The Uniform Guidance now allows for costs related to the publication or sharing of research results to be charged against the Federal award after the project end date, but prior to the 90-day final closeout date. Allowable publication costs include electronic and print media, including distribution, promotion and general handling, but they must be identifiable with a particular project objective in order to be allocated to that Federal project.
Page charges for professional journal publications are allowable where the publications report work supported by the Federal government, the charges are levied impartially on all items published by the journal, and the charges were incurred before the end of the closeout period.
Please keep in mind that after the project end date your account manager and the fund manager are going to be actively working on getting the project closed out and preparing the final financial reports to ensure that the closeout requirements are completed timely. So if you plan on having publication charges after the end date of the project then you need to let the account and fund managers know so they can appropriately plan when they'll be able to submit the final financial reports.
