Adobe Acrobat Pro is advertised as being a full featured software application designed for creating, editing and converting documents to PDF files. You can add Signature Fields, and other form elements using Acrobat Pro.
Adobe Acrobat Reader is designed to View, Store and Share PDF files and is available as a standalone application for most operating systems. Acrobat Reader is also designed to fill out forms, add signatures, and leave comments, highlights, sticky notes etc. PDF forms can be signed, and returned.
Accessibility experts and professionals who create PDF forms are almost unanimous in recommending NOT using Acrobat Pro for creating PDF forms from scratch. The layout tools in Acrobat Pro are buggy and difficult to use to get precise layouts.
