Please tell us how to get the Tachinid fly out of a monarch butterfly garden. It is killing the caterpillars and pupas! Is there a trap for catching these flies?

Great news, I will spread the word among my neighbors and planning to give milkweeds plants away in spring. Let's help our beautiful jewels, the amazing monarch.  
It's about time the California Fish and Wildlife gets involved in something; as of late they never seem to want to protect any animal, no birds, jackrabits, coyotes, etc. Every time I've called them, they claimed "no" to be able to assist any of these animals, at least not in Contra Costa County. The bird migration is suffering from the huge urban sprawl around San Ramon, Livermore, Pleasanton, and Brentwood.
