Each year, the University of California (UC) and California State University (CSU) systems receive approximately six billion dollars from the State General Fund. Annually, State agencies enter into more than 2,500 agreements or agreement amendments with the UC and CSU systems. Some of these agreements can take months to negotiate and, in many cases, the State is paying for both sides of the contract negotiation. To reduce this inefficiency and to streamline operations, UCOP, CSU and the State Department of General Services (DGS) established standardized “boilerplate” provisions that would apply to all agreements between the State and UC or CSU. These model terms will be used in all new research, training or service agreements awarded after January 2016.
A major change from prior practices is that the majority of the effort in securing a State award will be front loaded at the time of proposal. UC must provide the State with a proposal in advance of any award made. The proposal package consists of a cover sheet signed by the Office of Contracts and Grants, Scope of work (Schedule of Deliverables, List of Key Personnel, contact details, pre-existing data or works, Curriculum Vitae, Current and Pending Support), and Budget and Budget justification.
If funded, the award will be governed by the UTC 116 – University Terms and Conditions (Exhibit C) – The award may contain additional exhibits specific to the needs of the individual project.
