John Borba, UC Cooperative Extension Kern County's 4-H youth development advisor, retired on July 1. For over 20 years, Borba has been key to the success of the 4-H program in Kern County, which affords young people an opportunity to test and strengthen their leadership skills while finding and building community.
Borba began working with UC Agriculture and Natural Resources in 1992 as the 4-H program representative for Tulare County. In 1999 he relocated to Oregon to work as an advisor for Oregon State University's Extension team before returning to California in Kern County in 2000.
For 30 years, Borba has focused on improving the lives of young people.
“I appreciated many things about John,” said Marianne Bird, 4-H youth development advisor for Sacramento County. “He was never the ‘sage on the stage,' but rather a thoughtful, competent partner who led from behind. And I loved to watch him teach – asking questions, engaging his audience, enthusiastic about his topic. He was an excellent teacher.”
Bird and Borba worked closely together, supporting and developing statewide 4-H camp programs for 15 years.
“He helped lead an amazing team of 4-H staff, volunteers, youth and academics in some of the most rewarding work of my career,” Bird said.
Together, Bird and Borba prioritized program improvement by presenting research findings at national and international camp conferences, conducting eight statewide conferences, developing camp safety and risk management resources, and authoring two books.
Among the 4-H activities offered in Kern County, Borba oversaw Operation Military Kids for children whose parents were deployed by the National Guard and the Reserves, connecting them with resources, social enrichment, recreational activities and educational opportunities.
To attract more Latino youth, families and volunteers into 4-H, Borba and his 4-H colleagues developed culturally relevant programs. As a result, the number of Latino youth participating in the 4-H program increased more than 250% in three years. The National Association of Extension 4-H Youth Development Professionals recognized the achievement with its Diversity & Inclusion: Expanding the 4-H Audience Award in 2021.
“Of the many programs, research projects, and activities that John led, it was his dedication to the Shooting Sports Program that had the most impact on and created significant impact for the youth and families who participated,” said Russell Hill, associate 4-H youth development advisor for Madera and Mariposa counties.
Borba's support resulted in the program – which promotes safety sportsmanship and ethical behavior – serving more than 4,500 youth annually with at least 16 hours of instruction to the more than 1,000 volunteers throughout his tenure.
“John really took the Shooting Sports program to a level of coordination, improved training and volunteer development, and tracking of data,” Hill said.
While his work focused on youth, Borba's leadership and positive impact were felt among his colleagues as well. Borba, who earned an M.S. in human resources from Chapman University, contributed greatly to the workplace environment and culture.
“I am grateful for being able to work with and for John Borba as the director and advisor in this office for 10 years,” said Carol Heaton, Kern County 4-H office support technician. “It is without question that he treats everyone the same way: direct, considerate, honorable, with understanding and compassion. All this with a keen sense of humor. He is someone I look up to.”
Sue McKinney, 4-H program representative, agreed and added that Borba is the best supervisor she has ever had.
“He was always quick to share his knowledge,” McKinney said. “In everything he did you could see his deep dedication to the 4-H program. He will be greatly missed by everyone in this office.”
Southwest 4-H Leader Amy Andrews notes that 4-H youth and leaders in Kern County will surely miss Borba's presence too.
“John Borba is a kind, helpful and caring person towards each and every person, whether they are in 4-H or not,” Andrews said.
In retirement, Borba, who has received the prestigious emeritus status from UC ANR, will continue to serve young people by developing a 4-H Avian Embryology Program. It is expected to launch in 2023.
“The goal of this program is to serve as an outreach tool for the Kern County 4-H program and the University of California. It has the potential to reach thousands of youth who would normally not be able to participate in a 4-H club,” he said, explaining that many of the participants are from populations underserved by the traditional 4-H club model.
Borba is hopeful that this program will contribute to enhanced classroom learning experiences and excite young people about animal science and food production processes. He also believes that it will contribute to improved behavior and attendance in school.
Baur named Western IPM Center director
After leading the Western Integrated Pest Management Center through the global COVID crisis as acting director, Matt Baur has been named permanent director effective July 1 to lead the center into the post-pandemic future.
Baur, an IPM practitioner and entomologist by training, had been the Western IPM Center's associate director since 2014.
“Like everyone, the center had to change the way we worked during the pandemic and some of those changes are likely to continue into our future,” Baur predicted. “The region we serve in the West is huge – Guam to Colorado, Alaska to New Mexico – and the remote technologies and virtual platforms we all became familiar with in 2020 can help us connect across those miles.”
Baur's goals for the center are to build on its successes and expand its outreach to serve new areas and audiences, promoting smart, safe and sustainable pest management across the region to protect the people, environment and economy of the American West.
“The vision of the center is “A healthier West with fewer pests,'” he explained, “and that's something I care about deeply. I have two sons and promoting integrated pest management is one way I help protect their world.”
Baur sees a need to reconnect with the people who research and teach IPM, and plans to attend meetings and conferences for all the scientific disciplines involved in pest management. He also plans to expand the center's connections to communities that have been under-represented and under-served in the past.
“I believe it's vital that we not only listen to but represent all the stakeholders in the West affected by pests and pest-management practices,” Baur said. “There are voices we haven't heard and communities we haven't served well in the past, and I am very happy to have the opportunity to change that. Integrated pest management can be a way to promote environmental and social justice, and as a regional IPM center, we can be leaders in that.”
Before joining the Western IPM Center, Baur worked as a research scientist at DuPont/Pioneer and was a research assistant professor at Louisiana State University. He received his doctorate in entomology at the University of Kentucky, Lexington, and his bachelor's degree in biology from UC San Diego. He is a licensed pest control adviser in the state of California.

Shum named director of Business Operations Center
Su-Lin Shum joined UC ANR as director of the Business Operations Center June 14, 2021. Shum will oversee the consolidated Business Operations Center in Davis.
Shum brings over 25 years of experience in financial management, budget oversight, and financial operations and analysis within the UC system and beyond. Throughout her career, she has specialized in finance and business services while serving as the director of finance and business services at Sierra College, the director of budget and finance at the UC Berkeley Library, the interim assistant dean for Finance and Administration at the UC Davis Graduate School of Management, and project manager and principal budget analyst at the UC Davis Budget Office.
While living in Canada, Shum served as the executive director of strategy and operations at the Pacific Carbon Trust Environmental Investment Agency and as director of corporate planning, reporting and program reviews/audits at the British Columbia Office of the Auditor General.
Shum earned an MBA from Edinburgh Business School, Heriot-Watt University, and a BA from the University of British Columbia.

Kawakami named associate director of statewide programs operations and RECs
Heather Kawakami rejoined ANR as associate director of statewide programs operations and research and extension centers on June 7.
Kawakami, who has worked for UC since 1992, served as chief business officer for the Nutrition Policy Institute in 2017 and 2018. She has also worked in the College of Agriculture and Environmental Sciences at UC Davis, most recently as the business unit manager for the Department of Plant Sciences.
She earned a BA in medieval studies with a minor in Latin from UC Davis.

Haghverdi receives UCOWR Early Career Award
Amir Haghverdi, UC Cooperative Extension specialist in irrigation and water management in the Environmental Sciences Department at UC Riverside, has been selected to receive the 2021 Universities Council on Water Resources (UCOWR) Early Career Award for Applied Research. The national award recognizes outstanding early contributions in applied research related to water and promise of continued professional growth and recognition.
Haghverdi's research focuses on developing and disseminating scientific knowledge, practical recommendations, and tools for sustainable urban and agricultural water resources management. His approaches include field research trials, laboratory analyses, and computer modeling to identify opportunities for synergy between research and extension activities. His main research themes include irrigation water management, root zone soil hydrology, and precision agriculture. He is also interested in applications of advanced data acquisition and mining techniques, including remote sensing, GIS (geographic information systems) and GPS (global positioning system) technologies, machine learning, and wireless sensors.
UCOWR is a consortium of academic institutions and affiliates invested in water resources research, education and outreach.
4-H wins Diversity & Inclusion Award
The 2016-2019 UC 4-H Latino Initiative is the recipient of the Diversity & Inclusion: Expanding the 4-H Audience Award from the National Association of Extension 4-H Youth Development Professionals.
Lynn Schmitt-McQuitty, statewide 4-H director, and 4-H advisors Steven Worker, John Borba, Claudia Diaz-Carrasco, Russell Hill, Katherine Soule and Liliana Vega, and Lupita Fabregas, former 4-H Youth Development assistant director for diversity and expansion, developed, implemented and evaluated culturally responsive program models to attract and retain Latino youth, families and volunteers into 4-H.
The project focused on seven counties – Kern, Merced, Monterey, Orange, Riverside, Santa Barbara and Sonoma – selected to represent rural, suburban and urban communities. The number of Latino youth participating in the 4-H program increased more than 250% in three years. Youth enrollment statewide grew from 1.1% of the school-aged population in 2016 to 1.9% at the end of 2019. All counties achieved parity – within 80% of Latino youth in the population – by the end of year three (except Orange County which withdrew in year two). The NAE4-HYDP Diversity & Inclusion Award recognizes outstanding effort and accomplishments in achieving, expanding and/or sustaining diversity in the NAE4-HYDP organization, programs, and/or audiences.
The UC 4-H Latino Initiative team will be recognized at the NAE4-HYDP Conference in Memphis, Tenn., on November 16 or 17.
WEDA honors California Dairy Quality Assurance Program
The Western Extension Directors Association presented a 2021 Award of Excellence to the California Dairy Quality Assurance Program - Environmental Stewardship: A Public Private Partnership.
Launched in 1997, the program is led by Deanne Meyer, UCCE livestock waste management specialist, UCCE advisors Betsy Karle, Jennifer Heguy, David Lewis, Jeffery Stackhouse, Nicholas Clark, Randi Black and Daniela Bruno, and Denise Mullinax of the California Dairy Research Foundation.
The California Dairy Quality Assurance Program is a voluntary partnership between the dairy industry, government and academia. It has been proactive in addressing environmental concerns, setting up a voluntary certification project before the adoption of water quality regulations that targeted nitrogen management. To protect California's air and water quality, more than 700 dairy farms have completed an on-site, third-party evaluation of their facility's manure management.
Uhde named Bloomberg American Health Initiative Fellow
Katherine Uhde, UC Master Gardener Program coordinator in Santa Clara County, has been selected as one of 50 Bloomberg fellows to receive full scholarships to earn a Master of Public Health through the Bloomberg American Health Initiative at the Johns Hopkins Bloomberg School of Public Health.
Uhde's project will focus on environmental challenges. She is working with Lucy Diekmann, UCCE urban agriculture and food systems advisor for Santa Clara and San Mateo counties, to develop project ideas that address public health practice needs.
“Generally, the project will focus on environmental health and wellness in Santa Clara County and the Bay Area,” Uhde said.
U.S. Golf honors Harivandi
Ali Harivandi, emeritus UC Cooperative Extension turfgrass advisor, recently received an Ike Grainger Award from the United States Golf Association.
A UC Cooperative Extension environmental horticulturist based in Alameda County who specialized in turf, soil and water for 33 years, Harivandi served on the USGA's Turfgrass and Environment Committee and Green Section Research Committee. He is recognized nationally and internationally as an expert on recycled water use on golf courses and other landscape sites. His expertise in soil and water quality have been important to the USGA.
Each year, the USGA presents the Ike Grainger Award to individuals who have served the Association as a volunteer for 25 years. These dedicated men and women tirelessly give back to the game through a variety of roles.
Harivandi was instrumental in encouraging the committee to seek out research to develop warm season grasses with greater drought tolerance and grasses that will some day be able to remain green during the winter in areas where bermudagrass has historically gone dormant.
Garvey wins ACE photo awards
Kathy Keatley Garvey, UC Davis communications specialist for UC Davis Department of Entomology and Nematology, won silver and bronze awards in a photography competition hosted by the international Association for Communication Excellence in Agriculture, Natural Resources and Life and Human Sciences (ACE). ACE announced the awards June 22 at its virtual conference.
She captured the silver with a Canon MPE-65mm lens and posted the image at https://bit.ly/3cUx358 Aug. 10, 2020, on her Bug Squad blog.
“The purpose of my image is to draw attention to the dwindling monarch butterfly population,” wrote Garvey, who creates habitat for monarch butterflies in her family's pollinator garden. “They are on life support.” The Xerces Society for Invertebrate Conservation reports that overwintering monarchs have declined 99% in coastal California since the 1990s.
In addition to the silver award, Garvey won a bronze award for her photo series of male and female Gulf fritillaries, Agraulis vanillae, “keeping busy.” Her post, “Fifty Shades of Orange, with a Touch of Silver,” appeared July 13, 2020, on her Bug Squad blog at https://bit.ly/2Q6cU3q.
The President's Advisory Commission on Agriculture and Natural Resources met via Zoom April 9 as everyone was sheltering in place during the coronavirus pandemic. Jean-Mari Peltier, PAC chair, welcomed the PAC members for their last meeting with President Janet Napolitano. Last September, Napolitano announced that she will step down as UC's leader Aug. 1.
President Napolitano commended ANR for its flexibility in response to the COVID-19 crisis. ANR is “the University of California for large parts of the state and we're proud that you are,” she told VP Glenda Humiston, adding that ANR is performing well under her leadership.
Napolitano thanked the PAC members for contributing their time and advice during her seven years at the UC helm, calling ANR “essential to UC identity as land grant university.” The commissioners thanked the president for her support for ANR. In response to questions about building support for ANR with her successor, Napolitano recommended taking the new president out of Oakland for site visits to learn about ANR. She described her visits to Kearney Agricultural Research and Extension Center, Humboldt County and other ANR sites as “eye opening.”
In her update about ANR, Humiston reported that despite the coronavirus pandemic's disruption to public gatherings, all ANR programs are still serving communities. “I'm really impressed with the innovative ways they are finding to deliver outreach,” she said, adding that advisors are adapting, for example, doing ranch visits via phone. Humiston also described the UC ANR Governing Council's tour of the South Coast Research and Extension Center in February to see how ANR engages urban Californians. She noted that a regents tour of South Coast REC planned for April 23 has been postponed until after the pandemic passes.
Karen Ross, secretary of California Department of Food and Agriculture, joined the group to discuss how CDFA is responding to food system disruption resulting from the COVID-19 crisis. “I am optimistic about agriculture; we are so innovative and resilient,” Ross said, adding that she is concerned about funding for UC ANR and UCCE. She recommended seizing the moment while consumers are thinking about the food system to educate people about UC ANR's role.
Building on their December meeting, the PAC members continued their discussion of the future of the commission. They discussed recommendations to ensure the success and sustainability of ANR as well as the PAC.
They recommended the role of PAC members include

- Engaging as a strategic tool for problem solving
- Being a connector to industry leaders
- Supporting fund development
- Advising on strategy and mission priorities
To make their membership meaningful, the commissioners said they would like

Although the PAC usually meets twice a year – in the spring and fall – the PAC agreed to meet again via videoconference in May or June to discuss and approve the new PAC charter.
Soule named assistant vice provost for CE
Katherine Soule will serve as ANR's new Assistant Vice Provost for Cooperative Extension. She will start her new duties on July 1, 2020, and continue to serve as UCCE director for San Luis Obispo and Santa Barbara counties and as UCCE youth, families and communities advisor. The role was previously held by Lynn Schmitt-McQuitty until she assumed the role of Statewide 4-H Youth Development Program director.
“We are excited to have Katherine on the Cooperative Extension administrative team! She brings a breadth of Cooperative Extension experiences and leadership skills,” said Mark Lagrimini, vice provost for research and extension. “Katherine is known for her innovative, collaborative, and strengths-based leadership. She cares deeply about improving lives and working environments for her unit, her community and ANR.”
Soule earned her Ph.D. from the University of Georgia, Athens in 2013 and became the UCCE youth, families and communities advisor for San Luis Obispo and Santa Barbara counties. In 2017, she accepted an additional appointment as UCCE director for these counties. She was elected as UC ANR's Academic Assembly Council president for a two-year term ending in June 2020.
"As the assistant vice provost of Cooperative Extension, I look forward to supporting the development and successes of new and existing county directors,” Soule said. “I hope to promote collaborative, cross-county communication, while focusing on identifying and meeting the needs of county directors across the division. We are all most effective when we learn from and support one another, so I look forward to connecting with academics, county directors, ANR leadership and other UC ANR personnel in this new role."
Choe, Dara and IPM team honored by Pacific Branch of ESA
Choe, UCCE specialist in the UC Riverside Department of Entomology, won the Medical, Urban, and Veterinary Entomology Award.
“Since joining the faculty at UC Riverside in 2011, [Choe] has developed an outstanding research and extension program dealing with the major urban structural pests and related issues in the western United States,” wrote Mike Rust, UC Riverside entomology professor, in his nomination letter.
His research includes exploiting the role of semiochemicals and behavior to control social insects and developing novel ant baits.
“Dr. Choe has been at the forefront of developing hydrogels as carriers of baits to control ants and yellowjackets. Developing cost-effective and environmentally safe delivery strategies has always been a major problem facing the use of ant baits in agriculture and urban setting. His pioneering biodegradable alginate beads promise to be a major advancement,” Rust wrote.
Dara, UC Cooperative Extension entomology and biologicals advisor for San Luis Obispo and Ventura counties, won the Award for Excellence in Integrated Pest Management.
This annual award recognizes individuals who made outstanding contributions in research and outreach in the area of IPM. Dara's new IPM model has been well-received and its impact has been documented in a UC Delivers story. Dara is the first UC ANR scientist to receive this award and fourth from UC since the Pacific Branch began offering awards in this category in 2009.
The UC IPM Almond Pest Management Alliance Team won the Entomology Team Work Award. The team consists of UC IPM advisors David Haviland and Jhalendra Rijal, former UCCE advisor Emily Symmes, UCCE Kern County staff research associate Stephanie Rill, industry researcher Bradly Higbee of Trécé, USDA scientist Charles Burkes and Bob Curtis of the Almond Board of California.
The team encouraged the adoption of mating disruption for managing navel orangeworm, a major pest in almond orchards, especially in the San Joaquin Valley. After they began demonstrating that mating disruption proved to be an economical pest control method in orchards, they saw a rapid rise in growers adopting the technology. Based on a survey of pest control advisers and growers conducted in the early 2019, the anticipated use of navel orangeworm mating disruption for the 2019 season in San Joaquin Valley was 32%, as opposed to the 7% adoption in 2017. Kern County data showed a 26% countywide increase in the adoption of mating disruption from 2017-2018.
For more than a decade, the team conducted research on navel orangeworm, spider mites, leaffooted bug and ants that laid the groundwork for IPM adoption. For the past three years, the team put these IPM practices on display using nine demonstration orchards across the San Joaquin Valley as part of CDPR Pest Management Alliance and Almond Board of California grants.
The UC IPM Almond Pest Management Alliance Team received an award in February from the California Department of Pesticide Regulation and California Environmental Protection Agency
Three UC Davis faculty members were also selected for prestigious awards: Lynn Kimsey, Walter Leal and Robert Kimsey.

USDA NIFA requests applications to the 2020 Farm and Ranch Stress Assistance Network funding opportunity.
The purpose of the Farm and Ranch Stress Assistance Network (FRSAN) Program is to establish a network that connects individuals who are engaged in farming, ranching and other agriculture-related occupations to stress assistance programs. The establishment of a network that assists farmers and ranchers in time of stress can offer a conduit to improving behavioral health awareness, literacy and outcomes for agricultural producers, workers and their families.
The FRSAN program will accept applications for Regional Networks. In FY20, NIFA is seeking applications from regional partnerships and collaborations that are led by or include nongovernmental organizations (NGO), state departments of agriculture (SDA), Cooperative Extension Services (CES), and Indian tribes with expertise in providing professional agricultural behavioral health awareness, counseling as appropriate, education, training and referral for other forms of assistance as necessary. NIFA is soliciting applications that align with, build upon, and/or complement the projects funded in FY19. In 2019, the FRSAN program launched with four awards corresponding to U.S. regions in the Northeast, North Central, South and West. In 2020, funding has increased fivefold to support regional frameworks offering stress assistance programs, training, services, and referral.
The long-term goal of the FRSAN projects is to establish a Farm and Ranch Stress Assistance Network that provides stress assistance programs to individuals who are engaged in farming, ranching, and other agriculture-related occupations on a regional basis. Network members must initiate, expand or sustain programs that provide professional agricultural behavioral health counseling and referral for other forms of assistance as necessary through the following:
- Farm telephone helplines and websites
- Training, including training programs and workshops, for the following:
- Advocates for individuals who are engaged in farming, ranching, and other occupations relating to agriculture
- Other individuals and entities that may assist individuals who-
- are engaged in farming, ranching, and other occupations relating to agriculture
- are in crisis
- Support groups
- Outreach services and activities, including the dissemination of information and materials
Applicant organizations must have demonstrable prior experience working in the agricultural stress assistance space. For purposes of implementing FRSAN, a network is an organizational arrangement among three or more separately operated domestic public or private entities, including the applicant organization, with established working histories in the targeted region. Regional lead entities must have the capacity to make state-level sub-awards, to include monitoring the performance of specific projects and active participation within the larger regional network. Providing training and/or offering direct services in every state/territory in the targeted region is not required in FY 2020. However, the applicant must clearly articulate where and why training and services are being offered, as well as any rationale for areas not served and how all states (and territories, as appropriate), will be added to the network in FYs 2021 and 2022, if the project intends to seek continuation funding in those years. If possible, a national, regionwide or subregional helpline and/or website that is available to all states should be implemented and publicized beginning in FY 2021.
Funds may be used to map resources in each region, provide a framework for how those resources can be/are connected, and train state-level people working with agricultural producers (train-the-trainer model) about how to identify farmers under stress, about the existence of a given regional network, availability of specific resources and how to access them, as well as how to make referrals to programs that are equipped to provide direct behavioral care assistance. Such maps must link with USDA programs such as Agriculture Mediation Program and Crop Insurance Mediation and state and county-level USDA field offices with which producers may engage if and when appropriate.
It is NIFA's intention to fund four grants to four separate FRSAN regional leads as a result of this FY 2020 competition: one each in the Northeast Region, North Central Region, Southern Region, and the Western Region. The maximum award for a standard grant is $7,187,000 for a three-year project.
