Under the direction of the Environmental Program Manager II (Branch Chief), the Associate Governmental Program Analyst (AGPA) independently performs the more complex technical, analytical, and policy assignments. The incumbent performs a variety of consultative and analytical staff services assignments, such as program evaluation, budget planning, personnel management, systems development, process analysis and improvement, and continually provides consultative services to management and staff.

The primary responsibilities of the Integrated Pest Control Branch (IPCB) are the detection and control or eradication of exotic and invasive pests that threaten California's agricultural and natural resources. This is accomplished through a number of general, federal, and industry funded Programs. These programs include Cotton Pest Program, Curly Top Virus Program, Hydrilla Eradication Program, Forest Service Grants Program, Vertebrate Pest Control Research Program, Bee Safe Program, Weed Program, Navel Orangeworm, Pink Hibiscus Mealybug Program, and the Biological Control Program.
