Afternoon,  
My major question is... do you undo the whole Vetch plant while harvesting or you pick vines and leave the mother plant yielding more?

Vetch is typically not harvested like a forage crop would be for hay, but rather is often grazed by livestock. Livestock tend not to eat vetch when it is green and fresh, preferring to eat it when it is dead and dry. I do occasionally see vetch used in flower arrangements, and perhaps that is the intent of your question. As an annual plant, vetch will likely not continue to grow, or will grow very little, if it is cut close to the ground once it gets to the flowering stage. Perennial legumes like alfalfa will readily regrow when cut close to the soil. Soil moisture will also have an effect with dry soil inhibiting regrowth. If cut higher on the stem earlier in it's growth cycle, the vetch plant will likely grow new stems.
