Employee Compensation Compliance (ECC) provides a more transparent, standardized, and efficient process for certifying salary expenses charged to federally sponsored projects.
Project Overview
Beginning in October 2026, UC ANR will transition from the Effort Reporting System (ERS) to the Employee Compensation Compliance (ECC) system, the University of California's new platform for federal effort certification. This transition is part of a UC-wide initiative led by the UC Office of the President to modernize effort certification and strengthen security and compliance across the University of California.
Certifiers will begin using ECC for federally required effort certification post-go-live, as applicable to their role.
Why This Matters
ECC simplifies effort certification while strengthening compliance and improving the user experience. Unlike ERS, where UC ANR participated in the UC Davis environment, ECC provides UC ANR with its own dedicated instance, giving the organization greater administrative flexibility and better alignment with its operational needs.
ECC will provide:
- Enhanced visibility into employee compensation and effort certification information.
- Streamlined workflows that reduce manual effort and administrative burden.
- Improved reporting and oversight.
- A more user-friendly experience for employees and administrators.
Readiness and Support
Resources will be provided to help ensure a smooth transition:
- Training materials and job aids
- Information sessions and demonstrations
- Office hours before and after implementation
- Ongoing support resources and guidance
At this stage, no action is needed. Please continue to use ERS for current requirements. We will continue to share updates and resources as implementation progresses.
