Farrell was the first top-down manager of agricultural science. Being an economist and after his think-tank experience, he pushed for urban management philosophies for ag science, including organic farming with manures as the only source of nitrogen.  
Combining AES with NR enabled NR to be funded at AES expense. Pesticides [really crop medicine] became a pejorative of the activists, always passionate but without knowledge of things agricultural. Among UCB associates, it may seem logical. I felt that food production was more important, and the risk from pharmaceuticals was largely minuscule.
