Some wasps make wonderful things from mud. A few years ago at our Master Gardeners Help Desk in Napa a person brought in 4 tiny pots in a row on a twig. After many months two beautiful black and yellow wasps emerged. My photos are not as clear as yours, but I believe this is a wasp in the Eumeninae subfamily of the family Vespidae.
