The gift, the largest donation ever received by the college and the largest naming gift of any academic unit at UC Berkeley, will support the school's land-grant mission to take on key economic, social, environmental and health challenges facing the state and the nation. Major initiatives led by the college include mitigating and adapting to climate change, accelerating the clean energy transition and improving food security and nutrition for all.
“The state of California, and the nation as a whole, face enormous environmental risks today that didn't exist 20 years ago, and we as a society haven't found the will to address them squarely,” Rausser said. “Rausser College has some of the best economists in the world and some of the best scientists in the world, and by working together, as they must, they uniquely position the college to provide not only the fundamental science, but also the practical solutions, needed to tackle these challenges.”
Rausser's gift is a major component of UC Berkeley's landmark $6 billion “Light the Way” fundraising campaign, which officially launched Saturday, Feb. 29th.
“Gordon Rausser's incredible contribution of his own personal resources to support the mission of UC Berkeley and Rausser College is an unparalleled vote of confidence in the college, the university and our mission,” said Chancellor Carol Christ. “Gordon's legacy of outstanding leadership at the college in and of itself left an indelible mark on our campus and community. His willingness and ability to now provide a strong financial foundation for the college's future is a contribution whose true value is beyond measure.”
The majority of the funds will create an unrestricted endowment that can be used at the direction of the dean, in consultation with faculty leadership, to support a variety of needs across the college's five departments — from supporting graduate students to launching new interdisciplinary research programs.
In addition, a portion of the gift will be used to establish the Gordon Rausser Endowed Chair in the Department of Agricultural and Resource Economics, where Rausser served for over four decades. Another portion will help set up a Rausser-Zilberman Program Endowed Fund for the Master of Development Practice (MDP) Program, which will support students, curriculum enhancements and field opportunities abroad.
“An endowment gift of this size and nature provides the college with a permanent funding source that will fuel innovation and creativity, enhance the quality of our programs and help us stay competitive — it is truly extraordinary,” said David Ackerly, dean of Rausser College. “We will invest in graduate student support to recruit and train the world's best scholars and support innovative interdisciplinary research to tackle major problems at the state, national and global levels.”
Other priorities include faculty recruitment and retention, equity and inclusion programs and curriculum innovations, Ackerly said.
More than 40 years of commitment to Berkeley
Rausser first joined the Berkeley faculty in 1978 after leaving his faculty position at Harvard University. He went on to serve as chair of the Department of Agriculture and Resource Economics on three separate occasions before being appointed dean of the College of Natural Resources in 1994. As dean, Rausser oversaw a massive expansion and reorganization of the college, growing the number of faculty at the college by approximately 20%.
Rausser foresaw the need to increase the college's fundraising enterprise, and under his leadership the college greatly expanded its philanthropic activity. During his time as dean he worked in partnership with the alumni community to create eight new faculty endowed chairs. Today, these endowed chairs are a crucial tool for recruiting and retaining the highest-quality faculty. He also spearheaded the Berkeley-Novartis Agreement, a creative research and development agreement between the College's Department of Plant and Microbial Biology and the Novartis Agricultural Discovery Institute to advance fundamental research in plant biology and genomics. The Berkeley-Novartis Agreement was novel at the time and laid the groundwork for future public private partnerships.
Outside of Berkeley, Rausser has distinguished himself as an economic and policy adviser to the U.S. government and the state of California, as a business consultant and venture capitalist and an entrepreneur. While on academic leave, he served as senior economist on the President's Council of Economic Advisors (1986-1987) under Ronald Reagan and subsequently became chief economist of the U.S. Agency for International Development (1988-1990). His accomplishments also include co-founding Emeryville-based OnPoint Analytics, which provides business consulting services specializing in expert testimony in economics, data analytics, finance and statistics, and co-founding with Berkeley colleagues the Law and Economics Consulting Group.
He is the recipient of 29 academic research, teaching and leadership awards. The most recent of which is having his professional society — the Agricultural & Applied Economics Association (AAEA) — honor his work by naming the conference keynote, in perpetuity, in recognition of his lifetime research achievements and exceptional intellectual leadership of the profession. The first Rausser Keynote address will take place this year at the AAEA annual society meetings.
Rausser said the gift is a continuation of his more than 40-year commitment to the campus and its public mission — and that his success as a business leader and entrepreneur enabled him to make it happen.
“Personally, I can think of no institution in California that's had a greater impact on our past, or has a greater power to shape our future, than Berkeley has, and I take great pride in the fact that Rausser College is one of the cornerstones of this remarkable institution,” Rausser said. “I know what the college is capable of, given the right resources, and I want to ensure that the college achieves an unparalleled level of excellence.”/h3>
Beans are one of civilization's earliest cultivated crops, dating back to the early seventh millennium BCE. Today there are more than 40,000 varieties of beans worldwide.
Beans can also have a place on the Thanksgiving table. The Maple Spice blog for vegans shares a meat-free substitute for turkey that combines mashed white canelli beans, nutritional yeast, vital wheat gluten and spices to create a loaf that slices like turkey breast. UC CalFresh, one of the UC Agriculture and Natural Resources' nutrition education programs, developed a recipe for black bean and mango salad that makes a healthful and colorful accompaniment to a traditional Thanksgiving meal. "Not only are beans a healthy food choice, but they are also a healthy choice for our world," said UC Cooperative Extension advisor and dry bean expert Rachael Freeman Long. "Beans fix most of their own nitrogen so require fewer inputs for production compared to other sources of protein and they're cheap! Plus some, like garbanzos, are grown during the wintertime, so they're less dependent on irrigation."
The different varieties of beans include garbanzos (chickpeas) as well as black eyes, limas, and common beans like pintos and kidneys.
You probably won't find a bigger fan of beans than Rachael Long. "I eat them at least once a week or more," she said. "I love going on our Cal Beans website and getting new recipes. Summer time, I love beans on my salad, especially garbanzos. At this time of year, I love soups with beans. My favorite is the kale white bean sausage soup. If I want to go vegetarian, I'll leave out the sausage or sometimes fry up some tofu sausage for flavor. And, it just so happens that this is the soup in the current bean blog. I got the original recipe from one of our nutrition staff at our office."
Long says that Cal Beans is an important site for bean growers and industry folks, too. "It's supported by the California Dry Bean Advisory Board, an important funding source for my work. Right now, I have a grant to look at seed moisture and quality at harvest (possibly drying down seed too much at harvest results in internal injury to planting beans (seed stock)."
What do you know about beans? Do you know that California grows the canning quality beans?
"We have the perfect weather conditions for those large, creamy beige-colored beans," Long said. "Other states like Washington grow about 100,000 acres of garbanzos for humus (but a lower quality bean and we can't compete with their free water via rainfall."
California farmers supply virtually all of our country's dry lima beans, Long notes. In 2012, California farmers grew about 23,000 acres of baby and large limas, valued at $30 million that year, according to the National Agricultural Statistics Service.
"Lima beans are a major dry bean crop for California, representing a significant portion of the total dry bean acreage in 2013," she wrote in the Lima Bean Production in California. "Lima beans are primarily grown for the dried edible white bean in California, although a limited but stable acreage is also for seed production. As with all dry beans, limas are a nutritional and healthy food choice, being an excellent source of protein, fiber, vitamins, and minerals. Lima beans are also an important rotation crop for farmers because the plants fix nitrogen, add biomass to the soil, and require relatively few pesticides."
Lima beans belong to the species Phaseolus lunatus, distinct from the common bean, P. vulgaris.
"Common dry beans include the market classes kidney, cranberry, pink, black, white, yellow, pinto, and red, all of which are different types of a single species (Phaseolus vulgaris) that was originally domesticated several thousand years ago in the areas that are now Mexico and South America," Long wrote in the Common Dry Bean Production Manual. "Natural selection and breeding programs lead eventually to the current market classes, which are mainly distinguished by seed size, color, and shape, and plant growth habit. Currently, there are no commercially available genetically modified varieties of P. vulgaris."
"Dry beans," Long points out, "are grown in California mainly for human consumption, though a limited but stable acreage is dedicated to seed production. Dry beans are nutritious: they are high in starch, protein, and dietary fiber, they have no cholesterol, and they are an excellent source of iron, potassium, selenium, molybdenum, thiamine, vitamin B6, and folic acid. The U.S. Department of Agriculture considers dry beans to be both a vegetable and a protein source."
Rosane Oliveira, director of the UC Davis Integrative Medicine Program and an adjunct assistant professor in the UC Davis School of Medicine's Department of Health Sciences, recently praised beans as one of the "Fab 4" plant foods in her "21-Day Food Challenge" blog.
Beans are brilliant, Oliveira says, because they:
- Are an excellent source of fiber, protein, iron, and magnesium
- May add up to 3-4 years to your life if you eat one cup a day
- Keep your blood sugar level stable for up to six hours
- Improve cardiovascular health
- Decrease the risk of type 2 diabetes
Bottom line: Beans should be an important part of your diet. You can call them "nutritious," you can call them "delicious," or you can call them "brilliant." They're all three.
- 1 15-ounce can black beans, rinsed and drained
- 2 cups peeled, pitted and diced fresh mango (about 2 small mangos)
- 1/4 cup sliced green onions
- 1/4 cup chopped bell pepper
- 2 tablespoons lime juice
- 2 tablespoons 100% orange juice
- 1 tablespoon chopped fresh cilantro
- 1/2 teaspoon chili powder
- 1/4 teaspoon ground cumin
Mix together all ingredients in a large bowl. Salad may be served right away, but is best if covered and chilled for a least 1 hour for flavors to blend.
As part of her job with the USDA, Joyce Hunter often attended meetings focused on using open data from the government to solve problems related to food and agriculture. But she noticed a distinct lack of women and young people at those open data meetings. Hunter was told there just weren't many who were interested.
“I thought to myself, well, they aren't looking in the right places,” said Hunter, an African American woman and former chief information officer at USDA. “Maybe we ought to encourage youth of different cultures and colors in order to ensure the pipeline is filled for the future. So I went to my CIO and asked her if it would be okay to set up an open data camp for youth, particularly underserved youth.”
By partnering with The Governance Lab at New York University and other agencies, Hunter organized summer camps for youth to experience science, technology, engineering, agriculture and math, or STEAM. This summer, she brought the STEAM camp concept to Sacramento. For two weeks in July, about two dozen high-school students went on field trips and engaged in STEAM-based activities as part of the California Open Data STEAM Summer Camp.
“One of the things I love about it is the kids are so curious and they're coming up with their own research questions, with their own challenges,” said Melanie Weir, a STEAM camp instructor. “They're asking questions about why agriculture is important to them. Why food is important to them.”
Adam Low, a sophomore at Franklin High School in Elk Grove, was one of the camp participants.
“I chose the water and drought group because as a Californian, we know California was most recently in a drought. And I wanted to see what this data camp could teach me about water and how it affects agriculture and other topics,” said Low.
“They're traveling all over,” Weir said. “They went to different places. They went to Russell Ranch, they saw the drones, they're really excited about it. They saw the UC Davis laboratory and the UC ANR researchers. They saw helicopters. They saw these big machines that have 35 cameras that do 3-D dimensional pictures of crops and what's out there. They also went to the Cannery and they loved hugging the chickens. They thought it was the greatest thing in the world.”
The California Open Data STEAM Summer Camp was made possible through a partnership between USDA, The Governance Lab and UC Agriculture and Natural Resources.
Citizen science is really picking up steam with the White House honoring 12 “Champions of Change” for their dedication to increasing public engagement in science and science literacy and the recent launching of a new Citizen Science Association. This year the momentum continues and everyone will be able to celebrate the first national Citizen Science Day on April 16, 2016, when the Citizen Science Association and SciStarter will promote and inspire organizations around the country to host events in celebration of public participation in scientific research. A major celebration will be held in conjunction with the USA Science & Engineering Festival in Washington, DC. This will kick off a series of citizen science open houses and activities to be locally sponsored by science centers, museums, libraries, universities and schools, and federal agencies nationwide.
What is “citizen science” exactly? Citizen science involves engaging non-professionals in scientific research. While applied across many disciplines of science, including biochemistry, astronomy, and psychology, UC Agriculture and Natural Resources' California Naturalist Program (CalNat) specifically empowers participants and partners to use citizen science to inform natural resource management. To understand and protect natural resources, scientists and decision makers often need information over long time periods and across many locations. Citizen science is one crowd-sourced
The CalNat Program has incorporated citizen science in the training curriculum from the program's inception. One of the program's primary goals is to increase public participation in natural resource conservation and citizen science projects throughout the state. Each partnering organization offering a CalNat certification course must adopt a class citizen science project so that each course participant gains experience in data collection and entry. Course participants are introduced to the interactive, on-line iNaturalist tool, where users can record observations from nature, develop online species lists and journals, meet other naturalists, and contribute to research-grade observations at the Global Biodiversity Information Facility. Together, with the Alliance of Natural Resource Outreach and Service Programs (ANROSP), we anticipate celebrating the first national Citizen Science Day on April 16 with our 16 scheduled spring California Naturalist courses and the 26 other Naturalist programs around the nation.
California Naturalists contribute to a variety of citizen science projects.
Jr. Animal Scientist is published by the American Society of Animal Science for children aged 5 to 12 who are interested in animals. For the September 2015 issue, members of the Society for Range Management collaborated with ASAS to provide photos and facts about rangeland.
Theresa Becchetti, UC ANR Cooperative Extension livestock and natural resource advisor for Stanislaus and San Joaquin counties, and Lisa Page, from the University of Arizona, served as co-editors for the special issue.
“Our goal is to have kids and their parents and teachers learn the value of rangelands, beyond being used to produce beef and lamb; they also provide habitat for wildlife,” said Becchetti. “Rangelands can produce energy – solar, wind and oil – while providing clean water and air and a place for recreation. These resources are protected by ranching families, the stewards who make their homes on rangeland.”
“As a member of the Society for Range Management, and working on developing curriculum on rangelands in California, I was excited to be involved in the effort,” Becchetti said. “The magazine has a national circulation with a mix of families and schools.”
