Policy, Compliance, and Programmatic Agreements

The Policies, Compliance, and Programmatic Agreements (PCPA) office in UC ANR’s Controller’s office helps with policy, compliance, and programmatic agreements. We handle UC and ANR policy interpretation and development, delegations of authority, CANRA requirements, whistleblower reports, information practices issues (records requests/records management/subpoena/privacy), and act as a liaison to the Office of General Counsel. We also manage programmatic agreements such as MOUs, real property, country support, researcher access, and internship program agreements. 


What We Do

The Policies, Compliance, and Programmatic Agreements (PCPA) office is the "Swiss Army knife" of ANR. As our unit's name suggests, we support three main pillars that keep ANR running smoothly and safely:

  • Policy: We are the central resource for systemwide and ANR policy interpretation and development. We manage and advise on policies, manage delegations of authority, and ensure everyone has the guidance they need to follow University standards.
  • Compliance: We manage potential and perceived compliance matters by analyzing complex issues and mitigating risk. We provide information on a wide range of topics - from whistleblower reports and subpoenas to public records requests and CANRA requirements and help route concerns to the proper offices for handling.
  • Programmatic Agreements: We bridge the gap between our researchers and external partners by managing the agreements that make collaboration possible. This includes everything from MOUs and real property leases to county support and internship agreements, ensuring all contracts protect the University while furthering our mission.
