Open Enrollment begins; UC ANR employees get special rates

Open Enrollment will take place from 8 a.m. on Thursday, Oct. 29, through 5 p.m. on Tuesday, Nov. 24.

UC is offering the same high-quality health plans as last year, with minimal increases in premiums — ranging from $0 to $12 per month. There are a few important changes you should know about, including increases to some medical plan cost-sharing amounts, a new administrator for Flexible Spending Accounts and enhancements to legal insurance benefits.

Correct (and lower!) medical plan rates for UC ANR employees

Next week you can expect to receive information in the mail about UC's annual Open Enrollment. As you review the benefits information booklet mailed from UCOP, please note the health plan prices in the UCOP booklet aren't for UC ANR employees - the UC Blue & Gold rates for UC ANR employees are lower than those published by UCOP. 

UC ANR and UC Davis are part of a pilot program for the next several years so UC Blue & Gold rates in the UCOP booklet are NOT the rates for UC ANR employees. The correct, lower rates for UC ANR employees are reflected in the UC online benefits portal (when you log in to sign up for your benefits) as well as the UC Davis Human Resources Open Enrollment website.

These pilot-program rates apply to employees in the ANR Business Unit, which currently doesn't include UCOP-based ANR employees and CE Specialists based at UC Riverside.

Virtual benefits fair

UC's systemwide Benefits Fair opens online at http://ucal.us/benefitsfair on Oct. 27 and is available 24/7 until Open Enrollment closes on Nov. 24. Explore virtual booths with resources and videos, and representatives available to answer your questions.

UC welcomes all employees to UCPath

In a milestone for UC, all faculty and staff across the system will be enrolling for benefits on UCPath this year. Whether you're new to UCPath or a long-time user, check out an Open Enrollment webinar for tips on navigating the enrollment process and an overview of this year's choices and changes. Then, sign into your personal account at UCPath to make your changes. You have until 5 p.m. on Tuesday, Nov. 24, to make changes.

2021 highlights

New administrator for Flexible Spending Accounts (FSAs)

Discovery Benefits is the new FSA administrator, offering one account, one card and one mobile app for your Health and DepCare FSA — simply snap a photo with your phone to submit a claim or documentation.

Don't forget: unlike your other benefits, you need to re-enroll in your Health and/or Dependent Care FSA each year.

Legal Insurance

New Diversity and Inclusion services are being added to further support the needs of UC's diverse population, including domestic partnership agreements, funeral directives, hospital visitation authorizations, and gender identifier changes on government-issued documents.

Lower premiums for Supplemental and Expanded Dependent Life Insurance

Premiums for Supplemental and Expanded Dependent Life Insurance are decreasing an average of 7%.

Premium increase for Voluntary Long-Term Disability

Premiums for Long-Term Disability are increasing an average of $10.50 per month. Costs vary depending on age, earnings and date of hire.

Review Open Enrollment options by Nov. 26

Through 5 p.m., Tuesday, Nov. 26, you can enroll or make changes to your benefits — just choose your location from the dropdown on the Open Enrollment website.

Highlights of this year's Open Enrollment include moderate changes in premiums for UC's medical plans (with ANR members even seeing decreases) and a couple of important medical plan changes — the termination of Western Health Advantage and a new drug formulary for CORE, UC Care and UC Health Savings Plan. Open Enrollment is also your opportunity to enroll in UC's new Supplemental Health Plans, with coverage that complements your medical and disability plans.

Remember, UC ANR and UC Davis are part of a pilot program for the next several years so UC Blue & Gold rates on the UCNet open enrollment web pages are NOT the rates for UC ANR employees. The correct, lower rates are reflected in the ANR medical plan costs one-pager and will be in the UC online benefits portal (when you log in to sign up for your benefits) as well as the UC Davis Human Resources Open Enrollment website.

UC Blue & Gold HMO more affordable in 2020

Open enrollment news is coming early this year:

  • Employees who belong to Western Health Advantage HMO (health maintenance organization) learned Aug. 26 that the university will drop WHA as a medical plan option next year.
  • As a comparable alternative, the university will offer its existing UC Blue & Gold HMO (administered by Health Net) at rates that will come down to be among the lowest of all of UC's medical plan options. UC Blue & Gold's provider network includes UC Davis Health and UC Davis Medical Group, as well as Hill Physicians, Mercy Medical Group, Meritage, Woodland Clinic and St. Joseph Health.
  • Existing members of UC Blue & Gold HMO will also benefit from the cost reduction.
  • All other employees can switch to UC Blue & Gold HMO during open enrollment so they can also benefit from the cost reduction.

UC Blue & Gold and Western Health Advantage HMOs have nearly matching medical provider networks. So, if you move from WHA to UC Blue & Gold, you should be able to keep your providers with uninterrupted access — only your insurance card will change. See the FAQ for exceptions.

The switch will be automatic, unless you choose one of UC's other health plan options during open enrollment, Oct. 31-Nov. 26. WHA members to whom this applies include employees, retirees and their eligible dependents.

When open enrollment begins, you will see yourself enrolled in UC Blue & Gold HMO by default, in the online system. If you take no action by the open enrollment deadline, your switch to UC Blue & Gold will take effect Jan. 1. Or, you can choose a different plan — so long as you act before the open enrollment deadline.

Reason for the change

“UC Davis wants employees and their families to have access to the best care, the most innovative technology, and the best expert clinicians through the most affordable, cost-effective health plans,” reads an FAQ posted on a website dedicated to the transition from WHA.

“By making this change, we can bring down premiums and health care costs for our employees, while also ensuring more of our employees have access to the high quality of care provided by UC Davis Health or other providers in the UC Blue & Gold HMO network.”

UC Davis will subsidize UC Blue & Gold's reduced premiums for employees for the next five years “to help grow the (plan's) insurance pool and reduce the cost of health care for our employees,” the FAQ states. “Unfortunately, it is not possible to subsidize retiree premiums.”

Open enrollment booklets arrive in October

The annual open enrollment booklet — with complete information, including monthly premiums — will arrive by mail at home addresses toward the end of October. Open enrollment will open Thursday, Oct. 31, and close Tuesday, Nov. 26, two days before Thanksgiving. Information also will be posted to UCnet as open enrollment approaches.

Important notes for this year's open enrollment:

  • UCPath — Access to the open enrollment website will be through UCPath, which goes live Sept. 27 at UC Davis, UC Davis Health and UC Agriculture and Natural Resources. For more information about UCPath, visit http://ucpath.ucanr.edu.
  • Duo — To use UCPath, you must be signed up for Duo multifactor authentication. See “How to Move to Duo.” Need help with Duo? IT Express consultants are attending all Davis campus UCPath town halls in August and September. The consultants will answer questions about Duo and/or help people enroll on the spot. The town hall schedule continues through Wednesday, Sept. 25, with one town hall held weekly. See the schedule here.

UC to offer voluntary pet insurance

The unconditional love pets provide their owners is priceless. And if you're one of over 70 million pet owners in the U.S., you know caring for them can be expensive, especially if they are injured or get sick. To help you prepare for the unexpected, UC is introducing a new option for your family – preferred pricing on pet insurance through Nationwide.

You can enroll in pet insurance any time of year, not just during Open Enrollment, and your coverage will be effective the day your application is approved by Nationwide. That means you can enroll beginning Oct. 25 for coverage in 2018, or you can enroll midyear when you welcome a new furry, feathered or scaly family member.

Plans are available for most house pets – dogs, cats, birds, small mammals, even exotic pets such as reptiles.

Animals categorized as livestock (including horses) are ineligible.

Nationwide offers coverage for accidents and illness or more comprehensive coverage that also includes preventive care and wellness services. There is no network – you can use any licensed veterinarian for your pet's care. Premiums vary depending on the coverage you choose, your type of pet and where you live. There are no pet age restrictions but the plans do exclude pre-existing conditions from coverage. You'll pay your premiums directly to Nationwide.

Open Enrollment has begun! Through 5 p.m. on Tuesday, Nov. 20, you can make changes to your benefits or the family members you enroll — just choose your location under "make changes" on the Open Enrollment website.

Highlights of this year's Open Enrollment include low cost increases for most of UC's medical plans and a few important changes, including new benefits eligibility rules for domestic partnerschanges for Health Net Blue & Gold and new voluntary pet insurance. Make sure to read your Open Enrollment booklet and visit the website to learn all about your choices for this year.
