program funding is reduced, give the director the ability to determine how best to enact the reduction.

·         Consider elimination of some programs/program areas rather than eroding funding for all programs. If a proposed reduction results in inadequate support for program development or delivery, then program should be considered for elimination.

The Committee also identified four approaches to reaching the $6.2 million target reduction:

·         Reductions of programs and units

·         Program elimination

·         Maximizing the use of endowments

·         Revenue enhancement

The committee concluded that it will take a blend of these approaches to meet the target budget reduction rather than any one approach.

The committee concluded their work by applying the guiding principles and a blend of approaches to develop a budget reduction scenario. All of the information developed by the committee and the comments and recommendations made by Program Council following the committee’s presentation have been provided to ANR’s Executive Working Group. VP Dooley expects to make budget decisions as soon as is prudent, taking into consideration state budget developments.

ANR assigned $6.2 million reduction; budget committee formed

Senior UC leaders have established budget targets to absorb a $500 million reduction in state funding for the fiscal year that begins July 1. The Office of the President has assigned ANR a $6.2 million reduction for FY 2011-12. With the state budget still uncertain, they hope to present a final budget for regental approval in July.

To develop a well-considered budget reduction plan for ANR, VP Dooley has appointed a budget committee to develop scenarios for accommodating the $6.2 million reduction.

The committee is composed of Jennifer Bunge, associate director of ANR Budget Office; Morgan Doran, UCCE advisor in Solano County; Cheryl Gould, UC IPM administrative coordinator; Beth Grafton-Cardwell, Lindcove Research and Extension Center director and UCCE specialist; Rose Hayden-Smith, ANR Sustainable Food Systems Strategic Initiative Leader and UCCE advisor in Ventura County; Darren Haver, South Coast Research and Extension director and UCCE advisor in Orange County; Neil McDougald, UCCE county director in Madera County and UCCE advisor; Larry Schwankl, UCCE specialist located at Kearney Agricultural Research and Extension Center; and Jim Sullins, UCCE county director in Tulare County and UCCE advisor. Co-chairs are Kay Harrison Taber, ANR associate vice president-Business Operations, and Bill Frost, associate director of Research and Extension Centers. Donna Jones, ANR budget director, and Peggy Michel, deputy to the AVP-Business Operations, serve as resource staff.

The committee initially met May 16 and reviewed work conducted in previous budget analyses. They will discuss the reduction level and prepare budget scenarios to be presented to Program Council at the June 8 meeting.  Program Council will discuss the scenarios and provide comments and recommendations to the ANR Executive Working Group.

Nominations sought for county structure task forces

ANR is forming task forces to evaluate UC Cooperative Extension structure in the counties. Cooperative Extension advisors and county-based program representatives are being asked to nominate one person per county to join the county director for their respective county on a county structure task force. The deadline for nominations is Friday, May 20.

The county structure task forces will be charged with collecting the data on staffing, facilities, transportation, information technology and administration for their county CE programs, including funding from UC, county government, grants and other sources. This information will be organized and will serve as the basis for evaluating our future structure of local delivery. The task forces will be organized around counties with historical affinities, and in some cases from declarations by the counties that they want to pursue a multi-county partnership within the grouping. The ultimate structure of our county programs will be informed from evaluation of the data provided by these task forces and other study groups within ANR.

The county groupings for each task force are as follows:

  • Alameda, Contra Costa, San Mateo, Santa Clara
  • Butte, Tehama, Glenn, Sutter, Colusa, Yuba
  • Fresno, Madera, Tulare, Kings, Kern
  • Humboldt, Del Norte, Mendocino, Lake
  • Marin, Sonoma, Napa
  • Imperial, San Diego, Riverside
  • Los Angeles, Orange, San Bernardino
  • Mariposa, Merced, Stanislaus, San Joaquin
  • Modoc, Siskiyou, Shasta, Trinity
  • Monterey, San Benito, Santa Cruz
  • Placer-Nevada, Sacramento, Yolo, Solano
  • San Luis Obispo, Santa Barbara, Ventura

Each task force charge will be finalized and communicated as soon as the task force members have been identified.

2009-10 merit and promotion cycle completed

Dear Colleagues,

We have completed the merit and promotion cycle for 2009-2010. More than 80 actions were processed statewide for UC ANR academics.

I am grateful to the academics who served on the Senior Administrative Council (SAC) this cycle – Peggy Mauk, Linda Manton, Bill Frost, Steve Vasquez, Terry Salmon and Lucia Kaiser. This University service is extraordinary and allowed the process some stability during this time of transition.

I am working with AVP Barbara Allen-Diaz and the Executive Working Group to develop the new merit and promotion process reflecting our shared goals to maintain academic excellence, streamline the process and provide peer review input. Academic Assembly Council, the Personnel Committee and others have provided input to this point.

The new process will be confirmed this summer in order to be prepared for this fall’s cycle of events. We will send you details of the new process when they are finalized. We envision the new process to be led by academic peers selected through an open nomination process.

Kimberly A. Rodrigues
Executive Director, Academic Personnel

Taskforces to create new models for local delivery of ANR services

Challenging issues, strong beliefs and lively dialogue marked the June 8 workshop including county directors and the Executive Working Group. The commitment to ANR’s future was evident with more than 50 participants working throughout the day to identify potential positive and negative consequences associated with various administrative and programmatic structures.

Results of the recent ANR County-based Cooperative Extension Survey were presented. The survey results can be viewed at http://ucanr.org/partnerships/cdmeeting.

Dan Dooley identified the CDs as our county-based leadership and challenged them to fully participate in shaping our future activities at the community level to take advantage of the changing financial and stakeholder realities in California.

“While the commitment to local delivery and the research–outreach continuum remains at the core of ANR’s mission, new approaches for delivery and evolving relationships with clientele will be important components of our future,” Dooley said.

Next steps in the process to stabilize county funding and optimize resource investment in programs will include several taskforces to create a model or models that will meet California’s needs across the next 25 years. This work will need to include our county partners in Cooperative Extension as well as stakeholders.

Models will be presented to ANR for evaluation in the fall with decisions and implementation of any changes in place for FY 2011-12.

If you are interested in serving on a taskforce, contact Don Klingborg at djklingborg@ucdavis.edu.
