UC ANR Consolidates Human Resources
For the past 18 months, UC ANR Academic Personnel Unit (APU) and the Staff Personnel Unit (SPU) have been working closely together to integrate the human resource services. This has been a very positive and successful process for the staff of the two units. The consolidated Academic and Staff Personnel units, under “one” Human Resource Service umbrella, will be more effective and efficient for the Division. The merger is effective October 1, 2105.
This strategy will enhance the services provided to ANR clientele when coupled with a “business partner” model, allowing for a closer partnership between HR staff and their clients. Under this model, the APU and SPU will identify HR “business partners,” from current HR analysts, who will consult strategically with clients on HR actions, explain policies and procedures, and ensure timely completion of their assigned actions.
The Staff Personnel Unit will continue to serve ANR units as they have with staff recruitments, compensations, leaves and labor relations. The Academic Personnel Unit will continue to serve ANR units with academic recruitments, merits and promotions, sabbatical leaves, and emeritus status. These functions will continue to be overseen by the UC ANR Vice Provost for Cooperative Extension. The labor relations team will continue to serve the division, however there will be greater integration between the academic and staff subject matter experts, ensuring enhanced client services. The Affirmative Action office will continue to serve ANR as an integrated service. The collaboration between the Academic and Staff Personnel functions will allow for a more comprehensive customer service orientation model.
On October 1, 2015, John Fox will join the new HR organization as its Executive Director – based in Davis – and will ensure its successful implementation, as Linda Manton moves toward retirement, in completion of projects and training programs.

Guidelines for salary increase for academics and non-represented staff
Dear Colleagues,
As announced in the April 8, 2014, ANR Update by UC ANR Vice President Barbara Allen-Diaz, UC ANR Academics and Non-represented Staff Employees will receive a 3 percent salary increase effective July 1, 2014. In the announcement, the vice president stated that guidelines would be forthcoming. Attached please find the 2014-15 3 percent salary increase guidelines for academics and non-represented staff.

2014-15 Academic n Staff ADMINISTRATIVE GUIDELINES Final
STAR Award nomination deadline extended to May 16
Nomination applications are being accepted for the ANR Staff Appreciation and Recognition (STAR) Program through May 16.
The purpose of the STAR program is to recognize and reward outstanding staff individual and/or team performance within the Division of Agriculture and Natural Resources.
Under the STAR plan, managers are able to recognize, acknowledge and reward employees for exceptional performance and/or significant contributions related to and supportive of individual, departmental, divisional, and/or organizational goals and objectives. Managers may acknowledge and reward individuals and teams demonstrating:
- Exceptional performance: Demonstrated and sustained exceptional performance that consistently exceeds goals and work expectations in quantity and/or quality.
- Creativity: One-time innovation or creation that results in time or dollar savings, revenue enhancement and productivity improvement; and/or ongoing innovative/creative activities that benefit organizational systems, protocols and/or procedures.
- Organizational abilities: Exhibiting extraordinary skills in leadership resulting in the accomplishment of significant departmental or divisional goals and objectives; effective project management, which could include developing a project and/or implementing a project with substantial success; and/or demonstrating organizational capability leading to a greater level of effectiveness.
- Work success: Significantly exceeding productivity, customer service, quality of care or similar goals, including demonstrating superior interactions with managers, peers, supervisors, subordinates, the University community and/or clients and customers served.
- Teamwork: For team awards, the following criteria, plus the criterion above, will be considered. Acting as an exceptionally effective and cooperative team member or team leader for a team that has significantly exceeded the goals/objectives of the department/unit.
May 16, 2014, is the deadline for nominations. Directors and managers have the nomination forms. Applications should be e-mailed to anrstaffpersonnel@ucanr.edu.
An appointed review committee will review applications and select up to 20 individuals and two teams to recommend for awards. VP Barbara Allen-Diaz will make the final selections and unit directors and candidates selected for awards will be notified by July 1.

Everyone who moved into the new ANR building located at 2801 Second Street in Davis has a new phone number. Before calling them, please check the ANR directory for their new phone numbers. Email addresses remain unchanged.

Reminder: Administrative functions survey
The deadline for providing input on how ANR’s reorganized administrative functions and units are working for you has been extended to Friday, Nov. 18.
The short survey, created by ANR’s Administrative Review Council (ARC), focuses on the functions of three service units:
