Would pruning infected leaf tissue and removing it from the ranch be a BMP?  
 
I have seen this done on a few fields and I am unsure if it was the right decision because the infection was still transmitted to new leaf tissue.

Hi Dominic,  
I don't see pruning infected leaf tissue and removing it from the ranch in the Guidelines, so no it wouldn't be a Best Management Practice. Seems you also have your answer there already, since the new tissue was infected all the same.
