Winter season: A time for food safety systems re-evaluation and education for food hubs
The holiday meal season is often a busy time for food hubs – entities that handle the aggregation, distribution and/or marketing of source-identified regional food – as restaurants, retailers and consumers fill their tables and shelves with an abundance of fresh, local products. However, the subsequent winter months can provide a valuable time for reflection and re-evaluation of a food hub's systems and processes. In this spirit, it may be helpful to remind people working at food hubs that University of California Sustainable Agriculture Research and Education Program (UC SAREP) offers a suite of food-safety resources – in English and in Spanish – on its website.
- A step-by-step guide for food hubs on how to pursue a third-party food safety audit with guidance on how to navigate buyers' questions.
- Two sample food-safety plans intended as a starting point to be adapted to a food hub's specific operations and practices.
- Example standard operating procedure, or SOP, documents related to 11 common tasks carried out by food hubs.
“We hope these resources can play a role in helping food hubs to adopt best practices and control risks related to food safety,” says Gwenael Engelskirchen, sustainable food and farming coordinator with UC SAREP, who led the development of these educational tools.
According to the Centers for Disease Control and Prevention, approximately, 1 in 6 Americans (or 48 million people) gets sick and 3,000 die of foodborne diseases annually. In 2011, to help prevent the occurrence of foodborne illness, the federal government enacted the Food Safety Modernization Act (FSMA), designed to outline actions to be taken at various points along the supply chain for both human and animal food.
UC SAREP's Food Safety Resources for Food Hubs are intended to help food hubs navigate these food-safety regulations and accompanying best practices. Resources are also available in Spanish at Recursos de seguridad alimentaria para los centros de distribución de alimentos.
Food safety certification guide
Some buyers verify a supplier's food safety program by requiring an audit performed by a third-party certification body or auditing company. This Guide to Food Safety Certification offers key considerations before deciding to pursue a food safety audit and helps users navigate the food safety certification process.
Food safety plan
Food hubs that meet the criteria for full compliance with FSMA's Preventive Controls for Human Food Rule are required to have a food-safety plan in place. And for all food hubs, having a shared document describing the facility's operations and how potential risks of food contamination are managed is a good idea. Two sample food safety plans, inspired by the operations of food hubs in California, provide a starting point and can be adapted to a hub's own operations.
Standard operating procedures
Standard operating procedures provide detailed step-by-step instructions for how to carry out operational tasks within a food facility. The standard operating procedure samples cover common topics such as handwashing, facility cleaning and more, and are intended to be adapted to a food hub's specific operations and practices.
Jacob Weiss from Spork Food Hub in Davis said, “the templates were a great starting place for us to build the framework of our food safety plan. It helped us figure out what we needed to (and didn't) need to include. I think the SOPs are also really useful because they are broad enough to get you started but flexible enough to add the specific practices of your business or hub.”

Rachel Surls has cultivated a healthier LA County through gardens
UC Cooperative Extension advisor who promotes school gardens, urban agriculture to retire after 35-year career
A stroll through a leafy, green garden can give one temporary relief from life's harshness. During her career, Rachel Surls has used gardens to cultivate healthier communities, whether they are growing nutritious food or providing science lessons for students.
Over the past 35 years, Surls, University of California Cooperative Extension sustainable food systems advisor in Los Angeles County, has witnessed many changes – such as promoting public events on Instagram rather than typing and mailing press releases. A comforting and consistent presence has been the UC Master Gardener Program, part of UC Agriculture and Natural Resources.
“As I look back, the UC Master Gardener Program has been a constant in my work. It helps so many people,” said Surls, who joined UCCE as a school and community garden coordinator in 1988.
“My new job with UCCE-LA was my dream job. I organized community gardens around the county and supported teachers who wanted to start school gardens,” recalled the Michigan native, who plans to retire at the end of the year. “I had a bachelor's degree in agronomy and was freshly out of a stint with the U.S. Peace Corps in rural Honduras. My work there inspired me to pursue community development work related to gardening.”
Louisa R. Cardenas, trustee of Los Angeles County Natural History Museums, was a UC Master Gardener volunteer for 25 years.
“Among Rachel's many skills and assets are her willingness to listen to and consider ideas from Master Gardeners that eventually reach and empower Los Angeles County residents to grow food that supplements their nutritional needs,” Cardenas said.
To complement the nascent UC Master Gardener Program in Los Angeles County, Surls organized “Gardening Angels,” a cadre of volunteers to work with teachers and students to develop school gardens. She edited a guide for teachers, parents and volunteers to build gardens for children.
“I met Rachel in 1992 and was so blessed to come up through the ranks with her,” said Rose Hayden-Smith, UCCE emeritus advisor in digital communications in food systems and extension education. “We were in neighboring counties, and had many similar programmatic interests, including school gardens. Her research informed my work and was so helpful to me.”
Advancing food security, community nutrition
In 1994, after earning her master's degree from Cal Poly Pomona in agricultural science with a focus on agricultural education, Surls accepted a newly created position: UC Cooperative Extension urban horticulture advisor.
To retain Los Angeles County funding in 1992, the UCCE staff had become part of the county's Housing Authority/Community Development Commission. As the UCCE urban horticulture advisor, Surls was tasked with developing gardens at five public housing sites. At one of these locations, Carmelitos Housing Development in Long Beach, she worked with community partners to select landscape trees, hire a greenhouse contractor and design a horticulture job training program for public housing residents. This site became known as the Growing Experience Urban Farm.
“I'm pleased that 29 years later, the Growing Experience is still an active community farm where UC Master Gardeners offer workshops for the community,” Surls said.
In 1997, when George Rendell retired as director of UCCE in Los Angeles County, Surls applied for the job. For the next 14 years, she oversaw more than 70 employees and local programs, including the 4-H youth development program, which launched afterschool, hands-on learning for children.
Surls, who participated in 4-H herself as a child, worked closely with 4-H funders. She helped secure grants, contracts and gifts for 4-H as well as the UC Master Gardener Program and UCCE nutrition programs for projects that encouraged Angelenos to eat more fruits and vegetables.
“Rachel was incredibly creative and innovative as a leader,” said Hayden-Smith, who served as director of UCCE in Ventura County. “Rachel models a kind of quiet leadership that invites people into the process, honors the group and moves work forward in important ways.”
While working, Surls earned her Ph.D. in higher education administration at Claremont Graduate University in 2008, with an eye on pursuing other leadership roles. Instead, the global financial crisis inspired her return to working directly with Los Angeles County residents on urban gardening to reduce food insecurity.
To focus on outreach, the UCCE sustainable food systems advisor handed her UCCE director duties to Keith Nathaniel, UCCE 4-H advisor, at the end of 2011.
Developing, sharing resources for urban farming and gardens
In 2012, she organized colleagues within UC Agriculture and Natural Resources and community partners to study the needs of urban farmers and begin offering workshops for them. She led the development of an urban agriculture website, with resources covering business management, food safety, marketing and regulations. She served on the leadership board of the Los Angeles Food Policy Council and began advising cities on policies that would make it easier for residents to grow food.
“These have been my favorite and most productive years of my career,” Surls said.
Drawing on skills she began honing as an undergraduate at Virginia Tech as a news writer for the Virginia Extension Service, Surls co-authored a book about the history of agriculture in Los Angeles County, called “From Cows to Concrete: The Rise and Fall of Farming in Los Angeles.” She is currently working on a second book about urban farming in the U.S.
The Grow LA Gardens Initiative – which helps aspiring gardeners start their own gardens quickly – is one source of pride for Surls. Hundreds of people have taken the four-week course and, after participating, nearly 70% planted gardens.
In 2018, Surls was honored with the Bradford-Rominger award by the Agricultural Sustainability Institute at UC Davis for her work promoting community gardens, school gardens and urban agriculture.
With community gardens and school gardens now commonplace, Surls chuckles as she recalls veteran UCCE colleagues advising her to choose a more “serious” academic focus early in her career.
“It's gratifying to see so many people in academia working on farming in cities, school gardens and community gardens,” Surls said.
Advocating for equity
In 2022, while Surls was on sabbatical, she and Cardenas – the longtime UC Master Gardener volunteer – requested and received $100,000 from the Los Angeles County Board of Supervisors to hire an equity, diversity and inclusion coordinator and to fund outreach. This UC Master Gardener project championed by Supervisor Sheila Kuehl specifically reaches underserved populations within the county. “Such a significant achievement would not have been possible without Rachel's encouragement and support,” Cardenas said.
After she retires, Surls plans to volunteer her expertise for online training of UC Master Gardener volunteers statewide. To support their program efforts including outreach to the Spanish-speaking community and scholarships for underserved communities, Surls has pledged to give $5,000 as a matching gift to donations to the UC Master Gardener Program in Los Angeles between Giving Tuesday, Nov. 28, and Dec. 31 at https://ucanr.edu/LAmastergardener.
UC awards Brodt $2M to advance soil health, climate-smart farming practices
Regional farms will demonstrate practices such as cover cropping, reduced tillage, compost and mulch use, hedgerow planting, optimized irrigation systems
To accelerate adoption of climate-smart farming practices, the University of California Office of the President has awarded nearly $2 million to a team of UC Cooperative Extension scientists and community partners working on a network of farm demonstration sites. The project will be led by Sonja Brodt, coordinator for agriculture and environment at the UC Sustainable Agriculture Research & Education Program. This UC Agriculture and Natural Resources project is one of 38 funded with $83.1 million allocated to UC by the State of California for climate action research and innovation.
Scaling up soil health and other climate-smart agricultural practices to sequester carbon, increase water and nutrient use efficiency, and improve the resilience of farms to climate-related threats like drought and floods is a core pillar identified in California's Natural and Working Lands Climate Smart Strategy.
Climate-smart agriculture is a systems-based approach that requires localized adaptation across the diverse soils, cropping systems, socioeconomic and cultural contexts throughout California.
“Our project will strengthen the nascent California Farm Demonstration Network for on-the-ground, regionally specific demonstration of a range of climate-smart practices,” said Brodt. “Regional farms will demonstrate practices such as cover cropping, reduced tillage, compost and mulch use, hedgerow planting, irrigation system optimization and more.”
The $1,999,524 project will pilot a participatory partnership extension model that allows farmers to learn from their peers to reduce adoption risks and adapt knowledge to an ever-changing environment, increasing the likelihood of farmer success and accelerating long-term uptake of complex, place-specific practices.
Building on the capacity of local trusted organizations, project collaborators will be organized in a hub-and-spoke network with three regional Farm Demonstration Hubs (Sacramento Valley, North Coast and Central Coast), a pilot Hmong/Mien Demonstration Hub, and a statewide Organic Demonstration Hub.
Collaborators at each hub will be responsible for identifying and nurturing farm demonstration sites, and conducting demonstration trials and farmer-to-farmer outreach activities. Centralized organization and capacity building will be provided by UC SAREP, UC Organic Agriculture Institute, the California Association of Resource Conservation Districts, the Community Alliance with Family Farmers, and the California Farm Demonstration Network Advisory Panel.
In addition to several UC Cooperative Extension advisors and specialists across the state, partners include the UC Hansen Research and Extension Center and the Rodale Institute California Organic Center, both in Ventura County, and the UC Climate Smart Agriculture Program. Eight Resource Conservation Districts will also be involved in leading Farm Demonstration Hubs.
The project will also conduct soil health assessment activities to inform soil health and resilience monitoring protocols in future research and extension efforts. Since many existing soil health metrics were designed for agroecosystems in the Midwest and Eastern U.S., this project aims to lay the groundwork for research to adapt soil health metrics to the arid and Mediterranean climates of California.
“By utilizing relationships built between demonstration hub managers and demonstration farms across different cropping systems, we will gather quantitative and qualitative soil health data, information about growers' management practices as well as their own perspectives of what they really need to know about their soils in order to better manage for climate resilience and mitigation,” said Brodt.
Ultimately, the project partners aim to establish an enduring on-farm extension and research system that will help thousands of farmers adopt climate-smart practices tailored to their farms.
Other grant-supported projects focus on water access, conservation
The largest of the Climate Action Matching Grants, an $8.2 million investment, supports the development of planning tools to advance sustainable, inclusive and equitable water distribution for California's 39 million people. The project is led by Ted Grantham, a UC Cooperative Extension specialist in the Department of Environmental Science, Policy and Management at UC Berkeley. Kristin Dobbin, UC Cooperative Extension specialist in the Department of Environmental Science, Policy, and Management at UC Berkeley, and Erik Porse, director of the California Institute for Water Resources are collaborating on the project.
Three other projects involving UC ANR researchers received California Climate Action Seed Grants and Matching Grants subawards:
- Development of a hydrogel that can work as a soil amendment to help small-scale vegetable farms conserve water led by UC San Diego associate professor Shengqiang Cai with Ruth Dahlquist-Willard, UC Cooperative Extension small farms advisor and interim director of UC SAREP; Mallika Nocco, UC Cooperative Extension specialist; and Matthew Gilbert, UC Davis professor of whole plant physiology. $297,979
- Development of a tool for predicting climate-water variation led by UC Irvine professor Isabella Velicogna with Tapan Pathak, UC Cooperative Extension specialist. $199,531
- A study of urban stream corridors led by UC Davis professor Gregory Pasternack with Igor Lacan, UC Cooperative Extension environmental horticulture and urban forestry advisor. $33,824
- A study of how California's housing crisis affects the growth of the wildland urban interface (WUI), where the fringes of development reach into natural areas led by UC Santa Cruz professor Miriam Greenberg, with Barb Satink Wolfson, UCCE fire advisor, Devii Rao, UCCE livestock and natural resources advisor, and the Central Coast Prescribed Burn Association.

Validation of Innovation Program provides supportive ecosystem for startups
The VINE, an initiative by the University of California Agriculture and Natural Resources, is now accepting applications for its VINE Validation of Innovation Program. The program aims to support innovation in the agri-tech sector, particularly in climate-resilient solutions for California food systems.
Made possible with support from a UC Climate Action grant, the program is inviting startups to apply, with a focus on providing comprehensive support for field trials – a critical stage for any agri-tech venture.
"Field trials are vital for validating new innovations in the agri-tech sector,” said Gabe Youtsey, chief innovation officer with UC ANR and founder of The VINE. “The VINE VIP aims to provide a supportive environment for carrying out these essential tests, bridging the gap between innovative concepts and real-world application."
Elif Ceylan, co-founder of OpenGate Partners and head of the VINE VIP, also stressed the importance of field trials.
"Field trials serve as a crucial phase where promising ideas either succeed or require adjustment,” Ceylan said. “We are committed to prioritizing this stage to ensure the effectiveness and relevance of emerging agri-tech solutions."
The VINE VIP offers more than field trials. It provides a supportive ecosystem for startups, including industry connections, access to a broad network of farmers and experts, comprehensive validation results and market entry support. The program is a unique accelerator that pairs startups with project partners in the agri-tech industry, facilitating Proof of Concept projects and commercialization trials for industry-defined challenges in California agriculture.
By connecting startups with farmers, academics and industry experts, the program aims to validate, advance, adopt and amplify innovative technologies, reducing technological risks and accelerating sales through its extensive industry network.

/h3>Farm Smart program instills appreciation for ag in Imperial Valley youth
Desert REC program has reached more than 168,000 people thanks to broad community support
“Oohs” and “aahs” fill the classroom as Stacey Amparano, Farm Smart program manager at the Desert Research and Extension Center in Holtville, yanks an ear of corn off a stalk. Holding it high in the air, she begins shucking the corn to reveal a bright yellow color.
“It's corn!” yells a member of the audience. Amparano demonstrates how to shuck and shell corn to a group of local kindergarteners, all while explaining its many uses.
Farm Smart, an outreach program focused on agricultural literacy, has educated more than 168,000 people in the Imperial Valley and surrounding areas since its inception in 2001. The program is an integral part of Desert REC – one of nine centers operated across the state by University of California Agriculture and Natural Resources – and serves K-12 students and their families.
Nestled in the southeastern corner of the state, Imperial Valley is home to over 500,000 acres of farmable land and more than 65 crops, making it an ideal place to teach youth about the valley's significant contribution to California, the U.S., and the world.
“Farm Smart is a reminder to kids that they come from a place that feeds most of the country throughout the year. It's something to be proud of,” said Amparano.
While the younger participants might not grasp the full impact of Farm Smart right away, the community sure does. More than 60% of the program's funding comes from contributions from the community, including local organizations, institutions and families.
“I don't think many people realize that a majority of Farm Smart is funded by the community. It makes this program even more special, that our own community believes in our impact and wants us to keep going,” Amparano said.
For example, the Imperial Irrigation District has supported and funded the program since it began, donating $107,500 in 2022 alone.
“This program has created an awareness of how food is grown, harvested and put on our table,” said Norma Galindo, former IID board director. “It invites participation from the elementary through high school grades and serves as a hands-on experience that is priceless.”
During her tenure, Galindo championed the increase of IID's monetary allocation to Farm Smart and requested that older people be allowed to participate in the same manner as the students. This created an opportunity for Farm Smart to engage a segment of the population that is often overlooked. Like the youngsters, retirees escaping cold weather in northern states can learn about irrigation and soils and pick vegetables to take home.
Valeria Landeros, a community education specialist at Desert REC, grew up in the Imperial Valley and remembers attending a Farm Smart field trip in elementary school. “I remember learning how to milk a cow and make butter and thinking that we traveled somewhere far out of town,” she said.
“Most people who grow up in Imperial Valley and the greater area know nothing about the fields that surround us,” said Clarissa Abarca, another community education specialist at Desert REC.
Similar to Landeros, Abarca participated in Farm Smart field trips during elementary to high school and can attest to the program's ability to modify its content and suit the interest of all ages. As an educator, Abarca gets most excited about instilling an appreciation for agriculture and introducing students to the numerous careers in the sector.
Galindo said that she expects that the IID Board will continue to support this program with crucial funds.
“Any other [county] that emulates this type of program stands to benefit from it, if and when it is done on a long-term and consistent basis. Teaching the city folks about farming is a process, not
an event,” said Galindo.
Farm Smart was selected as a recipient of the California State Future Farmers of America Distinguished Service Award and will be recognized at the upcoming State FFA Conference in March.
