From Sharqia to Rome to Fresno: Renowned irrigation expert comes to UC ANR
Atef Swelam begins as director of Kearney and West Side Research and Extension Centers
In the fields around the Egyptian city of Minya Al-Qamh, “port of wheat” in Arabic, a boy rubbed his eyes wearily as he helped his father irrigate their crops at 2 a.m. – when they could access the scarce water that reached their farm, located at the tail end of the canal. The family, which had been farming the land around the village of Sharqia for many generations, barely had enough water to sustain their wheat and vegetables.
Swatting in the darkness at the incessantly biting mosquitoes, a young Atef Swelam made a vow.
“I said: ‘I will do my best to not let anyone suffer like I have suffered, like my father suffered – I will help to improve the lives of others,'” recalled Swelam, who went on to become an irrigation engineer improving water-use efficiency.
During the World Food Forum (Oct. 16-20), Swelam was recognized by the United Nations' Food and Agriculture Organization as a “Water and Food Hero” for developing irrigation techniques that save water and boost yields across the Nile Delta and beyond.
Swelam started on Aug. 10 as director of both the Kearney Agricultural Research and Extension Center in Parlier and the West Side REC in Five Points. Both facilities are part of a network of centers operated by University of California Agriculture and Natural Resources.
“Our organization, and more importantly the communities we serve in the Central Valley and across California, are so fortunate that Atef has joined our team,” said Brent Hales, UC ANR associate vice president for research and Cooperative Extension. “He brings not only a record of truly impactful research and innovation but a genuine passion for learning the needs of people, working with them and developing collaborative, science-based solutions.”
Making a difference in the lives of people
After earning his master's degree in land and water management from the Mediterranean Agronomic Institute of Bari in Italy, Swelam returned to Egypt for his Ph.D. in agricultural engineering at Zagazig University. There, he advanced to become a professor of irrigation and drainage engineering in 2019; he was also a senior scientist and research team leader with the International Center for Agricultural Research in the Dry Areas (CGIAR-ICARDA). Most recently, Swelam was the agricultural research officer of the U.N.-FAO's Office of Innovation in Rome.
Swelam explained that the mandate, function, mission and vision of UC ANR's research and extension network – and its strong reputation for making an impact through co-creation with clientele – attracted him to this position in California.
“I'm always looking to make a difference on the ground and in the lives of people,” he said. “If you look at the locations where all RECs are located, they are inside the communities themselves, and in the heart of the farming system.”
Swinging between Kearney and West Side RECs, Swelam said he feels he works in an empowering environment, created and supported by the leadership as well as by the staff at both centers – “a dynamic is which hard to find elsewhere.”
Darren Haver, recently named director of the statewide system of RECs, said he will work with Swelam to explore ways to secure the resources that the Kearney and West Side teams need.
“Atef brings a wealth of experience in conducting research as well as working to elevate and amplify the research and outreach of others,” said Haver, formerly the director of South Coast REC in Irvine. “He clearly is committed to making a difference locally, nationally and globally and we are excited to support him as his vision for these two RECs evolves.”
Being a farmer and a scientist, Swelam feels he is on the same wavelength with both of the RECs' clientele groups – researchers and growers. In his first months on the job, Swelam said he will get to know the needs of the grower community and the researchers at the RECs.
“What I like most about this job is that the REC system, with its research for development approach, supports the scientists, who are in turn supporting the farmers and communities that are on the front line in achieving food and nutrition security,” he explained.
When tailoring solutions to meet local conditions, Swelam added that it's essential that community members are involved so they feel a sense of ownership and are committed to sustaining its impact beyond the time limits of a research or extension project.
Innovative irrigation technique used worldwide
A prominent example of Swelam's community-based work is his long-term mechanized raised-bed (MRB) irrigation program, the technology for which he has garnered numerous international honors.
While he was a researcher at the CGIAR-ICARDA, Swelam led several projects between 2010 and 2020 to study new soil and water practices at farm level. Through a project at his home village, he developed a cost-effective, small-scale machine to enable growing wheat on raised beds. This was in contrast to flat flooded land – the traditional, labor- and resource-intensive method that produced irrigation inefficiencies and caused shortages for downstream farmers like his father, Haj Ibrahim.
With MRB, precisely placed trenches between the raised beds would hold exactly the amount of water the adjacent crops need and thus leave more water for all. And while the technique seemed promising, Swelam had to convince skeptical farmers to adopt the practices – including his neighbors and his own father.
“He was very resistant to me in the beginning, because this was the first time ever in Egypt using raised beds for wheat cultivation…he even tried to convince people not to follow me,” Swelam said, with a chuckle.
So father and son divided their fields, with one half planted and irrigated using traditional methods, and the other using the raised-bed approach. Gradually, as MRB began to prove its worth, Haj Ibrahim warmed to the technology and became an active collaborator on the research – even helping the scientist when he was puzzled by experiment results.
“My father was my mobile library,” Swelam said. “He was illiterate – he had never been in a school – but his thinking and knowledge about the real agriculture and farming system were much better than those of a professor like me!”
After the initial research trials produced successes in his village and the larger governorate (a political division within Egypt), the technique was replicated in other governorates across the country – which then attracted the attention of other nations and international organizations.
Overall, Swelam said, the technology helped the growers reduce applied water by 25% and cut farming costs by 25%, while boosting fertilizer use efficiency by 30% and increasing yield by 25%.
Today, MRB is applied by more than 2 million farmers in the Middle East and North Africa to a variety of crops and is recognized as a good agricultural practice by the U.N. Food and Agriculture Organization.
“The biggest recognition and reward for me out of this impactful innovation is seeing the smiles on the faces of farmers,” Swelam said.
Spreading best practices across San Joaquin Valley and beyond
Swelam said he hopes to see similarly positive results for farmers here in California with a wide range of innovations. He and other researchers at Kearney and West Side RECs will continue to make sure that the science and knowledge generated at the centers reach farmers. He added that partnering with local growers to optimize their on-farm practices is crucial on a host of issues, from pest management to water conservation.
“Whatever we do to improve supply management at system level, if the water is not used efficiently at farm level, then we lose everything we had achieved at that macro level,” he explained.
Swelam added that investing intensive time and effort in developing practical, cost-effective solutions will pay off in the long run as they become naturally adopted across the grower community.
“Farmers are very clever and skilled with their farming systems,” he said. “When they see or get benefits from something, they promote it among themselves.”
Swelam's father was one example. After leading the resistance against mechanized raised beds initially, he eventually became its most vocal proponent.
“He became the biggest promoter for this technology; he even promoted it on local and international TV and radio programs,” Swelam said. “I was proud of my father.”
Haj Ibrahim died in 2017 and Swelam continues to pay tribute to his father through his life's work on research and extension – inspired by their long struggles to bring water to their crops, and the shared triumph of their new techniques.
/h3>/h3>/h3>/h3>Locally grown produce prescribed as part of diabetes treatment
UC Cooperative Extension specialist to evaluate effects of improved access to fruits and vegetables and health education
Health and nutrition experts generally recommend that all adults fill half their plates with fruit and vegetables as part of a healthy meal. For adults with diabetes, those fruits and vegetables have an added benefit: recent research suggests that including produce as a part of their care plans can lead to improvements in hemoglobin A1C and blood pressure.
To help improve these key clinical outcomes, doctors and medical professionals in Yolo County will begin to provide locally grown fruits and vegetables to more than 500 patients with prediabetes, types I and II diabetes and gestational diabetes through a new Produce Rx program. The project is funded by the United States Department of Agriculture and administered by CommuniCare+OLE, a network of 17 federally qualified health centers that serve medically underserved areas, regardless of the patient's ability to pay.
For the program's pilot year that began in May 2023, 112 participants are receiving access to an average of $70 worth of produce every month for six months, which is paired with monthly educational activities. Susana Matias, a professor of Cooperative Extension in the UC Berkeley Department of Nutritional Sciences and Toxicology, will partner with CommuniCare+OLE to evaluate outcomes as the program expands through the end of 2025.
“We are very excited about this project because it addresses a major social determinant of health: access to healthy food,” she said. “Our role in the project is to build evidence about the impact of this type of program, which is critical for scaling up.”
“Having consistent access to fruits and vegetables and health education support may affect patients' health and well-being,” Matias added. She will work with undergraduate and graduate students at UC Berkeley and UC Davis, as well as postdoctoral researcher Caitlin French, to ask each patient about their produce consumption habits at the beginning and at the end of their participation in the program. Those responses will be analyzed to determine if improving this access resulted in significant changes among patients. Matias also will track how average blood sugar level and household food-security change throughout the program.
Other Produce Rx project partners include the Davis Farmers Market, the Center for Land-Based Learning's Mobile Farmers Market, and Spork Food Hub.

USDA awards $2 million to study livestock grazing in organic orchards
UC, The Organic Center, University of Rhode Island partner on $3.5m food-safety study for organic produce growers
Grazing sheep and other livestock can help convert cover crops to fertilizer for orchard crops. To develop best management practices, the University of California and The Organic Center are collaborating on research to help organic orchard growers safely incorporate livestock grazing into their farming practices. The project is funded by a $2 million grant recently awarded through the U.S. Department of Agriculture's Organic Agriculture Research and Extension Initiative research program.
Interest in grazing livestock on cover crops in nut orchards has increased in recent years. However, research is needed to determine the best way to improve soil health and pest suppression, and to address concerns about food-borne pathogens and food safety.
“Organic farmers typically follow the USDA National Organic Program standards for raw animal manure, waiting 90 to 120 days between incorporating raw manure into the soil and harvesting the crop,” said Alda Pires, UC Cooperative Extension urban agriculture and food safety specialist in the School of Veterinary Medicine at UC Davis.
“Little research has been conducted to verify adequate waiting periods to reduce contamination risks in integrated crop-livestock production systems,” she said. “This research will fill the knowledge gap and facilitate the development of science-based food safety guidelines for grazing small ruminants in orchards.”
For this four-year project, “Influence of Orchard Grazing on Soil Health and Pest Control While Mitigating Food Safety Risk,” the scientists will study organic almond, walnut and pistachio orchards in two distinct nut-growing regions in California – the Sacramento Valley and San Joaquin Valley. The scientists will assess the effects of livestock grazing of cover crops on bacteria populations, soil health, pest control and economics.
Building soil health
“Growers have consistently raised the need for more information on grazing impacts on nutrient availability during tree growth, as well as potential to build up the biological, physical and chemical pillars of soil health,” said Amelie Gaudin, associate professor and endowed chair of agroecology in the UC Davis Department of Plant Sciences.
Livestock grazing may provide an opportunity to quickly enhance the amount of nitrogen that can be used by plants and microbes when the cover crop is terminated. “This project will help growers develop nitrogen budgets for these more diversified systems and quantify additional benefits and potential tradeoffs for soil health – such as compaction and salinity – to guide the development of place-based best management practices,” Gaudin said.
Pest management
Houston Wilson, UC Cooperative Extension specialist in the Department of Entomology at UC Riverside, will be studying the effects of livestock grazing on orchard pests.
“Navel orangeworm, or NOW, is by far the most destructive pest of almonds and pistachios,” Wilson said. “These moths overwinter in unharvested nuts in the orchard, and so removal and destruction of remnant nuts over the winter is the foundation of NOW control. While farmers typically use machinery to do this, grazing with animals may present a unique alternative that is more cost-effective and provides additional ecosystem benefits, such as soil health and weed control.”
Outreach to farmers
As part of the project, The Organic Center was awarded $75,000 to work with UC Agriculture and Natural Resources to direct national extension and education outreach activities. These will include a social media campaign, webinars and educational sessions and a technical report for growers.
“There is an increasing interest from organic farmers to learn how to incorporate livestock into their operations to gain better soil health and fertility,” said Amber Sciligo, director of science programs at The Organic Center.
“This research is very exciting because it will holistically explore the potential risks and benefits of livestock not just to soil health, but also pest control – a truly interdisciplinary project that matches the whole system of the organic farm.”
Produce food-safety management tools
For another organic food-safety project, Pires and Sciligo will be working with Patrick Baur, professor of Sustainable Agriculture and Food Systems at the University of Rhode Island.
The University of Rhode Island and The Organic Center received $3.5 million from USDA's Organic Agriculture Research and Extension Initiative research program for the new organic food-safety education project.
“We're going to develop a new food safety management tool designed specifically for organic soil amendments,” said Baur, who is leading the project. “We're also going to develop a suite of new communication and training tools aimed at the entire fruit and vegetable sector to build a shared language between organic agriculture and the food safety community and help them work better together.”
As part of the produce project, Pires of UC Davis was awarded $1.16 million to conduct a risk assessment and create a publicly accessible dashboard to meet the specific needs of organic growers operating at different scales, under different cropping systems, in different regions.
Also participating in this project will be Beatriz Martinez Lopez, professor in the School of Veterinary Medicine at UC Davis, and Abhinav Mishra and Govindaraj Dev Kumar of the University of Georgia.
/h3>‘Farm to corrections’ project provides fresh produce to people in prison, boosts California growers
Nutrition Policy Institute, Impact Justice, ChangeLab Solutions partner with California Department of Corrections and Rehabilitation
Serving slices of watermelon on the Fourth of July is a long-standing tradition at some facilities within the California Department of Corrections and Rehabilitation. But this July, there was something different about the watermelon offered to the approximately 8,000 residents at California State Prison Solano, California Medical Facility and Folsom State Prison.
It was juicy. It was sweet. It was “scrumdiddlyumptious,” according to one resident. And it was grown on a California family farm.
The three institutions are part of a “farm to corrections” project, Harvest of the Month, which aims to serve seasonal, locally grown produce to people who are incarcerated in California, while opening new opportunities for California farmers.
“We appreciate that someone cares enough to introduce this program that gives us something new,” said Jason Romero, a California State Prison Solano resident. “We look forward to what's coming in the future – California has the best stuff, right? – and hopefully we get other varieties of stuff.”
The program – bringing together the Nutrition Policy Institute, the nonprofit Impact Justice, and ChangeLab Solutions in collaboration with CDCR – was officially launched with the watermelon delivery in July. Pluots followed in August, and Bartlett pears were delivered in September.
“It's a ‘multiple wins' kind of an effort,” said Wendi Gosliner, the NPI principal investigator on the California Department of Food and Agriculture specialty crop block grant supporting the project. “The funding is available because the state is looking for state partners to purchase and expand the markets for California-grown fruits and vegetables. And we know that getting more of those fruits and vegetables on the plates of people who are incarcerated would be a huge bonus for them.”
California State Prison Solano resident Patrick Range said that, after tasting pluots for the first time through the program, the plum-apricot hybrid is now one of his favorites.
“I think I had five of them that day – and I'm waiting for them to have them again so I can get more; they were so good,” Range said. “It's something I'd never experienced, in the outside world or in prison.”
With rave reviews from residents and staff alike, CDCR – the State of California's biggest purchaser of food – is planning to roll out Harvest of the Month to all 33 of its adult facilities within the next two years.
“Food brings individuals together and introducing new products can give those in the care of CDCR something to talk about, as well as look forward to,” said Lance Eshelman, CDCR's departmental food administrator.
Improving conditions for people within correctional institutions is core to the mission of Impact Justice, which is working with partner organizations across the U.S. to bring fresher, more nutritious food to facilities, in support of residents' physical, mental and emotional health.
“We really want to prioritize the holistic well-being of an individual to help ensure that once they come home from incarceration, they are in a place where they are ready to actually contribute back to society,” said Heile Gantan, program associate with the Food in Prison project at Impact Justice.
Range said that enjoying the fresh produce – and learning more about its nutritional value – is helping him live a healthier, more energized, and hopefully longer life.
“I was a kid that didn't like vegetables; I didn't want nothing to do with vegetables…[but] as an adult, being 46 years of age, I want this for myself – I want to be able to tell someone else, to teach someone else about what I experienced when getting these fruits and vegetables that helped that nutritional factor,” he said.
In addition, Gosliner noted that early research suggests better food can benefit not only the well-being of residents but also of staff, with a calmer and safer work environment.
Partnership built on shared values, priorities
Gosliner and Ron Strochlic, academic coordinator at NPI, saw an opportunity to support “farm to corrections” work through a CDFA block grant, which aims to boost the purchase of California-grown specialty crops.
“CDCR is the state's largest single purchaser of food, so they're a natural place to consider ways to improve food systems,” said Gosliner, who was awarded the grant in 2020 to work with partners to research and develop pathways that encourage CDCR procurement of California produce, as well as nutrition programs for formerly incarcerated individuals. The project produced a report summarizing the opportunities and challenges in bringing more California-grown produce to the state's prison system.
The staff at Impact Justice appreciated that the NPI team brought not only research and evaluation acumen to the partnership but also an abiding concern for the people inside correctional facilities.
“Our grant funding was focused on simply increasing access to and consumption of California-grown specialty crops in CDCR prisons, but our team was very much in alignment around values and really focusing on the health and well-being of residents – highlighting and amplifying residents' experiences and voices,” said Leslie Soble, senior program manager of the Food in Prison Project.
Gantan echoed that sentiment, adding that NPI – which is under the University of California Agriculture and Natural Resources umbrella – also contributed its familiarity with regional food systems, particularly food hubs across the state.
According to the NPI team, engaging food hubs – organizations that aggregate, distribute and market food products from local producers – was a logical way to make a “farm to corrections” match.
“The majority of CDCR facilities are located in rural, agricultural regions, so to us, it was kind of a no-brainer to connect those facilities with the local communities and local farmers in the area,” Strochlic explained.
For the Harvest of the Month project, the partners teamed up with Spork, a Davis-based, mission-driven food hub that sources from growers across Northern California. Spork also aggregates the fresh produce from local farmers and delivers it to participating CDCR facilities each month.
“The farmers are very excited to see the change in the systems at CDCR in food and nutrition and what they're offering to the residents – and they're excited for the potential that this has for a larger, more consistent market,” said Hope Sippola, co-owner of Spork, which emphasizes working with underserved farmers as part of its mission. “We really needed to dig deep to figure out how to successfully implement this change of CDCR purchasing from large distributors to a food hub who sources from local family farms.”
Carolyn Chelius, an NPI project policy analyst and project manager of NPI's Farm-to-Corrections work, said the team hopes, as Harvest of the Month scales up, that they will be able to make Spork's generous investment of time and resources pay off.
“Our ultimate goal is to be able to benefit Spork and help them with their business, but it's been really helpful to have them as champions – people who are really interested in the mission,” Chelius said. “I don't know if this project would have been possible otherwise.”
California produce purchasing requirement helped spur project
Of course, cultivating a strong working relationship with CDCR also was essential. On the heels of AB 822 (a policy requiring state agencies to buy California-produced food over other options if the price differential is 5% or less), another powerful impetus for CDCR was the passage of AB 778 in 2022. It requires that, by the end of 2025, at least 60% of food purchased by state-run institutions must be grown or produced in California.
Eshelman, the departmental food administrator, said the law has challenged CDCR to look closely at its statewide menus and identify items that could be sourced from California growers and producers. He said that, through this project, food service team members have gained new knowledge about food production in the state, such as variability due to regional differences and weather trends.
“The Harvest of the Month program provides an additional resource, and places CDCR in contact with subject matter experts such as food hubs and local growers who can provide valuable insight into what to expect in terms of California-grown or produced food items and their accessibility,” Eshelman explained, adding that NPI and Impact Justice also have been vital resources for CDCR.
Gosliner acknowledges the challenges in retooling processes and procedures across CDCR, the second-largest correctional system in the U.S. With nearly 100,000 incarcerated individuals in its care, CDCR purchases more than $163 million in food each year.
“It's a big ask of a major state institution to reconsider some of their systems for doing something that they do every day: providing food to the people who are incarcerated,” Gosliner said. “It's revolutionary for them to rethink who they're sourcing from, to rethink how much fresh produce they're serving, to rethink the variety of that produce – it's a big lift for CDCR.”
‘This is really the beginning'
As CDCR brings Harvest of the Month to more institutions across the state, the collaborators anticipate that the logistics will smooth out – and that more farmers will be willing to participate.
“If we can add some more facilities and increase the volume, we have a better chance of making it work for growers, so we're really hoping that we can continue with this food hub model,” Strochlic said. “For us it's really important to be able to source from small and medium growers as well.”
And while flyers describing the health benefits of each month's “Harvest” item are currently distributed at the participating facilities, the partners hope they can provide additional nutrition education opportunities for the residents – during their time inside and after incarceration (like in the workshops held across the state).
Soble and Gantan of Impact Justice also noted that all members of the project team have been learning together, exploring “new territory” in growing this innovative partnership.
“I know personally I've learned so much from the NPI folks just about policy related to food and nutrition in California and about different nutrition interventions,” Soble said. “To me, it's been a very valuable and positive partnership.”
Gosliner said that building on those relationships will be crucial, as the movement to improve the services provided to incarcerated individuals continues to gain momentum in the state.
“This is really the beginning of California's work,” she said. “Even though we grow so much of the food here, there are other states in the country that are further along than we are in California. This is really the launch.”

Wheat and corn prices have spiked after Russian aggression in the Black Sea
The Russian invasion of Ukraine in early 2022 caused wheat and corn prices to spike 30% and 13%, respectively, and threatened a worldwide food crisis. International efforts to mitigate a food security crisis via the Solidarity Lanes and the Black Sea Grain Initiative (BSGI) have successfully allowed grain exports out of Ukraine. However, Russia's recent withdrawal from the BSGI, coupled with increased bombings of Odesa and Danube River ports, caused another price spike for these grains. Further aggression in the region risks halting Russian wheat and Ukrainian corn exports across the Black Sea, the main export channel for both countries.
Russia accounts for about 18% of global wheat exports and 2% of worldwide corn exports, while Ukraine provides 15% of global corn exports and only 9% of wheat. Why have these statistics spooked the grain commodity markets?
“The simple answer is that Russia's aggression in the Black Sea region increases the risk of the world grain market losing the number four corn exporter, Ukraine, and the number one wheat exporter, Russia, if grain vessels on the Black Sea become targets of drone strikes,” said Colin A. Carter, Distinguished Professor of Agricultural and Resource Economics at the University of California, Davis. If all grain shipped through the Black Sea by Russia and Ukraine were halted, it would cut off 27% of global wheat exports and 17% of global corn exports.
Analysis of the corn and wheat markets by Carter and Sandro Steinbach, associate professor in the Department of Agribusiness and Applied Economics and the Director of the Center for Agricultural Policy and Trade Studies at North Dakota State University, shows a notable increase in market uncertainty since the start of the Russia-Ukraine War, as evidenced by measuring "implied volatility." Implied volatility is the expected price volatility of a commodity like corn or wheat in options trading. In March of 2022, shortly after the invasion of Ukraine, the implied volatility of corn jumped from 25% to 60%, while wheat rose from 40% to 160%. There was also a second peak in volatility in July 2023, after Russia pulled out of the BSGI, suggesting further fears that grain exports through the Black Sea could be cut off from world markets.
When Russia withdrew from the BSGI, there was another brief price spike in wheat (up 15%) and corn (up 10%). Wheat markets have been consistently more affected by conflict in Ukraine, specifically in the Black Sea, than corn prices. This difference can be explained by the fact that 95% of Russian grain is exported through the eastern portion of the Black Sea, while around a quarter of Ukrainian grain is shipped by truck and rail and would not be as affected by the conflict in the Black Sea. By volume, there is around 1.7 times more wheat than corn shipped from Black Sea ports. The wheat market is more politically charged than the corn market because wheat is primarily a food grain. Therefore, the greatest risk to global food security moving forward may no longer be getting grain out of Ukraine – due to the continued success of the Solidarity Lanes – but rather the loss of wheat exports to the world market that could result from Russia backing out of the Black Sea Grain Initiative.
