UC invites comments on the proposed revisions to the Presidential Policy on Sexual Harassment and Sexual Violence.
Proposed policy revisions reflect requirements found in:
- The Violence Against Women Act (VAWA), reauthorized by President Barack Obama in 2013
- Final regulations issued by the U.S. Department of Education, issued in October 2014 (to be effective July 2015).
Additionally, proposed revisions to the policy
- Address outstanding issues and questions dating from the original policy review process begun in fall 2013
- Assure that the policy is consistent with the efforts of President Napolitano's Task Force on Preventing and Responding to Sexual Violence and Sexual Assault
- Improve clarity and readability, as requested during the previous 2013-14 review by faculty, students and staff.

UC is proposing revisions to PPSM 80 Staff Personnel Records, a policy that applies to staff employees in the Professional & Support Staff, Managers & Senior Professionals, and Senior Management Group members.
A systemwide workgroup with representatives from HR Policy, Office of General Counsel, UCPath, Records Management, Information Technology Services and two campuses has reviewed the policy as part of the normal policy-review cycle. Revisions, intended to clarify policy language and to reflect record-keeping in the electronic age, include
- a definition of personnel records in any format
- the expansion of criteria for records not to be released to the public
- the addition of a new section regarding Access to Records by Governmental Agencies
- as best practice, when an employee transfers from one UC location to another, the new location becomes the office of record

The University invites comments on the proposed draft Presidential Policy on Open Access, which is based on the Academic Senate Open Access Policy for all Academic Senate members adopted on July 24, 2013.
The proposed new policy extends open access rights and responsibilities to all non-Senate members of the UC community who are authors of scholarly articles, including faculty, other academic personnel, students, administrators, and staff. The policy allows non-Senate authors of scholarly articles to maintain legal control over their research articles while making their work freely available to the public. In addition, the proposed policy outlines procedures for implementing the policy for all UC authors, both Senate and non-Senate. Although the policy assumes all authors will make: their scholarly articles available to the public, there is a procedure, which authors must undertake proactively, to opt out of the open, access process.

Employees have the opportunity to comment on the proposed renewal of the Phased Retirement Program. Originally offered in 2012 as part of the University's cost savings and succession planning strategies, and scheduled to sunset at the end of this year, the core provisions of the proposed renewed program remain the same as the original program.
The Phased Retirement Program is an optional tool that locations may choose to provide eligible policy-covered staff who are 55 or older a transition into retirement. Individual departments decide whether it makes sense to offer this program within their operations after evaluating business needs. For represented employees, that program is subject to departmental approval as well as collective bargaining.
