Business Operations Center at Kearney

As of July 1, the ANR Business Operations Center located at Kearney (BOC-K) is providing comprehensive consolidated financial and payroll-related services in support of county Cooperative Extension offices statewide. This includes providing business services in support of 200 CE advisors and 400 staff employees. The BOC-K's mission is to provide highly effective and efficient financial and payroll services within the guidelines of UC and ANR policies and procedures.

Key services provided by the BOC-K include:

  • travel expense reports

  • purchasing (including UCD Purchasing Card transactions)
  • invoice/vendor payments
  • gift acceptance
  • UCCE checking accounts
  • cash collections
  • DaFIS account management

Smith-Lever increased funds to be focused on program development

The Executive Working Group has been notified that ANR is receiving an increase in USDA Smith-Lever funding, and has directed these funds in FY 2010-11 to program development by advisors and program representatives. These funds will be allocated to county directors in the amount of $1,000 per advisor and $500 per program representative, regardless of their source of funding.

These funds are to be used in support of professional development expenses such as professional travel to meetings, conference registration, seminars and in-service trainings. Use of these funds will be approved by each county director.

Funds will be transferred by the Business Operations Center at Kearney to a program development account for each county director to manage, allocate and approve expenses.

EWG hopes to provide similar funding in future years.

BOC adds staff; Healthy Families & Communities conf Aug. 24-26

BOC adds financial services staff

Cherie McDougald, chief administrative officer of the UC ANR Business Operations Center for county-based Cooperative Extension (based at Kearney Research & Extension Center), has announced the hiring of additional staff members for the BOC Financial Services Team.

The four new BOC Financial Services staff members are Helen Moriyama, Laura Gonzales, Guillermina Garcia and Maryann DeLecce.

Moriyama, who began her career appointment with the BOC on May 20, is a former UC Davis employee with the California Animal Health & Food Safety System’s Fresno Lab from 1987 through the closing of the Fresno branch in July 2009.

Gonzales, Garcia and DeLecce will all begin working in the BOC at Kearney on June 7.

Gonzales worked for Ventura County Superior Court as a fiscal technician and accountant from 2005 to 2009.

Garcia worked at the State of Texas Department of Public Safety, Reedley College and Fresno City College, performing a variety of financial services.

DeLecce is also a former UC Davis employee, serving with the California Animal Health & Food Safety System’s Fresno Lab from 1991 through the Fresno location’s closing in July 2009.

The new staff members will join BOC Financial Services Manager Kathy Montanez and existing staff members Kennieth Nasalroad, Lorraine Holm and Nora Rodriguez to provide financial services processing in support of all county CE advisors and offices statewide beginning July 1.

Healthy Families and Communities Coordinating Conference set for Aug. 24-26

The Healthy Families and Communities Coordinating Conference will be held Aug. 24-26 at UC Davis.

“The primary focus of the conference will be to dialog, discuss, review and further define the priority areas of inquiry identified by the panel for the HFC Strategic Initiative,” says Sharon Junge, HFC initiative leader. “It will also include the beginning development of the strategic plan for accomplishing the work over the next five years.”

We understand people want contact information for the Business Operations Centers in Kearney and Davis. We have been working hard on identifying the specific individuals who will be performing the various functions. By June 1, we will publish a directory of ANR Business Operations Centers’ employees and which business processes they will be performing.

County directors to discuss fundraising


Don Klingborg will be holding conference calls with the county directors to discuss fundraising in the counties. During the calls on March 19 and 24, Klingborg will ask the CDs for their opinions about whether we should pursue fundraising at the local level and, if so, what are the potential roles and approaches that should be standardized?

Business Operations Centers

Two ANR Business Operations Centers have been established, one in Davis and one at the Kearney Research & Extension Center in Parlier.

Nikki Humphreys is the lead for the Business Operations Center-Davis (BOC-Davis).  The unit is charged with the responsibility to provide administrative services to Davis-based ANR service units & statewide programs.

Cherie McDougald is the lead for the Business Operations Center—Kearney (BOC-Kearney).  This unit is charged with the responsibility for providing administrative services to county-based Cooperative Extension offices throughout the state.

Some of the major functions of the Business Operations Centers include:

  • Contracts & Grants (budget review, new account set up and notice, cost-share/effort reporting)
  • Payroll (time & leave reporting for academic and staff employees)
  • Payroll/Personnel System (personnel action entries for academic and staff employees)
  • Gift acceptance
  • Purchasing
  • Accounts payable
  • Bank accounts
  • Direct charges
  • Travel and entertainment

Joining Humphreys in the BOC-Davis unit will be Marianne Goetze from the REC A/O and Laura Hernandez from IPM, both transferring from their respective units effective April 1. Jeri Hansen from Communication Services and Information Technology (CSIT) will follow on May 1. The Administrative Review Council (ARC) will continue discussing the design and make-up of this unit at its March 16 meeting.

The BOC-Kearney unit is currently staffed by McDougald, Kathy Montanez, Kennieth Nasalroad, Diane Chadwick, Lorraine Holm, Nora Rodriguez, Cathy Edwards, and Joyce Hatanaka, all formerly with the Central Valley Regional Office. Currently, the BOC-Kearney provides services to advisors and staff from the Central Valley and North Coast & Mountain regions. In April, they will begin phasing in services to the Central Coast & Southern Region CE advisors and staff. The BOC-Kearney is now recruiting to fill one payroll services assistant position and three financial services assistant positions as part of the approved staffing plan.

Program Support Unit

The new Program Support Unit is up and running under the leadership of Joni Rippee. While the entire scope of responsibilities for the ANR Program Support Unit is still in development, the major responsibilities have been identified as follows:
  • Support for regional/statewide workshops/conferences/symposia—Provide logistical support in terms of planning, coordination, meeting arrangements, business and contract management associated with the meeting, catering, A/V, other hotel agreements, etc.
  • Support for ANR initiatives—Work with initiative leaders to plan, coordinate and conduct meetings of initiative panels, advisory group, etc., to facilitate the development and implementation of programs.
  • Support for ANR advocacy efforts—Work with advocacy leaders to plan, coordinate and conduct meetings to facilitate the development and implementation of advocacy goals.
  • Support for internal ANR competitive grants programs—Assist appropriate leaders in developing requests for proposals, coordination of review panels, compilation of funding decisions, and interfacing with Business Operations Centers to communicate funding decisions.
Working with Rippee are Sherry Cooper, who was formerly based at UCCE Shasta County and joined the Program Support Unit on January 1, Heidi O’Guinn from the REC AO, and Melanie Caruso from IPM who both joined March 1. The Program Support Unit is directed by Bill Frost.
