UC Hansen Research and Extension Center to expand capacity at Camarillo location
The University of California Hansen Agricultural Research and Extension Center – the site of popular school field trips, 4-H programs, a UC Master Gardener demonstration garden, and numerous research trials on crops and landscape plants – is moving to a new location on the west side of Camarillo. The center was established through an endowment bequeathed to the UC by Saticoy farmer Thelma Hansen, who sought to support university research and extension activities benefiting Ventura County.
For the past 25 years, Hansen REC has been located on the historic Faulkner Farm in Santa Paula. At 27 acres, Hansen REC was the smallest of the nine RECs across the state operated by UC Agriculture and Natural Resources; in 2019, UC ANR leadership decided a larger property was needed to expand the center's capacity. The Faulkner Farm was sold in March 2021, but a portion was leased back to the UC to sustain its programs until a new location was identified.
In December 2022, the UC acquired a 114-acre farm property in Camarillo to serve as Hansen REC's new home. Moving structures and equipment from Faulkner Farm will take place over the next six months. Public programs at the new location are on hold until seismic retrofitting and other building upgrades are completed. A new research and educational facility also will be built, with an estimated opening date in 2027 or 2028.
“Our planning committee looked for a site on the Oxnard Plain that is representative of the coastal agriculture environment and conducive to research on Ventura County's high-value crops, such as strawberries,” said Annemiek Schilder, Hansen REC director. “We also sought a location with diverse soil types, access to sufficient irrigation water, and a low risk of flooding – and we're pleased that this Camarillo property meets most of our search criteria.”
Of the approximately 104 cultivable acres, 28 are certified organic, which will allow researchers to study organic as well as conventional crop production methods, Schilder noted. She said another bonus of the new location is its proximity to California State University, Channel Islands and the Rodale Institute California Organic Center, which are both potential partners for future research and a student organic farm on site.
Initial plans for the new Hansen REC facility include offices, conference rooms, laboratories, greenhouses, a demonstration kitchen, and indoor and outdoor education areas. The center will aim to be water-efficient and energy-neutral, relying on solar panels for much of its energy usage. The UC Cooperative Extension Office in Ventura is also slated to move to the new facility.
“We fully expect Hansen REC to become a vibrant research and education hub that provides science-based solutions and is responsive to the needs of agricultural, rural and urban communities and the environment in Ventura County,” said Glenda Humiston, UC vice president for agriculture and natural resources. “We're excited to expand current programming while bringing in new educational opportunities, such as the UC Master Food Preserver and Master Beekeeper programs.”

The Hansen Agricultural Research and Extension Center (HAREC) located in Ventura County provides land, labor and facilities for research that supports the rich and diverse agricultural and natural resources of Ventura County and an extensive education program that promotes the sustainability and benefits of agriculture and natural resources in county communities. The HAREC facility encompasses 27 acres including demonstration gardens, orchards, research fields, a small greenhouse, as well as a historical barn and Queen-Anne Victorian house.
Under the direction of the Center Director, this position is responsible for the management, planning and implementation of field research, farming operations, physical plant operations, grounds and building maintenance, irrigation, and related administrative functions. Responsibilities also include participating in logistical planning and implementation of extension activities. Responsibilities include training and supervising field staff to maintain an orderly, safe, and efficient operation, and is responsible for staff annual performance evaluations. This position will serve as a member of the Center's executive management team and is expected to participate in facilities planning and budgeting, including providing recommendations regarding infrastructure, resources, and staffing needs.
This position includes verbal and written communication to staff, vendors, contractors, and other parties in Spanish.
This position will end after one year. Extension beyond this date is contingent on budgetary and/or operational considerations.

Including academic salaries and temporary funding, UC ANR invests close to $14 million annually in the REC system. We are committed to continuing to make an investment of this magnitude, recognizing the importance of each individual REC, and the REC system to our research and extension missions.
A freeze on state operations and maintenance funding since 2006, and a virtual absence of deferred maintenance funds, necessitates a close look at how the annual investment is used so as to position the RECs for a long, successful future. UC ANR leadership is taking the long view to its programmatic collaboration and growth. As a result, we are developing a strategy for cost recovery to continue to operate and improve the facilities so that we can better serve researchers and their research and extension activities – well into the next decade, not just the next three to five years.
Key attributes of the strategy include:
- improved clarity of how full-cost research rates are calculated and how researcher costs are derived, based on a researcher's specific and agreed upon needs for labor and facilities,
- establishment of rates four to six months in advance of the effective date for the rate (i.e. rates published in January for projects beginning in July, or some variation of) in recognition of the need to project costs in advance of research start date,
- development of a cost structure that reflects different project needs and differences in costs required to support the needs, and
- ability to confirm researcher costs for specific, itemized research needs over a multi-year timeframe at time of proposal submission to a funding agency.
A move to this new way of calculating research rates will take some time to establish across all nine RECs. Our goal is to have this rolled out between January and March 2018 and to go into effect for any projects (new, renewed or expanded usage) beginning July 1, 2018. This is an ambitious goal given the review and approval process in place that ensures fairness of proposed methodology and charges. However, we are committed to making this a high priority in order to improve the research experience.
To assess feasibility of the approach, the Desert REC will move to a new model in the very near term and serve as a pilot study for the July 1, 2017 – June 30, 2018 timeframe. The new model includes different rates for different services (land, water, pesticides, labor, etc.). The new model applies at Desert REC for both new and continuing projects and provides the opportunity to identify any issues early on and make the necessary adjustments. The remaining RECs will develop research rates for REC services over the next few months and the new model will be refined and adapted in 2018-2019 for the remaining eight RECs.
For 2017-2018, researchers continuing projects at all RECs, except Desert REC and West Side REC, should plan on an additional 10 percent to their 2016-2017 research rate to cover increases in salaries and benefit rates and reflect a reduced subsidy by center funds applied to the full cost rate. New and renewed projects will be billed at a researcher rate of $27.46 per hour. A new project is one that has not been submitted to, and approved by, the REC previously. This higher rate reflects the need to reduce the subsidy applied to the full cost rate.
Researchers at West Side REC will be billed at a rate 10 percent above the 2016-2017 West Side REC research rate for all projects.
Developing a new strategy for setting research rates based on different rates for different services will take time, thus the decision to move forward as outlined above. The pilot assessment at Desert REC will illustrate the impacts of a new strategy on both researchers and business operations and help identify best practices to support the transition to a new strategy. We are committed to maintaining a system of RECs that are positioned to address present and emerging research needs for the long term and meet the planning needs of researchers.
