The ANR Staff Personnel Unit (SPU) within the Office of the Associate Vice President-Business Operations is the principal department for staff personnel matters for all ANR county-based and other off-site units and provides staff personnel services in these areas:
- Classification
- Compensation
- Recruitment
- Employment
- Employee and labor relations
- Interpretation of UC system-wide personnel policies
- Collective bargaining agreements
- People Administration -- Classification Applicant Tracking System
The SPU is located on the Davis campus in the ANR Building. It has been functioning since January 2010, and on July 1, Linda Marie Manton became SPU’s executive director.
The SPU team is available to serve you with staff personnel actions and questions. The team members are listed below:

Direct administrative supervision and leadership for the Staff Personnel Unit, serves as liaison to UC’s Chief Human Resource Officers group, and oversees all existing ANR staff policies.

SPU’s overall goal is to serve its clientele (off-campus units, which include county Cooperative Extension offices) with prompt, accurate and consistent support on staff personnel actions including interpretation of UC systemwide staff personnel policies.

Executive Director Manton also serves as the ANR Affirmative Action Contact and coordinates ANR Academic and Staff training.
As the ANR Affirmative Action contact, Manton is responsible for reviewing staff recruitment packages on issues related to affirmative action, handling affirmative action grievances and Americans with Disabilities Act issues, coordinating related training for ANR employees, and chairing the Equal Employment Opportunity Committee.
