UC ANR names Marino, Culumber Presidential Chairs for Tree Nuts

Giulia Marino and Mae Culumber have been selected as UC Presidential Chairs for Tree Nuts

Two UC Cooperative Extension scientists have been selected as Presidential Chairs for Tree Nuts at University of California Agriculture and Natural Resources.

Giulia Marino, UCCE specialist, will be the Presidential Chair for Tree Nut Genetics and Mae Culumber, UCCE nut crops advisor, will be the Presidential Chair for Tree Nut Soil Science and Plant Water Relations, announced Glenda Humiston, UC vice president for agriculture and natural resources. 

The endowed chairs will give the two scientists a dedicated source of funding for five years for their ongoing agricultural research. UC Agriculture and Natural Resources established the two $1 million endowments in 2015. Half of the funds for the endowed chairs was donated by the California Pistachio Research Board and the other half was provided by UC Office of the President.

“The California Pistachio Research Board appreciated the opportunity to create these Presidential Chairs with the dedicated flexible funding it provides the scientists,” said Bob Klein, manager of the California Pistachio Research Board. “Mae and Giulia have stellar research records, have a history of research on California pistachios, and deserved both consideration and the award of these Chairs. The Board was pleased with the previous incumbents and is now looking forward to working with both Giulia and Mae in their programs on Genetics and Soil Science/Water Relations.”

Marino, who joined UC ANR in 2020, is based at UC Kearney Agricultural Research & Extension Center in Parlier. Her research integrates germplasm preservation and evaluation with tree physiology to improve orchard system profitability and abiotic-stress resilience. She explores the interactions between cultivar-rootstock traits, soil conditions and management practices.

“The funding from the presidential chair of tree nuts genetics will allow me to evaluate the horticultural and physiological performance of some promising new scion-rootstock options stemming from the UC pistachio breeding program developed by Craig Kallsen, UCCE farm advisor for Kern County, and Dan Parfitt, UC Davis professor emeritus,” Marino said.  

“The program has the objectives of increasing the genetic diversity of the scion and rootstock cultivars used by the pistachio industry to improve grower returns and reduce its susceptibility to climate change,” Marino continued. “Rootstock projects include novel rootstocks more tolerant of boron in irrigation water, dwarfing rootstocks for higher early yields and more efficient use of pruning and harvest inputs. Scion objectives include novel scions for higher yield and trees less sensitive to inadequate winter chilling.” 

One of her current research lines focuses on the characterization of low vigor cultivars and/or rootstocks to increase orchard planting density and reduce management costs in olive, pistachio and almond. She develops protocols for irrigation management based on genotype-specific physiological responses to water stress. Marino also studies the impact of saline sodic soil conditions on pistachio physiology and of low winter chill on cherry and pistachio tree and fruit physiology.

Marino earned a doctoral degree in fruit and forestry tree systems and master's and bachelor's degrees in agricultural science, all from the University of Palermo in Italy.

Mae Culumber
Culumber, UCCE nut crops advisor for Fresno and Kings counties, focuses on enhancing the sustainability and viability of nut crop production through applied research and outreach education with emphasis on soil and water conservation and reducing the impact of production practices on air quality and greenhouse gas emissions. Culumber partners with fellow UC advisors, specialists, campus faculty, growers and other industry stakeholders to find practical, sustainable solutions for issues including soil salinity, tree training and pruning, tree nutrition, and pest and disease management. 

“As Presidential Chair, I will utilize these generous funds from the Pistachio Research Board to augment my collaborative outreach extension and applied research efforts to understand 

and develop solutions to soil and water quality problems faced by pistachio growers and other nut crop producers across the San Joaquin Valley,” Culumber said.

She is collaborating on a CDFA Fertilizer Research and Education Program project that provides irrigation and nitrogen management training for certified crop advisors and growers to adopt practices that conserve water and protect water quality. She is also studying how to improve estimates of crop evapotranspiration and forecasting for major California crops for more precise irrigation. Culumber is leading research on the effects of whole orchard recycling on air quality and climate resilience, soil health, tree growth and productivity in second-generation orchards. 

Culumber earned a Ph.D. in soil science and agroecology and a master's in plant science and molecular ecology, both from Utah State University, and a bachelor's in biology from University of Wisconsin-Stevens Point.

Bruce D. Lampinen, UC Cooperative Extension integrated orchard management, walnut and almond specialist in the UC Davis Department of Plant Sciences, received the first Presidential Chair for Tree Nut Soil Science and Plant Water Relations. Craig Kallsen, UC Cooperative Extension farm advisor in Kern County who specializes in fruit and nut crops, received the Presidential Chair for Tree Nut Genetics.

Marino named UCCE orchard specialist

Giulia Marino

Giulia Marino joined UC ANR as a UCCE orchard systems specialist in the Department of Plant Sciences at UC Davis on Jan. 22, 2020.

Her research investigates tree physiology and its application to enhance productivity, sustainability and competitiveness of fruit orchard production systems in a changing global scenario.

Prior to joining UC ANR, Marino was a researcher in the Department of Land, Air and Water Resources at UC Davis, where she studied pistachio water use and tree performance under saline-sodic conditions. Some of her current research projects investigate the physiology of pistachio nut growth and shell split as a function of crop load and temperature, the impact of boron, salinity and hypoxia on pistachio vegetative growth and the effect of dormancy breaking agents on carbohydrates dynamics in cherry.

She earned a Ph.D. in fruit and forestry tree systems and M.Sc. and B.S. in agricultural science, all from the University of Palermo in Italy.

Wilson named presidential director for Organic Agriculture Institute

Houston Wilson has been named the Presidential Director for the University of California's Organic Agriculture Institute, which was established in January 2020 with a $500,000 endowment by Clif Bar and a matching $500,000 endowment from UC President Janet Napolitano.

Wilson, a UC Riverside agricultural entomologist based at the Kearney Agricultural Research and Extension Center, joined UC ANR as assistant Cooperative Extension specialist in 2017. He will launch the institute and chart a path for future growth while also focusing on immediate priorities such as a survey of organic production in California, multiple outreach and training opportunities for growers, publication of organic production guidelines, and developing research programs. Wilson's long-term goal is to continue to grow the endowment and position the organization to successfully support the state's growing organic farming economy. 

“Organic growers in California face an array of interconnected agronomic, economic and regulatory challenges,” said Wilson. “Tackling these issues simultaneously requires a multidisciplinary approach to develop solutions that work in all scales of production. The economic opportunities are there, and we want to help position California growers to reap these benefits, and in doing so increase the supply of affordable organic food for consumers.”

Feenstra named SAREP director

Gail Feenstra has been appointed director of the Sustainable Agriculture Research and Education Program (SAREP), effective July 1, 2020. Feenstra, who joined SAREP in 1989 and worked as the food systems coordinator, has been serving as acting director since October 2019, when Tom Tomich went on sabbatical. 

Vice President Glenda Humiston announced her appointment as part of the move to bring SAREP back to ANR's direct oversight effective July 1, 2020.

“I am excited to be part of a stellar SAREP team working more closely with UC ANR colleagues and community partners on strengthening resiliency of regional food systems and supporting economic and social justice for all people – from farmers and farmworkers to food system workers to consumers,” Feenstra said. 

Over the last 30 years, Feenstra has contributed to SAREP's definition of a sustainable food and agricultural system. She designed criteria for and funded community-based food systems statewide as part of SAREP's competitive grants program. Collaborating with ANR colleagues and others nationwide, she has worked to create an understanding of what sustainable, regional food systems are and how they function for communities.  

She helped initiate ANR's work in farm-to-school research and extension and her SAREP team was among the first to evaluate farm-to-school procurement data rigorously. From projects that focus on small and mid-scale farms to food hubs, food systems assessments and food policy councils, Feenstra is interested in uncovering the economic development potential of coordinated supply chain stakeholders and opportunities for building relationships between farmers, consumers and communities.

Feenstra earned an Ed.D. in nutrition education from Teachers College, Columbia University in New York City, and a B.S. in dietetics and nutrition from UC Davis. 

Feenstra and the SAREP staff plan to relocate from the UC Davis campus to the ANR building in Davis. The SAREP members include Sonja Brodt, academic coordinator for agriculture, resources and the environment; Penny Leff, statewide agritourism coordinator; Kathleen Patrocinio, business manager; Shosha Capps, community food systems analyst; Gwenael Engelskirchen, sustainable supply chain analyst; and Laura Crothers, grants manager/ outreach coordinator.

UC ANR introduces Market-based Adjustment Plan for staff salaries

Attracting and retaining highly qualified employees is a top priority for UC ANR. To be more competitive among many diverse employment markets, UC ANR leadership has developed a plan to address the competitiveness of our staff salaries. 

As part of UC ANR's overall compensation strategy, VP Humiston approved a four-year Market-based Adjustment Plan for non-represented staff to ensure salaries of existing staff are better aligned with the labor market. All non-represented staff are eligible to participate in this plan, regardless of their position's funding source. For some whose compensation has fallen behind market rates, the Division is making a significant effort to address this issue, as long as it is fiscally viable and prudent to do so.

Using UC Career Tracks, UC ANR Human Resources will be able to identify, review and address the salaries of non-represented staff members whose pay is not in the targeted competitive zone. This strategy will be implemented over four years, which will allow us to better manage the fiscal impact of the salary adjustments.

Eligible employees will be notified individually within the next few weeks. These market-based adjustments are separate and distinct from any merit program approved centrally by President Napolitano.

UC ANR adds Matching Grants Program

AVP Wendy Powers announced that UC ANR has added another funding mechanism to its 2017 funding opportunities/grants website: a Matching Grants Program.

For grant opportunities that require matching funds, this program will provide cash resources for UC ANR academics to submit as matching funds in their proposals for external funding support of research, outreach or training efforts.

Proposed projects must be within the scope of the UC ANR Strategic Vision. All UC ANR academics with PI status are eligible to apply. Proposals will be accepted at any time, as the opportunities present themselves.  Proposals will be submitted to the Associate Vice President and reviewed by the UC ANR Strategic Initiative Leaders and two UC ANR Vice Provosts. Because we recognize that these are time-sensitive projects, the review process will take no more than one month.

Requests for matching funds will be no more than three pages in length and must include a link to the request for proposals, a justification indicating why it is appropriate for UC ANR to provide the cash match, description of the project (study design, educational framework/audience, training program, etc.) and detailed budget. Requests of up to a 1:1 cash match will be considered. No awards will be made until a contract between the grantor and UC ANR is executed. In addition to any reporting required by the grantor, all projects will require a final report with stated outcomes/impacts or anticipated outcomes/impacts. A final report to the grantor may be substituted if the final report contains outcome/impact information.

UC ANR will provide a limited pool of funds for this grant program on an annual basis. The pool of funding will be managed to ensure year round availability for timely projects.

UC ANR to boost 4-H and MFP county support, better integrate YFC programs

The extended vacancy of the Youth, Families and Communities Director position (vacant 17 months) has given UC ANR leadership time to  consider program needs and how the Division can best meet those needs moving forward. After reflection, collecting recommendations from the respective Statewide Directors and gathering input from the broader ANR community, AVP Wendy Powers has decided not to fill the YFC director position.

“Interim co-directors Shannon Horrillo and Katie Panarella have provided excellent leadership and afforded the Division an opportunity to invest the unused salary provision to further strengthen and support the YFC program,” Powers said. 

Funds designated for the YFC director position will be reinvested into YFC programs to support growth and new opportunities. The statewide program directors identified program integration among 4-H Youth Development; Nutrition, Family and Consumer Sciences; Master Food Preserver and Master Gardener programs as a key priority.

“In support of their vision, we will hire a Program Integration Coordinator that will support efforts to integrate across programs and disciplines to maximize extension efforts and identify new multidisciplinary funding opportunities,” Powers said. “This is consistent with the original intent of having a YFC program and a goal within the UC ANR strategic plan to better integrate and focus our efforts.” The position will be released in the coming months with interviews anticipated in May.

“Subsequently, based on the directors' recommendations, we will invest in hiring a Master Food Preserver and Food Entrepreneurship Academic Coordinator,” Powers said. “This position will bring together our existing work with home food preservation, cottage foods and innovation in agriculture to best address the food security needs of California and to pursue funding opportunities to implement programming.

She also announced plans to hire a part-time 4-H online data system administrator to centralize some 4-H online administrative functions at the state level, reducing the administrative workload on 4-H county-based staff and increasing technical assistance and support.

“We believe this plan will provide the needed support to position YFC for growth and to meet future needs,” said Powers.

Shannon Horrillo will continue permanently as the statewide 4-H director and Katie Panarella as the statewide Nutrition, Family and Consumer Sciences director and co-director of the Master Food Preserver Program. They will continue working in partnership with Missy Gable, the statewide Master Gardener director and co-director of the Master Food Preserver Program to lead these high-priority ANR statewide programs and integration in ways that leverage their assets for greater collective impact.
