Project Board Annual Resets and Outages

- When outages is planned for maintenance/new features, send message to all users, Project Team, and leadership. Do not send message out when back online, instead, include date and time when the system will be back online.
- When outage is not planned, only send message to all users IF not within 2 weeks of a due date. Respond to anyone who individually reached out about the outage. However, if an unplanned outage occurs within 2 weeks of a due date, send messages to all users, Project Team, and leadership first acknowledging the outage, then again when the system is back online.
