I couldn't imagine what kind of terrible bug was carrying around an apparently hollow ladybug shell on my fennel plant (today). But thanks to your descriptions and pictures, I think it must have been an assassin bug. (I live in Davis, and my fennel plant was near a cosmos plant.) Unfortunately, the ladybug had been drawn to the fennel plant by aphids and had been controlling them for a few days, and now I don't know if I'll get another ladybug come along to eat the aphids.
