What can I do about underground bees at the foundation of my home, right by the front door? This is dangerous to the people coming and going and I've also found that they are somehow getting into my basement. How can they be relocated?

Are you sure these are bees? What you describe sounds more like wasps. In either case, underground nests can't be relocated once they are established. The bees that nest underground aren't generally a sting hazard, while wasps are and should be killed if they are a risk to people.  
 
The easiest way to distinguish wasps from bees is that bees will be hairy and carrying pollen, while wasps will be smooth and not have pollen on their legs. You'll find information about wasp control here: http://ipm.ucanr.edu/PMG/PESTNOTES/pn7450.html
