Possibly surface banding would do the trick, with out the weed bloom?  
There are, for banding fertilizers, coulter opener liquid applicators. Oklahoma appears to believe that deep banding phosphate will provide enough added yield to pay for the added cost.  
 
Maybe this year California might consider top dressing potash just prior before the summer drought season. This might promote the much feared Luxury Uptake limit the stress to alfalfa of low moisture levels.  
Bring the hay analysis K up into the 2.50%K to 3.00%K Range.
