Today, amid a pandemia-battered labor market and a deep crisis across the food industry chain, it is crucial to reduce barriers to employment and pay attention to the problem of sexual harassment. This problem occurs most often in low-paying, male-dominated jobs such as agriculture.
Recent research from the Division of Agriculture and Natural Resources at the University of California UC ANR found that 30 percent of female workers at nine wine industry companies in Napa Valley reported some form of sexual harassment at their current job. They are young women under the age of 40, several temporary employees who usually work in small groups throughout the camp where sexist and hostile jokes and comments are frequently heard.
- Sexual harassment in agriculture is a historically neglected problem that is gaining economic relevance in the current context of agriculture, an industry dealing with labor shortages.
- The lack of a workforce is a severe problem, considered by several experts as the main challenge in food production.
- The shortage of male migrant workers would be even worse without increasing the female workforce.
"Women need to feel safe to be productive, and with the critical lack of labor in agriculture, this industry needs to make sure it retains these workers," Hobbs said.
Research indicates that between 40 and 75 percent of all working women in this country have experienced some form of sexual harassment, and this has not decreased since the 1980s. Even worse, the problem often occurs in low-paying jobs that men dominate.
Sexual harassment is unwanted behavior that the victim perceives as offensive that threatens their well-being. "It's a barrier that not only harms the victim but other workers at the company, and I should add that sexual harassment is not something that happens only to women but also to men, but this was not the focus of our study," Hobbs said.
- Gender-based harassment – jokes, comments, or suggestive stories that are offensive, or different treatment for being a woman (contempt or ignoring the woman)
- Unwanted sexual attention – requesting a date or inviting drinks even though you were told NO. Touching or groping the person.
- Sexual coercion – bribing the employee in exchange for engaging in sexual behavior (offering a promotion in exchange for a sexual favor)
- Hostile Sexism - comments or acts that are interpreted by women as sexist (for example: "Women are easily offended"; "women do not appreciate everything that men do for them"; "Women exaggerate the problems they have at work."
In agriculture, labor shortages are not a new problem. Since before the pandemic, they have been present and have been reduced thanks to the increase in women workers.
In 2017, Napa Valley vineyards employing an average of 100,000 workers had a shortage of 12 percent workers, and this would have been worse without the workers. "More women are working than there were 20 years ago, and this change in the gender of workers that I describe in Napa is also happening to some degree on the California Coast," he says.
The research highlights that between 2013 and 2016, the proportion of working women increased in Napa Valley vineyards from 10 to 25 percent.
"The economic motivation is, therefore, stronger than ever for agricultural companies to reduce barriers to employment and retain female workers, and sexual harassment in the workplace is a barrier to employment," Hobbs says. These women are indispensable to fill the vacancies that used to be filled by immigrant workers that have declined in recent years."
The research involved 195 men and 100 women, all Hispanics. The nine companies surveyed have more than 50 employees each; in seven of them, subcontracted labor is used, and in 2 vineyards, their employees are directly employed. The survey was conducted in English and Spanish. Of the 30 percent of women who reported experiencing sexual harassment, 9 percent said unwanted sexual attention and 1 percent sexual coercion.
"The fact that harassment is more prevalent among young women is an indicator that harassment is an obstacle to expanding the workforce because they are women who are starting to work," he said.
He explained that the relatively low percentage of sexual harassment found in this research compared to other research could be because the wine industry usually offers better wages and better working conditions than other workplaces.
Hobbs concludes that this research is an approach to a complex labor problem that requires more attention, and possibly the next step will be to analyze the overall work environment, addressing the hostile sexist attitudes of workers and evaluating the entire organization, which seems to be the most promising thing to reduce harassment in agriculture. "The conditions in which the workers are currently working makes them more vulnerable, the training help, but there are changes that must be executed. Changes have to be made throughout the organization," concluded the expert.

When Laura Snell first came to the far northeastern corner of California, she was amazed to find that the Board of Supervisors in Modoc County – where cows outnumber people by a ratio of 13 to 1 – was composed almost entirely of women.
Snell, who arrived in the high desert town of Alturas in 2015 as the University of California Cooperative Extension livestock and natural resources advisor, said she now has a theory as to why.
“It's a great example of the rural and agricultural lifestyle we have here where women get involved in everything from civic organizations to local government,” she said. “In a lot of ways, there isn't a glass ceiling in an area where everyone is needed and most people are wearing multiple hats to keep the community going.”
Snell has worn the “county director” hat for UCCE in Modoc County since 2017, bringing a range of UC Agriculture and Natural Resources programs to local communities. In the subsequent years, she has established herself as one of the region's most prominent and respected voices.
“Laura is a strong leader, an excellent communicator, and extremely knowledgeable in the fields of wild horses, groundwater, livestock and grazing – among many other topics,” said Geri Byrne, vice chair of Modoc County's Board of Supervisors (which is presently 75% female).
Snell's broad base of knowledge – as well as her bachelor's in water science and master's in agronomy, both from the University of Nebraska – have served her well in her dream job in a “one-advisor” county.
“This is what I always wanted to do – know a little bit about a lot of things and be the person who connected people with what they needed, connecting them with information, connecting them with different experts,” Snell explained.
One of her most recent accomplishments is launching UC Master Food Preserver classes in Modoc County this year. About 130 people – in a county of 9,000 – have been served by this UC ANR program, and four are on the cusp of graduating as Modoc's inaugural class of certified Master Food Preservers. The vast majority of program participants, Snell notes, have been women.
“They're not only preserving for their own families; they're also using these tools and harvesting things from their gardens and then having a value-added product to sell at the farmers market and our local food hub,” said Snell, citing one participant who learned how to make and sell celery salt.
The contributions of women to the local economy, county leadership and organizations such as the Modoc County Cattlewomen's group continue to inspire Snell in her work – and in nurturing the next generation of leaders.
An avid participant in 4-H growing up in Story County, Iowa, Snell said one of the most fulfilling aspects of her job is mentoring the interns who come through her office, and presenting them with opportunities to learn and grow in their careers.
It was a personal connection that brought Snell to Modoc. A former Bureau of Land Management director in the county, who happened to be the father of her college friend, encouraged Snell to apply for the advisor position. So she flew from Nebraska to Reno and then made the three-hour drive north for the interview.
“I loved it; I immediately loved it,” Snell recalled. “I called my parents that night and said, ‘If they offer me this job, I'm staying.' This is it – this is what I've always really wanted to do, but not only that: this is the kind of community I've always wanted to live in.”
Snell – along with her canine companion, an Airedale-German Shepherd-Rottweiler mix named Zuri – have become an essential part of the fabric of Modoc County. She has provided guidance on everything from managing wild horses on the Devil's Garden Plateau to optimizing agritourism operations for greater profitability to improving the livelihoods of farmers and ranchers by alleviating regulatory burdens.
“Working in this county and for this county, for the people here, that's what fills my cup,” she said. “That's what is most satisfying about this work.”
And the county, in turn, has been appreciative of Snell's wide-ranging expertise and unflappable demeanor. According to Supervisor Byrne, Snell has been instrumental in taking on complex issues such as wild horses and the Big Valley Groundwater Sustainability Plan – four years in the making and greatly enhanced by Snell's background in water and her passion for bringing science to the people.
“Laura has a ready smile and manages to stay calm in the face of adversity,” Byrne said. “Modoc is very blessed to have such an articulate, knowledgeable, hard-working and personable director.”

Historically, fire fighting was a male-dominated field. With broader diversity needed, women are seizing the opportunity, reported The Nature Conservancy.
TNC ran a feature on its website about a prescribed fire on its Disney Wildness Preserve in Florida staffed and managed by an all-women crew.
"Everybody was here to work, and communication went well," said Jana Mott, the day's burn boss and TNC's northern Florida stewardship project coordinator. "It was like a well-oiled machine. There was a high level of professionalism all around. It felt like just another day of doing business on the fireline."
The article also quoted UC Cooperative Extension fire scienctist Lenya Quinn-Davidson. She is director of the Northern California Prescribed Fire Council. Quinn-Davidson helped plan and lead the Women-in-Fire Prescribed Fire Training Exchange (WTREX) in Tallahassee, as well as two previous WTREX.
The field of wildland fire has for too long been “so conventional, so static—not only operationally, but also culturally,” Quinn Davidson said. “We see now that it's time for that to change. We need more perspectives, more ideas, more innovation—more creative discomfort. And we need to create space for women and men of different backgrounds to have a voice and contribute to this evolution.”

Workshop aims to spark women's ambition to become leaders in fire management
Shortly after her son was born, Jeanne Pincha-Tulley was promoted to fire chief of a national forest. For the first six months, she brought the baby to work.
“Most of my colleagues were men between 40 and 50. I was 31,” recalled Pincha-Tulley, who was the first woman to achieve the rank of U.S. Forest Service fire chief in California. “My second son was 6 weeks old and nursing. They had no idea what to do. They absolutely freaked out.”
While great efforts are being made to recruit women into fire management, women hold only 10 percent of wildland fire positions and 7 percent of leadership roles. A new training focuses on grooming women to lead in fire management.
To encourage to women build stronger networks and pursue leadership roles in fire management, Pincha-Tulley, who retired in 2015 after 36 years with the U.S. Forest Service, will be speaking from experience on gender roles at the Women-in-Fire Prescribed Fire Training Exchange (WTREX) in Northern California. She will also serve as deputy incident commander for the event.
WHO: Participants from 12 states and four countries, including 38 women and six men, who work for federal and state agencies, non-governmental organizations, tribes and universities. Organizers include Pincha-Tulley, Lenya Quinn-Davidson, UC Cooperative Extension wildland fire advisor and director of the Northern California Prescribed Fire Council; and Amanda Stamper, The Nature Conservancy fire management officer in Oregon, among others. Guest speakers include Sarah McCaffrey, USDA Forest Service research social scientist; Johnny Stowe, forester/biologist/yoga teacher/fire manager of the South Carolina Department of Natural Resources; Gwen Sanchez, deputy fire chief for the Shasta-Trinity National Forest, and many more.
WHAT: WTREX participants will serve in qualified and trainee firefighting positions to implement prescribed burns throughout the region. They will complete pre- and post-fire monitoring, train with equipment, practice fireline leadership skills and learn about local fire ecology and fire management.
WHERE: The training will take place in Trinity and Shasta counties. Sites include open prairies, oak woodlands, mixed-conifer forests and chaparral. Field trips will be made to areas burned in recent wildfires and to prescribed fire and fuels treatment project sites.
WHEN: Oct. 19-28, beginning in Hayfork, ending in Redding. Burning and other outdoor activities will depend on the weather.
DETAILS: The 12-day hands-on prescribed fire training, modeled after prescribed fire training events that take place across the country, will include beginners to seasoned professionals. The difference is that most of the participants are women.
“I'm excited for this event because it will transcend the usual TREX emphasis on cooperative burning and learning,” Lenya Quinn-Davidson, UC Cooperative Extension wildland fire advisor, who is part of the team organizing the event. “It will explicitly recognize and reinforce the importance of female perspective and leadership in fire management, and provide a supportive environment for women and men to understand and elevate the need for diversity in fire management—not only in numbers, but also in approach.”
Based at the Tahoe National Forest, Pincha-Tulley oversaw 1.6 million acres, including fire suppression, prescribed fire and aviation operations.
As the only woman among the 17 national Incident Commanders, Pincha-Tulley looked for allies and mentors. In 2005, the year she was promoted to Type 1 Incident Commander, she led her team to Mississippi to assist in the aftermath of Hurricane Katrina. She was essentially invisible to the Air Force generals and Navy admirals until she put general stars on her uniform. A NASA director, a man, coached her, saying, “Are you going to let them take over the meeting? You're their peer, make yourself one.” He proceeded to mentor her, based on NASA's training for women in management.
“When you look for those people who can help, you begin to attract them,” Pincha-Tulley said. One of the primary goals of the Women-in-Fire Prescribed Fire Training Exchange is to connect women who work in fire, providing them with new networking and mentoring opportunities.
WTREX is co-hosted by eight primary partners as well as additional collaborators. These include the Northern California Prescribed Fire Council, the Fire Learning Network, the Cultural Fire Management Council, the Watershed Research and Training Center, the Bureau of Land Management, the USDA Forest Service, the California Fire Science Consortium, University of California Cooperative Extension, and other collaborators.
