Outstanding work recognized with Distinguished Service Awards

Sponsored by UC ANR and Academic Assembly Council, the Distinguished Service Awards (DSA) recognize service and academic excellence in UC Cooperative Extension over a significant period of time. Awards highlight the use of innovative methods and the integration of research, extension and leadership by UC ANR academics. Award categories include outstanding research, outstanding extension, outstanding new academic, outstanding team, and outstanding leader.

Outstanding Research – Carlos Crisosto

Carlos Crisosto on right

Carlos Crisosto, UC Cooperative Extension postharvest physiology specialist, has demonstrated an exceptional research program with impacts on both the California food industry and consumers through his work on postharvest handling of tree fruits and nuts. His work has had a significant impact – reducing food loss, improving fruit quality and safety, and expanding markets for California agriculture. Highlights of Crisosto's work include his incorporation of consumer perceptions into the measurement of fruit quality, collaborative development and implementation of protocols for fruit ripening, transportation and retail handling, and research into consumer perceptions of different cultivars. His outstanding research has been coupled with an outreach and education program that included extension through site visits, in person workshops, short courses, manuals, popular articles, websites and collaboration. In addition to his academic successes, Crisosto was awarded the Industry Distinguished Service & Achievement Award by the California fig industry in recognition of supporting cultivar development and improving marketing and utilization of dried and fresh figs over his career. The success of Crisosto's program is a testament to the outstanding work in applied research that can be accomplished through UC ANR.

Outstanding Extension – Andrew Sutherland

Andrew Sutherland has shaped his pest management program based on his clientele needs since the beginning of his career at UC ANR in 2012 and has had great success implementing pest management programs in urban areas. He has done an extensive amount of work on bed bug, termite and cockroach control. He has worked with several agencies including structural pest control businesses, public health nurses, multi-family housing managers and UC Master Gardeners to deliver practical information on pest management. One ongoing project that has both a public health and an environmental impact in California is bait station systems for control of subterranean termites. The project is evaluating efficacy and costs associated with bait systems and looking into alternatives to liquid termicides, which have been identified as serious environmental contaminants in CA's surface water systems. His work has benefited urban populations in general, but has also reached under-served communities in the San Francisco Bay Area. Sutherland has made a major effort to reach out to Hispanic audiences, producing materials in Spanish and hosting public presentations and outreach events in low-income areas of his territory. He has worked with industry leaders collaborating on applied research projects considering economic challenges when designing programs that would be beneficial and relevant to his clientele.

Outstanding New Academic – Mae Culumber

Mae Culumber

Mae Culumber has been the CE nut crops advisor in Fresno County since June 2016. She has developed an outstanding applied research program in only 4 years, which addresses clientele needs and is in alignment with the ANR Strategic Vision. Her work provides innovative solutions to identify orchard management practices that maximize the efficient use of water and nutrient resources, and promote biochemical and physical soil characteristics that will lead to improvements in soil health and enhanced vigor and productivity of nut crops. Culumber's work primarily focused on innovative efforts that improved food system productivity. She established successful collaborations with advisors and specialists from UC Cooperative Extension, faculty from UC Davis Plant Sciences, and scientists from USDA-ARS Davis and Parlier to examine greenhouse gas emissions, and soil biochemical carbon and nitrogen dynamics in newly established orchards after whole orchard recycling. Her leadership of this basic and applied research team is exceptional for a newer advisor in the Assistant rank. Culumber recognizes and invests in developing useful information, strategies and trainings to impact and improve clientele practices, that also have statewide public value by protecting California's natural resources.

Outstanding Team – AB 589 Water Measurement Training Team

This team of CE specialists and advisors rapidly developed and coordinated a training program that met the needs of UC ANR's farming and ranching clientele, in a cost-effective and timely manner. California Senate Bill 88 requires all water right holders who have previously diverted or intend to divert more than 10 ac-ft per year to measure and report the water they divert to the State. For most ranchers and diverters impacted by SB 88, complying with the reporting requirements is expensive and burdensome. The cost and availability of professionals to design, install and calibrate diversion measurement systems resulted in a grass roots effort by California Cattlemen's Association and California Farm Bureau to seek an educational alternative for surface water diverters. With support from the University of California, Assembly Bill 589 (AB 589) was introduced and carried. It passed through the Assembly and the Senate with no opposition and was signed by Governor Brown. The bill allows diverters that complete the UC course to install and maintain measurement devices to comply with SB 88, saving them time and money. Working with industry (California Cattlemen's Association) and regulators (State Water Resources Control Board), the UC team provided a huge service to farming and ranching clientele, and the state. This is a true testament to UC ANR's ability to work with groups of differing interests in order to reach a common goal. The UC team has conducted 20 workshops since the bill was passed and certified over 1,200 diverters. One letter of reference indicated a cost savings of more than $4,000 on his ranch alone.

Outstanding Leader – Katherine Soule

Katherine Soule

Katherine Soule holds a number formal leadership roles in ANR including leading several statewide programs locally, serving as director of UCCE in San Luis Obispo and Santa Barbara counties and as Academic Assembly Council president. Soule holds informal leadership roles as a mentor and colleague. Outside of ANR, she leads a national working group, is a local non-profit board member, and leads research and development for a professional organization.When Soule became county director (July 2017), she began strategic planning focused on building relationships with key stakeholders (administrative, clientele, academics, and community partners) and addressing the needs, opportunities, and challenges UCCE faces in San Luis Obispo and Santa Barbara counties. Her efforts focused on improving fiscal management, increasing understanding of UCCE, and eliminating program inefficiencies.

Soule uses strengths-based leadership and her leadership position to support and communicate the goals of academics' programs and their successes, while ensuring the fiscal resources needed to carry out their visions. She recognizes the strengths and expertise of those she leads and provides others with meaningful opportunities to develop shared visions and long-term objectives. She has supported the development and advancement of several team members, who have completed advanced degrees while working for UCCE, taken higher-level positions, and increased their professional contributions to their respective fields. She is sought throughout the ANR system to provide guidance and support for academics, statewide leaders and other personnel.

Chinese scientists tour California agriculture with UC ANR

To promote the exchange and sharing of agricultural extension information, several U.S. Land Grant institutions have formed an alliance with 10 Chinese agricultural universities. From June 17 to 22, UC ANR took a group of scientists from Chinese agricultural universities on a tour of agriculture in Northern California.

“The Chinese face many of the same issues that we do here in the U.S.,” said VP Glenda Humiston. “The Chinese universities want to improve rural economic development to lift up the quality of life for people in rural communities. They are also responding to global climate change, drought and pests while trying to improve food security and water use efficiency. They see UC Cooperative Extension as an effective research model; we hope that scientific collaborations will accelerate solutions and help maintain relations for California agriculture with China.”

The Chinese Extension Alliance Delegation included Song Hui, vice dean of the New Rural Development Research Institute of Northeast Agricultural University; Sun Wenpeng, professional extension personnel of Northeast Agricultural University; Luo Jian, associate professor of business at Hunan Agricultural University; He Minghui, associate professor of business at Hunan Agricultural University; and Li Peng, director of the Office of Invigorating Agriculture with Science and Education in the Department of Science and Technology.

The group toured Oregon agriculture with Oregon State University representatives, then drove from Klamath Falls with Humiston and Greg Gibbs and Rob Broadhurst of Development Services to begin the California tour at UC ANR's Intermountain Research and Extension Center in Tulelake. Rob Wilson, Intermountain REC director, showed them research being conducted on potatoes and mint breeding. From there, the group headed out to tour Shasta Dam.

In Redding, Larry Forero, UCCE director in Shasta County, and Rick Satomi, UCCE forest advisor, told the Chinese delegates about local research and outreach, then introduced them to 4-H youth and families at the Shasta District Fair, where 4-H members were bringing livestock for show.

UCCE advisors Josh Davy and Allan Fulton discussed orchards and water in Tehama County.

In Yuba City, UCCE director Janine Hasey and her staff gave the guests an overview of UCCE programs in Yuba and Sutter counties and plans for celebrating the office's 100th anniversary on Aug. 24. They met with UCCE pomology advisors, who gave them a tour of Sierra Gold Nurseries orchards and walnut rootstock research sites and discussed collaborations with growers.

Stephanie Larson, UCCE director in Sonoma County, drove the group around areas in Santa Rosa that burned in October and discussed UCCE's fire research and outreach to the community. The group also met with UCCE staff in Sonoma County to discuss food access, 4-H youth development, natural resources and wine grapes.

For a view of UC Cooperative Extension from the campus perspective, Mark Bell, vice provost of Strategic Initiatives and Statewide Programs, introduced the group to colleagues in the College of Agricultural & Environmental Sciences at UC Davis. They met with Mimi Rose, program coordinator for international programs; Martin Smith, UCCE specialist in the Department of Human Ecology; Ron Tjeerdema, associate dean for Environmental Sciences; Bruce Linquist, UCCE rice specialist; Jim Hill, emeritus UCCE specialist; and Louise Ferguson, UCCE specialist and founder of the Fruit and Nut Research and Information Center.

Anne Megaro, director of governmental and community relations, introduced the group to Gail Feenstra, deputy director and food systems coordinator of UC ANR's Sustainable Agriculture Research and Education Program, and Sonja Brodt, academic coordinator. Then they toured the Russell Ranch Sustainable Agriculture Facility with soil science post-doc Daoyuan Wang and the UC Davis Student Farm with its director Katharina Ullmann.

“They have extension in China, but it is not like ours,” said Megaro. “They are looking to strengthen their advisor positions and develop a mechanism for career advancement, similar to what we have in the U.S.”

The Chinese Extension Alliance Delegation wrapped up their tour at UC ANR's offices in Davis to learn about UC ANR's statewide programs. Jim Farrar discussed the Statewide Integrated Pest Management Program, Missy Gable described the Master Gardener Program, Shannon Horrillo talked about the 4-H youth development program, Greg Ira explained California Naturalist; and Katie Panarella covered the Nutrition, Family and Consumer Sciences, Expanded Food Nutrition Education (EFNEP) and Master Food Preserver programs.

Humiston, who met with the China-US University-based Agricultural Extension Alliance in China in March of 2017, said, “We look forward to collaborating with our agricultural extension colleagues in China.”

ANR Statewide Conference reaches maximum capacity

If you haven't registered for the ANR Statewide Conference yet, there's no guarantee space will be available. There are 653 people registered, including speakers and UC President's Advisory Commission members (PAC), for the conference being held at the DoubleTree by Hilton Hotel in Ontario April 9-12.

“At this point, we are accepting applications to attend because we're exceeding capacity of the facility,” said Sherry Cooper, director of Program Support Unit. “New registrations will not be confirmed until you receive an email or phone call confirming your registration, so please wait for confirmation before making travel plans.”

Among those registered are 145 UC Cooperative Extension advisors, 71 UCCE specialists, 26 academic coordinators and administrators, 20 Agricultural Experiment Station faculty members and nearly 350 administrative and programmatic staff.

The President's Advisory Commission will meet on Monday afternoon and PAC members have been invited to stay to hear California Department of Food and Agriculture Secretary Karen Ross speak Monday evening, ANR leaders discuss “Charting a Sustainable Future for ANR,” and President Janet Napolitano speak on Tuesday.

The agriculture and natural resources industry leaders who serve on PAC will also join ANR members Tuesday morning to listen to keynote speaker Antwi Akom, UCSF and SFSU professor and founding director of Social Innovation and Urban Opportunity Lab (SOUL) and co-founder and CEO of Streetwyze. His talk is titled “Race, Space, Place and Waste: How Innovation, Education, and Inspiration Can Fearlessly Catalyze California Towards Becoming the World's Leader in Agriculture and Natural Resources Management.”

IGIS plans next steps based on program review

In 2017, an ad hoc committee was appointed to carry out ANR's routine five-year statewide program review of our Informatics and Geographic Information Systems (IGIS) Program. Associate Vice President Powers and I extend a thank you to the committee for their time commitment and thoroughness in examining the program and providing recommendations to UC ANR's Program Council (PC). The time and effort of IGIS Director Maggi Kelly and staff to provide information and PC's review of the report and recommendations are also greatly appreciated.

Given limited personnel and a short time since startup, IGIS has made significant contributions throughout ANR. There is a great need for the program within and beyond ANR, and IGIS personnel have shown impressive results in reaching out to the wider ANR community and external partners.

Here is a summary of the direction and next steps I provided to the IGIS Program Director:

  • IGIS should focus on expanding capacity and reach with drones and prioritize investing in new technology.
  • IGIS will work with the REC Directors to develop a call process to identify science leads who are interested in taking over full ownership of one or more of the flux towers.
  • IGIS should discontinue its involvement with cataloguing dark data, but work with ANR Communication Services and Information Technology office (CSIT) to inform ANR academics that digitized documents are available in the ANR repository.
  • Associate Vice President Powers and I will meet with Program Director Kelly to further discuss the proposal to re-characterize IGIS from a statewide program to a statewide academic service.
  • IGIS will develop a business plan to continue to scale up services that are in demand by UC ANR academics and offer services in a way that decreases reliance on central funds.
  • IGIS should update its website to clearly articulate to whom resources and services are available. When IGIS is not able to provide a service, to the degree possible, it should act as a clearing house and refer clients to other providers.
  • IGIS should incorporate evaluation methods that focus on the effectiveness of workshops and services and the extent of IGIS' reach.

I look forward to working with IGIS as it pursues these and other opportunities that may arise.

Wang joins UCCE as vegetable and irrigation advisor

Zheng Wang joined UCCE on March 5, 2018, as an area vegetable production and irrigation advisor in Stanislaus, San Joaquin and Merced counties.

Prior to joining UCCE, Wang was a postdoctoral researcher at The Ohio State University-Ohio Agricultural Research and Development Center, where he had conducted cutting-edge and applied research and extension work on vegetable crop production since 2015. His federally funded and state-funded projects integrated minimal tillage, vegetable grafting and use of microbial biostimulants to optimize local and regional vegetable operations. From 2011 to 2014, Wang was a graduate research assistant at University of Kentucky. His research focused on the effects of production systems and tillage applications on vegetable drought tolerance and endophytic bacterial dynamics.

Wang earned a Ph.D. in crop science from University of Kentucky and an M.S. in agriculture from Western Kentucky University. Wang, who is fluent in Chinese, earned a B.S. in agronomy from Shenyang Agricultural University in China.

Sosnoskie returns as UCCE agronomy and weed advisor

Lynn Sosnoskie joined UCCE on Feb. 26, 2018, as an area agronomy and weed management advisor in Merced and Madera counties. 

Before returning to UC, Sosnoskie spent a year at Washington State University as an assistant research faculty member tasked with extending the reach of the WSU weed science team in the Columbia Basin. From 2012 to 2016, Sosnoskie was an associate project scientist in the Department of Plant Sciences at UC Davis, working with UCCE specialist Brad Hanson to partner solutions-based research needs of growers with an increased understanding of the biological and environmental factors that impact weeds and weed control in California's specialty crops. From 2006 to 2011, she held a postdoctoral research professional position at University of Georgia, where she contributed to weed control research and outreach efforts in upland cotton and fresh market vegetables.

As a weed scientist, Sosnoskie is interested in the spread of herbicide-resistant weeds, the preservation of effective chemical control strategies through the judicious use of herbicides and the adoption of non-chemical control practices, automated weeders, the effects of drought on the composition of weed communities, perennial weed management, and improving our understanding of weed biology and ecology to maximize vegetation control. With respect to agronomy, Sosnoskie evaluates crop responses to temperature, as well as water availability and water quality, and the epidemiology and management of diseases like Fusarium Race 4 in cotton. She collaborates on a variety of crop issues such as soil salinity and fertility management. 

Sosnoskie earned a Ph.D. in horticulture and crop science from The Ohio State University, a M.S. in crop and soil science from University of Delaware, and a B.S. in biology from Lebanon Valley College.

Zalom and Goodell receive international lifetime IPM awards

Peter Goodell, UCCE integrated pest management advisor emeritus, and Frank Zalom, professor and UCCE specialist in the Department of Entomology and Nematology at UC Davis, received lifetime achievement awards at the Ninth International IPM Symposium March 19 in Baltimore.

Zalom is a past president of the 7,000-member Entomological Society of America, co-founder of the International IPM symposia, and served as director of UC ANR's Statewide IPM Program for 16 years.

“Dr. Zalom continues to advance the science and implementation of IPM,” said Steve Nadler, professor and chair of the UC Davis Department of Entomology and Nematology. “His integrity, service and respect for all are legendary.”

Goodell retired in 2017 after serving 36 years as an advisor with the UC Statewide IPM Program, which was established in 1980. His accomplishments have been recognized with two Distinguished Service Awards from UC ANR, a Lifetime Achievement Award from the Association of Applied IPM Ecologists, and even being named by US News and World Report as one of the “Ten Most Indispensable Americans.”

Surls receives 2018 Bradford Rominger Ag Sustainability Leadership Award

Rachel Surls, UCCE sustainable food systems advisor for Los Angeles County, is this year's recipient of the Eric Bradford and Charlie Rominger Agricultural Sustainability Leadership Award. Surls received the award from the Agricultural Sustainability Institute at the Celebrating Women in Agriculture event in Davis on April 3.

Surls has been committed to community gardens, school gardens, and urban agriculture since long before our cities took notice. For 30 years, she has worked at the UC Cooperative Extension Office in Los Angeles County, helping to bring city-grown food into the mainstream.

The Bradford Rominger award, given yearly, honors individuals who exhibit the leadership, work ethic and integrity epitomized by the late Eric Bradford, a livestock geneticist who gave 50 years of service to UC Davis, and the late Charlie Rominger, a fifth-generation Yolo County farmer and land preservationist.

“In her three-decade career with UCCE, Rachel has developed a strong program addressing some of our most critical issues in sustainable agriculture,” says Keith Nathaniel, the Los Angeles County Cooperative Extension director. “She does so with innovative strategies, working with all aspects of the LA community. After 30 years doing this work, she continues to be active in the community she serves.”

In Surls' career, gardening has been a tool to build science literacy for schoolchildren, to increase self-sufficiency for communities impacted by economic downturn, and to create small businesses for urban entrepreneurs. As the interest in and support for urban agriculture has grown, she has been in the heart of Los Angeles, ready to respond to the needs of the city's farmers and gardeners. – Aubrey Thompson

Linquist honored with Rice Research and Education Award

The Rice Technical Working Group presented Bruce Linquist, UCCE specialist in the Department of Plant Sciences at UC Davis, and a team of rice researchers with the Distinguished Rice Research and Education Award Feb. 21 during their annual conference in Long Beach.

Linquist has been collaborating with rice researchers at the University of Arkansas, the USDA in Jonesborough, Ark., and Louisiana State University on advancing irrigation management practices to achieve sustainable intensification outcomes.

While rice has historically been grown in flooded fields, the researchers have been introducing aerobic periods during the growing season (also known as alternate wetting and drying). The practice has been shown to reduce CH4 emissions and water use. Parker re-elected to national water resources board

Doug Parker, director of the California Institute for Water Resources, has been re-elected by the delegates of the Universities Council on Water Resources to serve as a member of the Board of Directors. Parker, who is the past president of UCOWR, an association of universities and organizations leading in education, research and public service in water resources, will begin his next three-year term with the UCOWR Board meeting on June 28 at the joint 2018 UCOWR National Institutes for Water Resources Conference in Pittsburgh, Penn.

UCOWR strives to facilitate water-related education at all levels, promote meaningful research and technology transfer on contemporary and emerging water resources issues, compile and disseminate information on water problems and solutions, and promote informed decisions about water issues at all levels of society.
