SUBRECIPIENT COMMITMENT FORM

Yes, it is true.  The Office of Contracts & Grants (OCG) has a new form.  Its existence is necessary to comply with applicable Federal requirements and ensure good stewardship of our sponsors' funds.

The good news is that this form is not for you to complete—it is for the Subawardees on your project to complete at proposal time.

Even better, it is for your Subawardee's Contracts & Grants Office (or equivalent) to complete and return directly to our office.

This type of form will not be new to them. They are already completing similar forms for other Institutions daily, as is our office when we are a Subawardee.   Only other UC campuses are exempt from having to complete this form.

A copy of this form can be found on the OCG Website Forms page under “Subrecipient Commitment Form.

How will this affect my proposals?

If you have a Subaward(s) on your proposal, your Subawardee should already be working on developing their budget, scope of work, and requesting a letter of institutional support from their Institutional Representative (i.e., their Contracts & Grants Office or the equivalent).

The only change is that in addition to those other items, you should also request your Subawardee to have their Institutional Representative complete and sign the requested Subrecipient Commitment Form along with their other proposal documents.  They can retrieve it directly from our website, or you can email a copy to them directly.

How will this affect my Subawardee?

At the time of issuing the subaward, our office is responsible for reviewing the information on the Subrecipient Commitment Form. If we have not received a completed form, the subaward will be delayed until the form is received.

What do I need to provide at Proposal time now for each of my Subawardees?

1.  Letter of Authorization from Subawardee's(s) Contracts & Grants Office (or equivalent)

2.  Scope of Work for the Subawardee(s)

3.  Budget for the Subawardee(s)

4.  Subrecipient Commitment Form for Subawardee(s) - NEW

5.  Any other documents or approvals required by the sponsor.

More information on Subrecipients and the differences between Vendors and Subawards can be found here: Subrecipients. If you have any questions on this new form, please email them to OCG@ucanr.edu.

Thanks.
