What if the leaves don't fall off the trees until way in December? Can I still spray with the leaves on?

You'll want to wait til all the leaves fall off. That way you'll get better spray coverage and will have less runoff and waste. You should be able to spray in January as long as the buds are still tight (dormant) or even as they begin to swell. Just don't spray after the buds begin to break and show a little pink or green.
