As part of the reorganization of the Risk & Safety Services and Facilities Planning & Management units, I am pleased to announce the appointment of Brian Oatman as UC ANR Director of Facilities Planning & Management effective June 1, 2023.
In this role, Brian will oversee both the Risk & Safety Services and Facilities Planning & Management functions through their respective units, ensuring a well-aligned strategic direction for our facilities and the related safety of our UC ANR colleagues and visitors. Brian holds a degree in Engineering Management from the University of the Pacific and his career with UC has spanned 26 years.
In coordination with my office and designated staff, Brian will be responsible for interpretation and enforcement of State of California building codes and UC policies related to our facility portfolio, ensuring the effective planning and execution of maintenance and capital renewal work, and providing general support and oversight of facility work, project management, and renewal, including project planning and budgetary control.
Brian will serve as supervisor for Facilities Planning & Management and retain functional oversight of the Risk & Safety Services unit. A new Director of Risk & Safety Services, reporting to Brian and with dotted line reporting to me, will be appointed to manage EH&S day-to-day operations.
I'm also pleased to announce that after serving as Interim Director of Financial Services since the departure of former Director Jing Yu in December 2022, Connie Tadesse has been appointed to the position. I'm very appreciative of the dedication Connie has shown in carrying out the duties of this position as they are instrumental to the continuity of business operations and ongoing success of the Division after the departure of Director Yu and the retirement of Controller Jake McGuire last year.

Dear Colleagues,
I am pleased to announce that Jing Yu has accepted our offer to serve as ANR's next Director of Financial Services.
Jing, who has served in the interim director's role for the past year, assumes leadership of a function that has increasing strategic importance in the years ahead, at ANR and UC systemwide, with a focus on modernizing financial and business systems in addition to a focus toward balance sheet financial management to best support future capital needs and debt financing.
Jing joined ANR in 2013, coming from the UC Berkeley Controller's Office where she started her career with UC in 2009. Jing is a California Certified Public Accountant (CPA), has a master's degree in accounting and finance, and over 15 years of business, finance and accounting experience in the institutional, corporate and public accounting firm sectors.
