Is there an ongoing scouting program for this insect?

CA Dept of Food and Ag has a regular scouting program for new pests. They are looking for everything that might be a problem along with the current pests that are found here. They rely on people, like Pest Control Advisors to alert them to unusual activity, as well. The more eyes in the field, the sooner a pest can be controlled.

Can you show pictures of what the egg masses look like that Mark mentions, that we should be checking our cars for?
