Spinelli named UCCE horticulture advisor
Gerardo Spinelli joined UC Cooperative Extension in San Diego County as a production horticulture advisor on Oct. 12, 2020. He will work with nurseries, floriculture and controlled environment plant production.
Prior to joining UCCE San Diego, Spinelli worked for the Resource Conservation District of Santa Cruz county since 2015 in irrigation and nitrogen management for strawberry and lettuce. He collaborated with Michael Cahn, UCCE advisor and technical expert for the Pajaro Valley Water Management Agency's conservation program, to promote the adoption of CropManage to optimize nitrogen and irrigation in Santa Cruz and Monterey counties.
He has also worked on nutrient and pest management in vegetables, lettuce hydroponic production and anaerobic soil disinfestation in banana at University of Hawaii, Manoa, and was a UCCE farm advisor for irrigation and vegetables in Stanislaus County. He also worked in Honduras on an irrigation development project providing technical assistance for smallholder corn and watermelon growers, and in London designing and installing landscape irrigation systems. He also lived in Lebanon, where he introduced integrated pest management in apple and olive production, rebuilt irrigation channels for tobacco and vegetable growers, began a queen bee breeding program and built sewage lines for the Wavel refugee camp.
Spinelli grew up in Italy on an olive and vegetable farm on the hills overlooking Florence and is fluent in Italian, English, French and Spanish.
He earned a B.S. in agronomy, an M.S. in tropical agriculture at the University of Florence, and a Master of International Agricultural Development and Ph.D. in horticulture and agronomy at UC Davis, focusing on plant physiology and water stress in almond orchards.

Amaral named pomology, water and soils advisor
Douglas Amaral joined UCCE in Kings and Tulare as pomology, water and soils advisor on Oct. 1, 2020.
Before joining UCCE, Amaral was a project scientist and postdoctoral researcher in the Department of Plant Sciences at UC Davis. His research has focused on the physiology and biochemistry of plant nutrient uptake, and molecular and genetic aspects of nutrient acquisition and tolerance in citrus, almonds, pistachios and other crops.
Amaral, who was born and raised in Brazil, is fluent in Portuguese and English. He earned a Ph.D. in plant and soil sciences at the University of Delaware, an M.S. in plant nutrition and soil fertility at Federal University of Lavras, Brazil, and a B.S. in biological sciences at University Center of Lavras, Brazil.

UCCE poster, newsletters win NACAA awards
Three California state winning entries received national recognition at the recent annual meeting and professional improvement conferences of the National Association of County Agricultural Agents (NACAA) held virtually in late September and early October.
Michael Rethwisch, UCCE field crops advisor for Riverside County, and student assistant Kassandra Allan won a national NACAA award for their applied research poster, “Dingy cutworm pheromone lures are not highly attractive to the closely related granulate cutworm.” Rethwisch was also selected to give a presentation on comparative insecticide efficacy for lygus bug control.
The UC Dairy Newsletter was a national finalist entry and western regional winner in the Team Newsletter competition. UCCE advisors Jennifer Heguy, Daniela Bruno, Joy Hollingsworth and Betsy Karle collaborate on the newsletter.
The University of California Cooperative Extension Subtropical Horticulture News by Sonia Rios, UCCE subtropical horticulture advisor for Riverside and San Diego counties, was the western regional winner for individual newsletter.
CAPCA honors Wilen for "Outstanding Contribution to Agriculture"
Cheryl Wilen, UCCE integrated pest management advisor emeritus for San Diego, Orange and Los Angeles counties, received the 2020 Outstanding Contribution to Agriculture award by the California Association of Pest Control Advisers (CAPCA).
The Outstanding Contribution to Agriculture award recognizes individuals or organizations that have made a significant contribution to California agriculture. The former leader of UC ANR's Endemic and Invasive Pests and Diseases Strategic Initiative is known for her research and development of integrated pest management strategies for the turf, ornamental horticulture and nursery industries. Over the course of her career, Wilen has helped reduce the use of toxic pesticides, cut the cost of pest control and promote the use of environmentally sound methods in production.
Wilen, who retired from her 25-year UC ANR career in July, received the award during CAPCA's virtual annual conference on Oct. 12. She is currently on recall to serve as interim director for UCCE in San Diego.
4-H Youth Retention Study Team receives national award
The 4-H Youth Retention Study Team received the National Association of Extension 4-H Youth Professionals' “Susan Barkman Award for Research and Evaluation” Oct. 20, during the association's virtual conference.
The Youth Retention Study examined the retention and drop-out rates (nearly 50%) of first year 4-H members over a seven-year period to understand why youth leave the 4-H program. They found a lack of communication and the inability to understand and navigate the 4-H program contributed to attrition. These findings led to development of a handbook for families to navigate the 4-H program and a Project Leader Checklist for implementing the 4-H project experience.
While the study focused on California, the team has engaged multiple states in an effort to document the national scope of this issue, and used the data to develop tools and strategies for addressing and extending that information through peer-reviewed articles, workshops and training.

Ronald becomes first woman to receive World Agriculture Prize
Pam Ronald, a UC Davis distinguished professor, whose work has revolutionized plant molecular genetics, has become the first woman to receive the World Agriculture Prize.
Ronald is recognized for her history of major discoveries in plant molecular genetics. In 1995, she isolated a key immune receptor that revealed a new mechanism with which plants and animals detect and respond to infection. Her discovery in 2006, with UC Davis plant scientist David Mackill, of a rice submergence tolerance gene facilitated the development of high-yielding, flood-tolerant rice varieties that have benefited millions of farmers in South and Southeast Asia.
The award ceremony will be virtually held at 5 p.m. on Nov. 30 from Nanjing Agricultural University, Jiangsu Province, China.

Bruno named dairy advisor in Fresno and Madera counties
Daniela Bruno joined UCCE on Nov. 5, 2018, as the area dairy advisor in Fresno and Madera counties.
Bruno completed a Ph.D. in comparative pathology from UC Davis and a DVM from The Federal University of Minas Gerais, Brazil.
Throughout her professional and academic career, Bruno has carried out work related to animal health and welfare, food safety, milk quality, wastewater and dairy systems management. Prior to joining UCCE, Dr. Bruno was a technical services specialist/dairy advisor at DeLaval, Inc. where she provided technical support with trainings, webinars and newsletters to local California dairies and worldwide. She worked closely to field veterinarians and consultants troubleshooting problems at dairies assuring the food supply is safe. Bruno, who is fluent in Portuguese, provided oversight on field clinical trials for products developed for the U.S. and global market.
She collaborated with CSU Fresno and UC Davis in several projects, including studies on animal health, mastitis and milk quality, hoof diseases and calf management and the results from these studies have been presented at National and International meetings such as National Mastitis Council meetings, Lameness in Ruminants Conference and at the World Buiatrics Congress. From 2009 to 2012, Bruno was a dairy specialist/microbiologist at Texas A&M Veterinary Medical Diagnostic Laboratory. There, she oversaw dairy specimens on performing diagnostic testing and assisting field veterinarians with troubleshooting problems at their client dairies. She also worked closely with the Texas A&M Extension team, providing training on milk quality and mastitis control to herdsmen and other dairy employees, helping them to be more effective in all aspects of dairy management.

Okello named UCCE specialist in antimicrobial stewardship
Emmanuel Okello joined the Department of Population Health and Reproduction as Assistant Specialist in Cooperative Extension in antimicrobial stewardship on Nov. 1, 2018.
Prior to accepting his UCCE position, Okello was a postdoctoral research scholar at the Veterinary Medicine Teaching and Research Center, gaining valuable epidemiological experience on dairy production units conducting studies on selective dry cow treatment and surveys of anti-microbial resistance. This has enabled him the opportunity to establish good working relationships with extension specialists, dairy owners, herd managers, farm workers, veterinary practitioners and researchers across California.
Working with farmers and other stakeholders to improve livestock health and productivity, Okello will develop antimicrobial stewardship guidelines and best management practices for veterinarians, livestock owners and their employees that reduce antimicrobial resistance yet maintain healthy herds and flocks.
Okello earned his veterinary degree (DVM equivalent) from Makerere University, Kampala, Uganda, a master's in molecular biology from Katholieke University Leuven, in Belgium and a Ph.D. in bio-engineering sciences from Vrije University Brussel in Belgium.

UC ANR introduces Market-based Adjustment Plan for staff salaries
Attracting and retaining highly qualified employees is a top priority for UC ANR. To be more competitive among many diverse employment markets, UC ANR leadership has developed a plan to address the competitiveness of our staff salaries.
As part of UC ANR's overall compensation strategy, VP Humiston approved a four-year Market-based Adjustment Plan for non-represented staff to ensure salaries of existing staff are better aligned with the labor market. All non-represented staff are eligible to participate in this plan, regardless of their position's funding source. For some whose compensation has fallen behind market rates, the Division is making a significant effort to address this issue, as long as it is fiscally viable and prudent to do so.
Using UC Career Tracks, UC ANR Human Resources will be able to identify, review and address the salaries of non-represented staff members whose pay is not in the targeted competitive zone. This strategy will be implemented over four years, which will allow us to better manage the fiscal impact of the salary adjustments.
Eligible employees will be notified individually within the next few weeks. These market-based adjustments are separate and distinct from any merit program approved centrally by President Napolitano.

UC ANR adds Matching Grants Program
AVP Wendy Powers announced that UC ANR has added another funding mechanism to its 2017 funding opportunities/grants website: a Matching Grants Program.
For grant opportunities that require matching funds, this program will provide cash resources for UC ANR academics to submit as matching funds in their proposals for external funding support of research, outreach or training efforts.
Proposed projects must be within the scope of the UC ANR Strategic Vision. All UC ANR academics with PI status are eligible to apply. Proposals will be accepted at any time, as the opportunities present themselves. Proposals will be submitted to the Associate Vice President and reviewed by the UC ANR Strategic Initiative Leaders and two UC ANR Vice Provosts. Because we recognize that these are time-sensitive projects, the review process will take no more than one month.
Requests for matching funds will be no more than three pages in length and must include a link to the request for proposals, a justification indicating why it is appropriate for UC ANR to provide the cash match, description of the project (study design, educational framework/audience, training program, etc.) and detailed budget. Requests of up to a 1:1 cash match will be considered. No awards will be made until a contract between the grantor and UC ANR is executed. In addition to any reporting required by the grantor, all projects will require a final report with stated outcomes/impacts or anticipated outcomes/impacts. A final report to the grantor may be substituted if the final report contains outcome/impact information.
UC ANR will provide a limited pool of funds for this grant program on an annual basis. The pool of funding will be managed to ensure year round availability for timely projects.

UC ANR to boost 4-H and MFP county support, better integrate YFC programs
The extended vacancy of the Youth, Families and Communities Director position (vacant 17 months) has given UC ANR leadership time to consider program needs and how the Division can best meet those needs moving forward. After reflection, collecting recommendations from the respective Statewide Directors and gathering input from the broader ANR community, AVP Wendy Powers has decided not to fill the YFC director position.
“Interim co-directors Shannon Horrillo and Katie Panarella have provided excellent leadership and afforded the Division an opportunity to invest the unused salary provision to further strengthen and support the YFC program,” Powers said.
Funds designated for the YFC director position will be reinvested into YFC programs to support growth and new opportunities. The statewide program directors identified program integration among 4-H Youth Development; Nutrition, Family and Consumer Sciences; Master Food Preserver and Master Gardener programs as a key priority.
“In support of their vision, we will hire a Program Integration Coordinator that will support efforts to integrate across programs and disciplines to maximize extension efforts and identify new multidisciplinary funding opportunities,” Powers said. “This is consistent with the original intent of having a YFC program and a goal within the UC ANR strategic plan to better integrate and focus our efforts.” The position will be released in the coming months with interviews anticipated in May.
“Subsequently, based on the directors' recommendations, we will invest in hiring a Master Food Preserver and Food Entrepreneurship Academic Coordinator,” Powers said. “This position will bring together our existing work with home food preservation, cottage foods and innovation in agriculture to best address the food security needs of California and to pursue funding opportunities to implement programming.
She also announced plans to hire a part-time 4-H online data system administrator to centralize some 4-H online administrative functions at the state level, reducing the administrative workload on 4-H county-based staff and increasing technical assistance and support.
“We believe this plan will provide the needed support to position YFC for growth and to meet future needs,” said Powers.
Shannon Horrillo will continue permanently as the statewide 4-H director and Katie Panarella as the statewide Nutrition, Family and Consumer Sciences director and co-director of the Master Food Preserver Program. They will continue working in partnership with Missy Gable, the statewide Master Gardener director and co-director of the Master Food Preserver Program to lead these high-priority ANR statewide programs and integration in ways that leverage their assets for greater collective impact.
