Most important, is not spraying Neem on plants that have blooms because Neem is a growth inhibitor and if it gets on the pollen, it could be brought back to the hives by bees. It would harm the bee larvae and possibly the sexual abilities of the queen.  
MGCC Editor: please follow instructions for Neem... among others don't spray when bees are present or will come soon.... early am?
