Vision
Through leadership and direction, the UC ANR Administrative Review Council (ARC) promotes and achieves administrative efficiency, effectiveness, and compliance within UC ANR’s administrative structure in support of UC ANR’s mission.
ARC focuses on discussing and outlining specific strategies and processes to achieve UC ANR’s long-term strategic goals. ARC serves as a council for ANR administration across the UC campuses. Systemwide committees and task forces are structured with representatives from campus councils and ARC.
Purpose
ARC recommends and implements decisions by the ANR Vice President and ANR Leadership concerning administrative functions, services, and staffing in order to meet ANR’s current and future challenges and opportunities. ARC achieves this by:
- Serving as the administrative services leadership group within ANR.
- Modeling teamwork.
- Communicating key information.
- Recommending approaches for implementing new policies, requirements, and administrative systems.
- Proactively anticipating, evaluating, and developing solutions to address future challenges in ANR administrative services.
Goals and Guiding Principles
- Align the strategic plans and actions of administrative service units and their functions.
- Enhance administrative efficiencies to streamline processes and lower costs, including maximizing the value of online systems.
- Build effective coordination among administrative service units and functions.
- Ensure ANR administrative services comply with UC policies and systems.
- Support the delivery of outstanding customer service.
- Seek input and generate clear, concise communication regarding administrative issues and recommendations.
- Provide strategic guidance to administrative service units and review results.
- Promote responsibility, accountability, and equity when developing administrative recommendations.
- Maintain flexibility to respond to UC and ANR administrative change.
Membership
The Administrative Review Council includes:
- Associate Vice President – Business Operations
- Resource Planning & Management Executive Director
- ANR Controller
- Contracts and Grants Director
- Human Resources Staff & Academic Personnel Executive Director
- Statewide Programs & REC Operations Director
- Facilities Planning & Management Director
- Information Technology Director and/or Chief Information Security Officer
- Chief Procurement Officer
Council members may not delegate attendance to others without the consent of the Chair. The Council may invite other ANR members or UC administrators to attend meetings as guests to address specific agenda topics.
Roles
Chair
The Associate Vice President – Business Operations provides overall leadership to the Administrative Review Council. The Chair convenes meetings, sets agendas and parameters, makes final decisions, and/or brings recommendations to ANR Leadership for discussion and approval by the Vice President, as appropriate.
The Chair is responsible for following through on pending items and implementing approved actions. The Chair also serves as an ex-officio member of the ANR Program Council and as a liaison between the two councils.
Staff Support
Staff support is provided by the Executive Assistant to the Associate Vice President – Business Operations. Responsibilities include providing analytical and process support, assisting with meeting planning and facilitation, recording meeting minutes, and following through on Council activities.
Administrative Review Council Members
Members represent the interests of various administrative units, share responsibility for fulfilling ARC’s purpose, and serve on special assignment teams as needed to achieve Council goals.
Members bring a diverse combination of UC and ANR knowledge, abilities, experience, and perspectives that support the mission of the Administrative Review Council.

- Place cell phones on silent or vibrate and check email during breaks.
Meeting Schedule
The Administrative Review Council typically meets quarterly. Meetings generally last one to two days.
Additional ad hoc meetings may be scheduled as needed.
Videoconferencing and conference calls may be used when appropriate to reduce travel time and costs.
