In California, natural and working lands make up 95 million acres of the state and play a vital role in building resilience to the impacts of climate change. University of California Agriculture and Natural Resources was awarded $1.7 million for the California Next Generation and Equitable Climate Action Plan, as part of the state's Natural and Working Lands Climate Smart Strategy and California's 30x30 Initiative, an effort to conserve 30% of the state's lands and coastal waters by 2030.
Natural and working lands include both unmanaged and managed areas actively used for agriculture, forestry or production purposes.
Chandra Richards, UC Cooperative Extension agricultural land acquisitions academic coordinator for Southern California, and Cristina Murillo-Barrick, UCCE's Black, Indigenous and People of Color community development advisor for the Bay Area, are leading the California Next Generation and Equitable Climate Action Plan project.
To build capacity and technical assistance for climate-smart action planning, Richards and Murillo-Barrick will use the Climate Smart Land Management Program funding, awarded through the California Department of Conservation, to focus on two of the most pressing climate action issues: equitable land access and land management diversification.
According to the 2022 U.S. Department of Agriculture census, demographic data indicates that California agricultural land ownership and production is concentrated within an aging and mostly White demographic. However, research suggests diverse management practices promote healthy landscapes. This has been shown to benefit the environment, human health and climate resilience in multiple ways.
For this reason, this project centers on “historically underrepresented communities,” a term that includes California Native American Tribes, communities of color, landless farmers, immigrant and non-English speaking communities and other agency-designated minority groups (racial, ethnic and non-male groups, socially disadvantaged farmers and ranchers, and California designated severely disadvantaged communities).
Focusing on Southern California, UC Cooperative Extension scientists will identify barriers to land access, management and opportunities to increase land manager diversity. They also will engage historically underrepresented communities in coalition building, capacity assessment and climate action planning.
Within the last few decades, Californians have faced increased ecosystem stressors and decreasing diversity of natural systems. This pattern continues to damage already-vulnerable communities (disproportionately historically underrepresented communities), while also worsening and intensifying climate impacts, including drought, wildfire, flooding and disease. Overcoming these kinds of systemic and structural challenges will require the next generation of land managers to reflect California equitably, while preparing them to take on climate resilience. The project will determine clear solutions and plans that enable long-term, strategic land use and protection.
To do this work, UCCE is collaborating with the Community Alliance with Family Farms (CAFF), California Association of Resource Conservation Districts (CARCD) and the California Bountiful Foundation, all of whom serve as subgrantees and will deepen connections with communities.
Organizations like CARCD have long served as “boots on the ground” personnel and have close relationships with landowners and land managers. “RCDs have been hearing the land equity need for a long time and are actively collaborating with different partners to tackle this pressing issue,” said Qi Zhou, program manager of Justice, Equity, Diversity and Inclusion at CARCD and member of the Strategic Growth Council Land Equity Task Force.
“California RCDs are excited about this project because it will allow major California agriculture and conservation partners to collaboratively develop plans and implement projects centering on equity land access and land management diversification,” Zhou added.
Project lead Richards said $270,000 of the grant will be reserved for new partnerships with organizations in Southern California that have experience with, and strong ties to, historically underserved communities.
UC ANR is collaborating with the California Department of Food and Agriculture as well as California Climate and Agriculture Network (CalCAN), and World Be Well, a Southern California nonprofit.
Tawny Mata, CDFA's director of the Office of Environmental Farming and Innovation, described technical assistance providers as being grounded in their local agricultural communities and recognized their importance to partners in the success of CDFA's incentive programs.
“When we do succeed in reaching historically underserved farmers and ranchers with our grant programs, it is often with the thoughtful support and planning of a technical assistance provider,” Mata said. “I look forward to this project helping us refine our own technical assistance funding programs and bringing technical assistance providers together to network and share best practices for improving land access and promoting climate-smart agriculture.”
“The successes of this project will elevate the voices of historically underrepresented communities, strengthening efforts in these communities to support climate action,” said Richards. Additionally, the project will increase sharing of regional reports, needs assessments and community plans surrounding climate-smart management practices. Finally, it will boost technical assistance for these groups specifically.

The Black and Allied Employees hosted a webinar on June 14 to celebrate Juneteenth, the day when the last people held hostage under chattel slavery learned of their freedom — more than two years after the Emancipation Proclamation was issued.
Mary Blackburn, Ph.D., UC Cooperative Extension family and consumer sciences health and nutrition advisor in Alameda County, and Keith Nathaniel, Ed.D., 4-H youth development advisor and director of UCCE in Los Angeles County, described their educational and career journeys in agriculture and extension.
The hour-long discussion was moderated by Chandra Richards, UCCE agricultural land acquisitions academic coordinator serving San Bernardino, Riverside and San Diego counties, and organized by the Black and Allied Employees employee resource group.
Blackburn and Nathaniel related how their experiences shape their work and how their lives connect to current patterns of inequity.
Blackburn, who grew up in the Deep South and began her career in the turbulent 1960s, recalled being fired twice when Bay Area hospital administrators realized she was Black. But she found allies and advocates along her career path. After joining UC ANR in Alameda County in 1990, Dr. B, as she is affectionately called by colleagues, built a diverse team of educators – Black, Latino and Asian – who she credits for the success UCCE has had in accessing people in jail, transitional homes and public housing to provide education.
Nathaniel, who joined UC ANR in 1994, described some of the institutional challenges he has had to overcome as a 4-H advisor to serve Black youth. In Los Angeles County, members of the public don't understand that urban children can benefit from 4-H programs, he said. Nathaniel also pointed out that racism persists in subtle as well as overt ways. On search committees, he advises colleagues to be specific rather than describing a candidate as “not a good fit.”

Murillo-Barrick named ag land coordinator in San Joaquin Valley
Cristina Murillo-Barrick joined UC Cooperative Extension as an agricultural land acquisitions academic coordinator II on July 15, 2021. She will serve Fresno, Merced and Tulare counties.
In her new role with UCCE, Murillo-Barrick will support the mission of California's Sustainable Agricultural Land Conservation Program (SALC) to fight climate change by protecting productive farmland. Collaborating with the Strategic Growth Council and the Department of Conservation, she will provide local and regional planning agencies, land trusts, nonprofits, landowners and other stakeholders with input on critical land use issues, strategies and opportunities. This work will involve actively engaging partners, providing technical expertise and enhancing capacity of underserved communities.
Prior to joining UC ANR, Murillo-Barrick has been an environmental science educator at Golden Gate National Recreation Area, Yosemite National Park and Shenandoah National Park, trained ecotourism guides, and volunteered for programs in Nicaragua and Costa Rica.
Last year she and Clare Gupta, UC Cooperative Extension specialist, teamed up with California Institute for Rural Studies and the Community Water Center to produce the podcast Water is Gold: How Central Valley Communities are Still Fighting the Drought, this work was part of a National Science Foundation-funded multidisciplinary research project that examined the effects of groundwater, drought and climate change.
She earned an M.A. in geography, M.S. in community development, B.A. in international relations, and B.A. in Spanish, all from UC Davis. She is fluent in Spanish and trained in both translation and interpretation. Within this position, Murillo-Barrick said she hopes to “support, amplify and expand efforts to achieve agricultural sustainability and address climate change within California's most impacted communities. A fundamental piece of this work will involve providing sound technical assistance while centering on equity, antiracism and language justice.”

Gautam named area citrus IPM advisor
Sandipa Gautam joined UC Cooperative Extension as an area citrus IPM advisor on July 12, 2021.
Prior to accepting the UCCE advisor position, Gautam was an assistant research entomologist in the UC Riverside Department of Entomology. Since 2016 she had worked with UCCE specialist Beth Grafton-Cardwell at Kearney Agricultural Research and Extension Center leading a research group that works on integrated pest management in citrus. She has studied fungal feeding mites Lorryia formosa and Tarsonemus bakeri, California red scale, Asian citrus psyllid and the efficacy of treatments against arthropod pests of export concern.
She earned a Ph.D. and M.S. both in entomology from Oklahoma State University, Stillwater, and a B.S. in agriculture from Tribhuvan University in Nepal.

Baur named Western IPM Center director
After leading the Western Integrated Pest Management Center through the global COVID crisis as acting director, Matt Baur has been named permanent director effective July 1 to lead the center into the post-pandemic future.
Baur, an IPM practitioner and entomologist by training, had been the Western IPM Center's associate director since 2014.
“Like everyone, the center had to change the way we worked during the pandemic and some of those changes are likely to continue into our future,” Baur predicted. “The region we serve in the West is huge – Guam to Colorado, Alaska to New Mexico – and the remote technologies and virtual platforms we all became familiar with in 2020 can help us connect across those miles.”
Baur's goals for the center are to build on its successes and expand its outreach to serve new areas and audiences, promoting smart, safe and sustainable pest management across the region to protect the people, environment and economy of the American West.
Before joining the Western IPM Center, Baur worked as a research scientist at DuPont/Pioneer and was a research assistant professor at Louisiana State University. He received his doctorate in entomology at the University of Kentucky, Lexington, and his bachelor's degree in biology from UC San Diego. He is a licensed pest control adviser in the state of California.

As an agricultural lands acquisition academic coordinator II, Richards aims to better support San Bernardino, Riverside, and San Diego counties through the Sustainable Agricultural Lands Conservation (SALC) grant program.
“More specifically, I will be identifying and addressing regional barriers to land use planning, connecting producers with ANR services and climate-smart technical assistance providers, supporting grant applications and agricultural assessments, and ultimately protecting agricultural systems in perpetuity,” she said.
The East Coast native has lived in California for 11 years and is rooted in San Diego. Prior to joining UC ANR, Richards was a conservation ecologist at the greater San Diego Resource Conservation District, where she led the agriculture, forest health, and habitat restoration programs and supported climate-smart agriculture through planning, education, and technical assistance. She also was a key grant writer and project implementation leader.
She earned a Ph.D. in soil biogeochemistry from UC Berkeley and double B.S. degrees in chemistry and mathematics from Pennsylvania State University.

Mohamed joins Kearney to study alfalfa irrigation
Abdelmoneim “Moneim” Mohamed joined UC ANR Feb. 1 as a project scientist focusing on alfalfa irrigation management.
Mohamed will be working with Khaled Bali, conducting research to identify the best irrigation management practices on alfalfa to enhance water use productivity while minimizing environmental impacts. The project focuses on crop growth and agronomic performance as affected by irrigation management, salinity and other factors.
Prior to joining UC ANR, Mohamed was an agricultural scientist for the Tropical Research and Education Center at the University of Florida. His previous work focused on modeling and optimizing the performance of moving sprinkler irrigation. He has also studied precision and automated irrigation.
After receiving his Ph.D. at Washington State University, Mohamed was an irrigation engineer for WSU Skagit County Extension Center working with extension agents and growers on improved irrigation practices, irrigation systems efficiency evaluation and crop water-use efficiency.
Mohamed earned a bachelor's degree in agricultural engineering from Zagazig University, Egypt, a master's degree in land and water resources management: irrigated agriculture from IAMB, Italy, and a doctorate in biological and agricultural engineering from Washington State University.

Bayless named Master Gardener Program coordinator
Aliya Bayless has been named the UC Master Gardener Program coordinator for Tulare and Kings counties. She joined the UC Master Gardener Program in 2016 when she decided to start her own garden and, in her words, “didn't know anything about gardening.”
Bayless is originally from Baku, the capital city of Azerbaijan, located along the Caspian Sea, but has been a resident of Visalia since 2006. Although she grew up in the city, she learned to love plants (mostly house plants) from family members including her grandmother, father and aunt. When she was an adult, her dad finally bought a piece of land that he had dreamt of for many years. It was on this new property that he started his own garden with a lot of fruit trees and berries. Bayless helped him as much as she could, but like many gardeners, her main job was pulling weeds.
“Since then, I've learned a lot about gardening, met amazing people and enjoyed every minute of volunteering. I'm very excited to start my new journey as a program coordinator and hope that I will be able to help with the program and future projects,” she said.

Lewis selected to deliver ESA Founders' Memorial Lecture
Vernard Lewis, emeritus UC Cooperative Extension specialist at UC Berkeley, has been selected to deliver the Founders' Memorial Lecture at the 2021 annual meeting of the Entomological Society of America, set Oct. 31-Nov. 3 at the Colorado Convention Center in Denver.
Lewis is a national and international authority on drywood termites and is known for his pioneering research on detection innovations and nonchemical methods of control. A nationally recognized urban entomologist, Lewis's research encompasses a variety of urban pests including ants, bed bugs, cockroaches and wood-boring beetles. He has authored and co-authored more than 150 refereed and trade magazine articles and book chapters on termites and household insect pests.
The Founders' Memorial Award was established in 1958 to honor the memory of scientists who made outstanding contributions to entomology. On Nov. 2, Lewis will give a presentation on the life and legacy of African-American entomologist and civil rights advocate Margaret Collins.

Tompkins recognized for fire safety
The Plumas County Fire Safe Council announced Ryan Tompkins, UC Cooperative Extension forestry and natural resource advisor, as one of two new recipients in its Fire Safe Recognition Program on May 13.
Mike Flanigan of Flanigan-Leavitt Insurance nominated Tompkins for the award for playing a significant role in improving the community's fire safety and emergency preparedness.
“Ryan Tompkins has been a huge part of the progress made with the Quincy Firewise USA initiative,” Flanigan said in his nomination letter. “He is currently the UC Cooperative Extension Forester for Plumas, Sierra, and Lassen counties where his research focuses on forest restoration and post-fire restoration. He successfully received certification in his own neighborhood – Galleppi Ranch. He is thorough and keeps the committee focused. We on the Quincy Firewise Committee are very grateful for Ryan's professional input and support.”
Tompkins started his own firewise community four years ago. “Just my little neighborhood HOA of 36 residences,” Tompkins said, “but when I joined UC ANR, I really felt that I needed to focus on making the entire town of Quincy (over 2,000 residences) a Firewise USA Site to serve all the facets of our community and we did it this May!”
“Also, last December, we helped the Sierra Brooks community outside of Loyalton become the first NFPA Firewise USA Site in Sierra County! I'm now working with Sierra City (another community in Sierra County) on their assessment. I see value in the NFPA Firewise USA site program because it focuses on empowering residents to educate, outreach, and work together as a community in wildfire preparedness. It certainly isn't a panacea, but it's a start and a good way to engage folks.”
South Coast REC honored as community service partner
Since October 2019, the Saddleback Valley Adult Transition Program and the South Coast Research and Extension Center have been developing a vocational training program for adult transition program students. As a result of this partnership, South Coast REC was recognized as Community Service Partner of the Year.
Starting on April 16, students began assisting with propagating vegetables in the South Coast REC greenhouse, harvesting, postharvest processing, maintaining vegetable crops, pruning, irrigating, and detecting and identifying insects. This unique partnership allows students to learn skills that can be applied in various settings vocationally, at home and on campus. UC Master Gardener volunteers helped them develop a more robust school garden.
“As the community starts to reopen, we look for further integration of the fruits and vegetables produced within our micro businesses for all students,” wrote Principal Raymund Bueche. “This includes the processing of produce and vegetables in the Educafe and Esperanza kitchens for student consumption and the addition of fresh items including smoothies and juices in Hope Café, a student-run coffee cart, and The Cutie Pie Café, a student-run restaurant.”
This project has also been embraced by Orange County Local Partnership Agreement, a group spearheaded by Chapman University to bring together organizations serving special needs and at-risk youth with training and on-the-job experiences as they transition from school to the workforce.
