ANR Update

Program Council seeks new academic members

Dear Colleagues:

 

Are you an academic interested in learning more about ANR's budgetary decisions and processes? Would you like to have a direct voice to senior leadership? If so, you may be interested in serving on the ANR Program Council.

 

Academic Assembly Council is seeking self-nominations to serve on the ANR Program Council. The ANR Program Council advises the Vice President on Divisionwide planning and delivery of programs and develops recommendations for allocation of Division resources.

 

We are seeking academics with well-established programs, who can commit to monthly two-day, in-person meetings (scheduled dates below), most often held in Davis.

 

Attendance at all Program Council meetings is mandatory. Please note that Program Council does not have a budget to support full travel (meals during meetings are provided).

 

A list of all interested individuals will be sent to the Associate Vice President, who will review self-nominations with current ANR Program Council members on October 1-2to make the selection. We are seeking to fill two positions, both beginning January 2020.

Meeting and travel support provided to UC ANR academics

As mandated costs continue to outpace available funds, UC ANR is taking action to ensure financial prudence while continuing to devote our limited resources to our priorities. These include the approved systemwide merit program and the two UC ANR equity programs designed to improve the competitiveness of salaries for academics and staff, among other goals. Funding to plan programming targeted at achieving intended outcomes and impacts is also of high priority. Please see related programmatic funding updates below.

Program Team funding

  • For FY 2019-20, UC ANR is providing funding for Program Team meetings, during which related Workgroups can also meet. These meetings provide the opportunity to network, share and learn. We ask that you prioritize your attendance at these meetings and be judicious in your expenditure of time and funds to participate. To find out about the meetings, check the Program Team meetings web page.
  • Again this year, UC ANR program leadership will continue to solicit input on opportunities to improve our Strategic Initiative, Program Team and Workgroup structure and roles. Thanks to those who have provided valued input to date.

CE specialist and AES travel funds to work with CE advisors or at the RECs

  • Continuing in FY 2019-20, UC ANR is making travel support available for CE specialists to collaborate with UC ANR academics off-campus, including CE advisors in the counties and UC ANR academics at the research and extension centers. Each specialist may apply for up to $2,500. These travel funds must be expended by June 30, 2020, used by the UCCE specialists only, and cannot be used for out-of-state travel.
  • UC ANR continues to support travel by AES faculty to meet and work with UC ANR county-based or REC-based academics. Support is limited to $1,000 per AES faculty member with a cap on the total pool of funds available set at $25,000 for FY 2019-20. This travel support must be used by the AES faculty member for his/her own travel to plan and execute research. Additional support may be available through the campuses; AES faculty should consult their departments or colleges.
  • Completing a short online survey is the only step in accessing these funds.

Employee comments invited on proposed policy on Native American cultural affiliation and repatriation

The Office of the President invites comments on a proposed revised Presidential Policy on Native American Cultural Affiliation and Repatriation (“Revised Policy”).

The Policy revises the existing Policy and Procedures on Curation and Repatriation of Human Remains and Cultural Items (“Current Policy”). It pertains to the treatment and repatriation of Native American and Native Hawaiian human remains and cultural items under the University's stewardship and the University's compliance with the federal Native American Graves Protection and Repatriation Act (“NAGPRA”). This Policy was developed by a workgroup established by Provost Brown, the Cultural Affiliation and Repatriation Policy Advisory. The Policy Advisory Workgroup is comprised of four members nominated by the Academic Senate, and four members nominated by the Native American Advisory Council, a body also established by President Napolitano to advise on a broad range of issues pertaining to Native Americans and Native Hawaiians at the University.

While a revision, the Revised Policy is substantially different and more detailed than the Current Policy. As such, we are not enclosing a redlined version of the Revised Policy. Instead, we highlight below a list of some of the significant revisions to the Policy: 

  • Creates a list of principles that emphasizes the repatriation of Native American and Native Hawaiian human remains as a fundamental objective and value of the University. Revised Policy, § III.B.
  • Reconstitutes the Systemwide Committee and Campus Committees to strengthen Native American representation. Revised Policy, § V.A.
  • Shifts final approvals of repatriation to the campus from UCOP to reduce delays in repatriation; the Systemwide Committee and UCOP will provide an oversight role and consider appeals of campus decisions. Revised Policy, § V.E.4.
  • Requires campuses to appoint a NAGPRA liaison to work with and assist Native American tribes to facilitate repatriation. Revised Policy, §§ IV.6 & V.B.
  • Describes a process for disposition of culturally unidentifiable human remains, which has been enacted in federal regulations since 2010 and was allowable under the Current Policy, but had not been explicitly stated. Revised Policy, § V.E.3.
  • Requires campuses to create a Strategic Repatriation Plan. Revised Policy, § V.F.
  • Requires campuses to proactively (i) review existing materials that may potentially contain Native American or Native Hawaiian human remains or cultural items; and (ii) reevaluate previous determinations of culturally unidentifiable human remains in consultation with Native American tribes or Native Hawaiian organizations. Revised Policy, § V.C.3.
  • Establishes as policy the respectful stewardship of human remains and cultural items when in the University's care. Revised Policy, § V.I.
  • Establishes tribal consultation and approval requirements for access to human remains for research, instruction, exhibition, or other purposes. Revised Policy, § V.I.4.
  • Provides a more robust mechanism for Native American tribes and Native Hawaiian organizations to appeal campus determinations. Revised Policy, § V.H.

Almond spray research funds offered by Almond Board and UC ANR

In partnership with the Almond Board of California, UC ANR requests proposals to fund research aimed at improving spray application practices in almonds. Up to $70,000 is available to fund one or more proposals.

Areas of focus considered in the request for proposals include

  • Improving spray coverage and efficacy. One priority is hullsplit sprays for navel orangeworm - getting active ingredient to the opening sutures of almond fruit that is splitting. Sufficient deposition above 12 feet in the tree canopy is another priority.
  • Minimizing off-target drift beyond tree canopies and the orchard perimeter.
  • Developing spray drift data to refine the spray drift assumptions used in developing pesticide regulations for airblast sprayers in perennial cropping systems.

Proposals may be part of a comprehensive program that leverages funding from other sources.

To submit a proposal, please complete the application, using the provided format, and submit it though your ANR Portal no later than September 6, 2019. The application and the RFP are available for download here; and if you do not have a ucanr.edu email address for the submission site, please contact Melanie Caruso for access to the system.

Proposals will be selected for funding no later than Sept. 30, 2019. All funds must be expended by June 30, 2020. Funds will be available upon notification of a successful proposal. No extensions will be granted.

Sapeta named Director of Facilities Planning and Management

Bartlomiej “Bart” Sapeta has been appointed to the position of Director of Facilities Planning and Management. In this role, Bart will work with ANR units such as the Research Extension Centers and other ANR-owned and leased facilities across the state to plan and execute maintenance and capital renewal work.

Bart is a licensed architect and a former project manager with over a decade of experience in design, renovation, repurposing, master planning, historic preservation of buildings for civic, community, and education markets.

Most recently, Bart was a city councilor, City of Keene, NH, and a tenured associate professor of architecture at Keene State College. He also served as a client representative on several capital improvement projects for Keene State, and he has extensive experience in design and building.

Bart earned his Master of Arts in historic preservation from Plymouth State University, Plymouth, NH, Master of Architecture and Engineering from Wroclaw University of Science and Technology, Wroclaw, Poland, and Bachelor of Architecture from Drury University, Springfield, Mo.

As director of Facilities Planning and Management, Bart will report directly to me, and with appropriate delegation of authority will be the appointed Building Official for the Division.
