A new research brief developed by the Nutrition Policy Institute details findings from an evaluation of the California Nutrition Incentive Program, a program that provides CalFresh shoppers with a dollar-for-dollar match when purchasing California-grown produce at participating farmers markets and other retail outlets. In this evaluation, NPI researchers conducted surveys and interviews with a convenience sample of CalFresh shoppers and food store managers. Overall, CalFresh shoppers reported overwhelmingly positive experiences using CNIP and store managers also found the program to be beneficial. While the results showed that CNIP utilization did not have statistically significant impacts on quantitative measures of shoppers' produce intake or food security, shoppers did report that CNIP influenced the kinds of fruits and vegetables they bought and also attributed being able to buy more fruits and vegetables to this program. CalFresh shoppers wanted CNIP to continue and supported it expanding to other retail outlets.

The Supplemental Nutrition Assistance Program (SNAP), known as CalFresh in California, provides monthly electronic benefits for food purchases to over 40 million individuals with low incomes across the US. However, SNAP agencies do not typically provide participants with information about food or nutrition. A pilot study was conducted to understand whether a CalFresh agency can send food and nutrition-based text messages, and if so, whether they can be effective. NPI researchers received a grant from the California Department of Food and Agriculture's Specialty Crop Block Grant Program to test the idea. In collaboration with UCSD, ideas42, and the San Diego County Health and Human Services Agency, five monthly SMS text messages in English and Spanish were sent to over 170,000 SNAP households. Each text message contained a link to a website offering additional information on topics including the health benefits of different fruits and vegetables, cost-savings associated with seasonal produce, recipes and tips to reduce food waste. After 5 months, survey respondents showed a significant increase in knowledge about selecting, storing, and preparing fruits and vegetables. Over half of respondents self-reported purchasing and eating more California-grown fruits and vegetables at follow-up and nearly all respondents expressed interest in continuing to receive text messages. The findings suggest that text messages are a promising strategy to provide useful and relevant information on food and nutrition to SNAP participants. Licensed family child care homes (FCCH) provide child care in individual homes, are often located in the same neighborhood as the families they serve and often provide longer hours of care at a lower cost than child care centers. New research shows that a self-paced, online nutrition training for FCCH providers has the potential to make childhood nutrition guidance more accessible and may help bridge a potential regulatory gap: licensed FCCHs in California not currently participating in the federal Child and Adult Care Food Program only receive one hour of mandatory nutrition training if licensed after 2016—leaving out nearly 30,000 providers licensed before 2016 who provide care to over 310,000 children—and are not required to offer foods and beverages that meet nutrition standards. The training—available in both English and Spanish and free of cost to California-based providers—consists of four 20-minute interactive models providing guidance on what and how to feed infants and toddlers. Child care providers reported high levels of satisfaction, as well as an intention to make changes in feeding practices, after completing a pilot-test of the online training. Findings also identified a need for culturally relevant information and a live nutrition educator to discuss the training material. The research article was published in the California Agriculture journal and authored by Danielle Lee, Ron Strochlic, and Lorrene Ritchie from the Nutrition Policy Institute, Deepa Srivastava and Marisa Neelon from the University of California's Division of Agriculture and Natural Resources, and Abbey Alkon and Victoria Keeton from UC, San Francisco and the California Childcare Health Program. The annual CalFresh Forum, hosted by Nourish California in partnership with the California Department of Social Services, brings together key stakeholders from across California to acknowledge outstanding work, identify opportunities, and discuss strategies to improve the reach and impact of CalFresh. Nutrition Policy Institute researchers Wendi Gosliner, Celeste Felix and Ron Strochlic will have a virtual booth at the Forum to highlight the successful CalFresh Text Messaging pilot project. From September 2020 to March 2021, over 172,000 San Diego CalFresh participants received text messages in English or Spanish from CDSS including a link directing recipients to a website with information on selecting, storing and preparing California-grown fruits and vegetables; health benefits; tips to reduce food waste; and recipes – including TikTok videos. The project was made possible in partnership with the UC San Diego Center for Community Health and the County of San Diego Health and Human Services Agency, which administers CalFresh in the county. The CalFresh Forum will be hosted in-person and virtually February 15-16, 2023 at the Holiday Inn Sacramento Downtown – Arena and the Whova Virtual Platform.

A new research brief developed by the Nutrition Policy Institute describes a study that identified limited implementation of California's Healthy Default Beverage Law (SB 1192) for orders made online. The law requires restaurants selling children's meals that include a beverage to make the default beverage water, sparkling water, flavored water with no added natural or artificial sweeteners, or unflavored milk or non-dairy milk alternative. Researchers randomly sampled 226 fast food restaurants located in Supplemental Nutrition Assistance Program-Education (SNAP-Ed) eligible census tracts in California and “ordered” 631 kids' meals from restaurant websites and three popular online ordering platforms. Researchers recorded beverage offerings as well as additional charges (“upcharges”) for beverages. Findings indicate that only 6% of orders reflected optimal implementation of the Healthy-by-Default Beverage law. Further, 41% of orders that offered water had an upcharge ($0.51 on average) and 11% of orders that offered unflavored milk had an up charge ($0.38 on average). No observations had upcharges for soda. The findings indicate that, in order to support California's SNAP-Ed goal for reducing sugar sweetened beverage intake, specific language, monitoring, and future legislation may be necessary to ensure the law is applied to online-ordering and in-restaurant self-service kiosks.
