2021 Water Diversion and Use Reports Due April 1 for All Diverters

Under the Emergency Regulation for Measuring and Reporting the Diversion of Water adopted by the State Water Resources Control Board (SWRCB) in 2016, all water rights holders must annually report their diversion and use of water to the SWRCB. This year, ALL reports of water diversion and use for January 1 – September 30, 2021 are due April 1. The reports must be made electronically using the SWRCB's Report Management System, here.
The uniform April 1 due date differs from prior years. While water rights holders diverting water under a permit, license, registration or certificate have long been required to report by April 1, those filing Statements of Diversion and Use for riparian and pre-1914 water rights have in the past had until July 1 to file their reports.
The change in reporting dates was occasioned by a 2021 budget trailer bill, SB 155. Beginning with 2023's reports, SB 155 changes the reporting period from the calendar year to the water year (October 1 – September 30) and establishes a uniform reporting deadline for all water rights of February 1.
As the SWRCB implements this transition, SB 155 sets April 1 as the reporting deadline for all diversion and use reports filed in 2022. In filing this year's reports, diverters will report their diversion and use of water only for the nine month “stub period” of January 1, 2021 – September 30, 2021. With the transition to water-year reporting, the months of October through December will be reflected in your 2023 report. It is important to note that reporting is still required regardless of if diversion occured or not.
In February, Noah Lopez of the California Cattlemen's Foundation's Rancher Technical Assistance Program (RTAP) hosted an educational webinar to go over these changes to the SWRCB's water diversion and use reporting deadlines and to answer producer questions regarding the change. Karen Jetter, Research Economist with UC Agricultural Issues Center is interested in getting grower input into the research areas that you would like the University of California to prioritize to better serve California growers. A series of focus group meetings have been organized to discuss your challenges and concerns, how you are addressing and how the University can help. The focus group meetings will be about 8-12 people each and you will need to register. To register please click on the link in the below schedule for the session that you are interested in attending. The results of the focus group meetings will be summarized and distributed. Once the results of the focus group meetings are summarized we will be reaching out on ways to collaboratively address them.

The Central Coast Prescribed Burn Association (CCPBA) is going to be hosting a 2-day Prescribed Firelighter and Basic Wildland Firefighter Training on April 2 and 3. If you have never participated in a prescribed burn, but would like to, this is the class for you.
The announcement for this workshop went out to the CCPBA listserv on March 3 and 21 of 36 available spots have already been filled. We are saving 10 of these spots for local ranchers and farmers because we know you all aren't on your computers very much. So, if you try to register, but get a message that the class is full, please contact Jared Childress (childress.ember@gmail.com) and let him know that you are a local ranchers/farmer and we'll see if we can get you in!

Time: 9:00am - 5:00pm
Cost: $20 (Scholarships available upon request, no one turned away due to lack of funds)
Learn the fundamentals of prescribed firelighting and wildland firefighting during this hands-on, two-day field training. This training will give you the building blocks to be a safe and effective participant in local Rx burns. By the end of the training, you will be prepared to participate in local, cooperative burns hosted by the Central Coast Prescribed Burn Association (calpba.org) and others! Skills acquired at the training include: fireline construction, fireline communications, Rx fire ignitions, operation of a firefighting pump, installation of a hose-lay, organization of a Rx burn and more.
If you do not have previous wildfire or prescribed fire experience, this two-day workshop will be a prerequisite for participation in many future CCPBA burns (so don't miss out)!
In addition, the two-day training can certify you as a Basic Wildland Firefighter 2 (NWCG FFT2), with pre-completion of online coursework plus an “Arduous pack-test” prior to attending the in-person field day (note: online course work is not necessary if you will not be seeking a FFT2 cert). FFT2 certification is recognized by most fire departments and the federal fire services (USFS, NPS, BLM). Also, the FFT2 certification will qualify you to participate in future, regional Rx fire Training Exchanges (TREX) and some local fire district burns. Let us know if you are interested in that option. Note: the on-line course work takes about 40 hours and the Arduous pack-test is walking 3 miles with a 45 lbs pack in under 45 minutes on flat ground.

They will also share unique cases the CAHFS Lab have helped cattle producers identify to improve herd health and management.
