The UC ANR Staff Assembly Council bylaws are currently under review and will be updated shortly. Below are the bylaws that were updated on November 6, 2019.
Bylaws
Thenameofthisorganization shallbetheUniversityofCaliforniaAgricultureand NaturalResources Staff Assembly (UC ANR Staff Assembly).
Section1: Vision/Mission
TheresolveoftheUniversityofCalifornia AgricultureandNatural Resources(UC ANR)StaffAssemblyis tocultivatesatisfied,dedicatedandprofessionalstafftoworkwith UCANRSeniorLeadershipandother members ofthe ANR community to promote the interest and welfare ofall staffemployees. This vision will be accomplished by:
- ReachingouttoandreceivingfeedbackfromallUCANR staffonissuesofconcern,thereby giving staff a collective voice to Senior Leadership;
- OfferingopinionsandrecommendationstoSeniorLeadershiponpolicies,processesand programs
- FosteringanunderstandingofANR’smissionbyprovidinglearningandotheropportunities to increasetheexchangeofknowledgeinallaspectsoftheANR community
- InconjunctionwiththeANRLearningandDevelopmentteam,providingsupportforcareer training and professional development opportunities to all ANR staff to further career advancement.
Section2:Membership,MeetingsandVoting Eligibility
- AllUC ANRstaff,nomattertheappointment type,aremembersoftheUC ANRStaff Assembly.
- AllUC ANRcounty-paidstaffaremembersoftheUC ANRStaff Assembly.
- AgeneralmeetingoftheUC ANRStaffAssemblyAmbassadorsshallbeheld annually.
- EmergencyorspecialmeetingsshallbeconvenedbytheStaffAssemblyCouncilchair,as necessary.
- Allmembers ofUCANRStaffAssemblyareeligibletovoteatallgeneralmeetingsorinballotor online voting.
Section3:StaffAssembly Council
The Staff Assembly Council (SA Council) shall consist of a chair, a vice chair/treasurer, a scribe, a programchair,avice programchair,acommunicationschair,apastchair,aseniorCouncilofUniversity of California Staff Assemblies (CUCSA) delegate and a junior CUCSA delegate, a wellness chair, an educational reimbursement chair, and an ambassador chair/co-chair.
Amajority(50percent+1)ofeligiblevotesshallconstituteaquorumforthetransactionofbusiness before the SA Council.Unless otherwise specified, voting results shall be determined by a simple majority of votes cast.
Chair
- ArrangesatleasteightSACouncilmeetingsper year.
- ProvidestimelynoticeofSACouncil meetings.
- PresidesovertheSACouncilandGeneralMembership meetings.
- Inconsultationwiththevicechairandscribe,appointscommitteesandcommitteemembers from the general membership.
- Inconsultationwiththevicechair,establishestheagendaforSACouncil meetings.
- ServesasanalternatedelegatetoCUSCA(ifthechaircannotsoserve,assignsanothercouncil member to do so).
- Assumesother responsibilitiesasspecifiedelsewherein thebylawsoras needed.
Vice Chair/Treasurer
- Assumesthedutiesofthechairintheabsenceofthe chair.
- Draftstheannual budget.
- Coordinatesfinancialtransactionsandmonitorsbudgeteach month.
- Consultswiththechairandscribeontheappointment ofcommitteesandcommittee members.
- Assumesother responsibilitiesasspecifiedelsewherein thebylawsorasrequestedbythe chair.
- Servesaspolicyandprocedure coordinator.
Scribe
- TakesandpreparesSACouncil minutes.
- ProvidestimelywrittenminutestoallSACouncil members.
- Consultswiththechairandvicechairontheappointmentofcommitteesandcommittee members.
- Workswiththe chairandprogramchairtosend“thank you”letterstoguest speakers.
- Assumesother responsibilitiesasspecifiedelsewherein thebylawsorasrequestedbythe chair.
Past/ExOfficio Chair
- AdvisestheSACouncilas needed.
- Isnot avotingmemberofSA Council.
Communications Chair/Coordinator
- ServesasaliaisonbetweenStaffAssemblyCouncilandallUCANRstafftopromoteand advocate improved communication and interaction.
- Maintainsandupdateswebsiteasneededtoreflectcurrentandaccurate information.
- PromotesUC ANRStaffAssemblyeventsandprogramsasneededandworksinconjunctionwith appropriate workgroup or committees to disseminate appropriate promotions.
- Assumesotherresponsibilitiesasspecifiedelsewhereinthebylawsoras needed.
Program Chair
- DevelopsandsubmitstotheSACouncilforapprovalalistofpossibletopicsfor programs.
- Schedulesprograms,meetingsandguestspeakersandcoordinatesother details.
- Workswiththechairandvice chairtosend“thankyou”letterstoguest speakers.
- CollaboratesandsupportstheAmbassadorChairand theSAAmbassadorProgramandallits relating activities in conjunction with the Ambassador Chair.
ViceProgram Chair
- InconjunctionwiththeProgramChair,developsandsubmitstotheSACouncilforapprovala list of possible topics for programs.
- InconjunctionwiththeProgramChair,schedulesprograms,meetingsandguestspeakersand coordinates other details.
- Workswiththechair, vicechair,andprogramchairtosend“thankyou”lettersandall other congratulatorycertificatestoguestspeakersandpastcouncilmembers, respectively.
- InconjunctionwiththeProgramChair,collaboratesand supportstheAmbassadorChairandthe SA Ambassador Program.
SeniorCUCSADelegate (Maynotbearepresented employee)
- ServesasaliaisonbetweenUCANRStaffAssemblyandCUCSAwiththeprimary responsibilityof attending the UC ANR Staff Assembly Council meetings and transmitting information between the two groups.
- AttendsthequarterlymeetingsofCUCSAtorepresenttheinterestsoftheUCANRStaff Assembly.
- AttendsallofficialfunctionsofCUCSA meetings.
- InconjunctionwiththeJuniorCUCSADelegate,reportstotheSACouncilaboutCUCSAactivities and initiatives.
- When there are CUCSA meetings in which voting on substantive issues will take place, Senior delegatewillworkwithJuniorDelegatetocirculaterelevantwrittenmaterialsinadvanceofthe last SA Council meeting prior to the CUCSA meeting.
- Activelyparticipateonaminimumofonecommitteeorworkgroupinvolvingsignificantwork between quarterly CUCSA meetings.
- Activelyparticipateinwritingthefinalreportofthecommitteeor workgroup.
- ServesasamentortotheJuniorCUCSA Delegate.
JuniorCUCSADelegate(Maynotbearepresented employee)
- ServesasaliaisonbetweenUCANRStaffAssemblyandCUCSAwiththeprimary responsibilityof attending the UC ANR Staff Assembly meetings and transmitting information between the two groups.
- AttendsthequarterlymeetingsofCUCSAwiththeSenior CUCSADelegatetorepresentthe interests of the UC ANR Staff Assembly.

Wellness Chair
- Arrangeatleast8Wellnesscommitteemeetingsper year.
- Develops andsubmits, withpriordiscussionandagreementfromtheWellnesscommittee members, to the SA Council for approval, proposed wellness activities and programs.
- EstablishestheagendaforWellnesscommittee meetings.
- ServesastheWellnesscommitteerepresentativetoeachSACouncilmeeting(in- person/remote) and each SA Ambassador conference (in-person/remote).
- InconjunctionwiththeSACouncil,responsible forthedevelopmentandretentionofthe Wellness committee members.
EducationalReimbursement Chair
- Receiveandreviewallapplicationstwicea year.
- Ensureeachsubmittedapplicationiscompleteandmeetthecriteriaoutlinedintheprogram specifications.
- PresenttotheSACouncilforreviewand approval.
- Notifyalltheapprovedrecipientsandprovideinformationonhowtoprocesstheireducational reimbursement paperwork.
- InconjunctionwiththeSACouncil,assistinthepromotion/successoftheeducational reimbursement program.
Ambassador Chair
The Staff Assembly Ambassador Chair(s) shall serve as a liaison between the UC ANR Staff Assembly CouncilandUC ANRAmbassadors.Theirmissionistopromoteandadvocateforallstaffmembersand be a link to the council.Duties include:
- ParticipateinStaffAssemblyAmbassadormonthly meetings.
- InformambassadorsofCouncilmeetings,trainingsessionsandotheractivities.Thisincludes sharing emails and notifications from Staff Assembly Council and CUCSA.
- EncourageandpromoteUCANRstaffparticipationinUCANRStaffAssembly activities.
- Informallycollectinformation,ideasandsuggestionsfromthelocalstaffandshareitwiththe UC ANR Staff Assembly Council.
- Recruitambassadorswhenvacancies exist.
- Conductmonthlydrop-ininformationsessionsviaZoomwith Ambassadors.
- Sendoutamonthly newsletter.
- InconjunctionwiththeProgramChair/ViceChair,prepareandconductannualAmbassador meeting either via zoom or in person meeting at location to be determined.
- Assumeotherresponsibilitiesasspecifiedelsewhereinthebylawsoras needed.
Terms
- The termofoffice forthe chair, vice chair/treasurer, scribe, programchair, vice programchair andcommunicationschair,apastchair, wellnesschair,educationalreimbursementchair,and the ambassador chair shall be for one year, beginning July 1 of each year.
- Thevicechairwillbeappointedchairattheendoftheyearandanewvicechairiselected. Serving as vice chair and chair is a three-year commitment (includes past chair duties).
- Theviceprogramchairwillbeappointedprogram chairattheendoftheyearandanewvice program chair is elected.Serving as vice program chair and program chair is a two-year commitment.
- CUSCA delegates serve two-year staggered terms, the first year as Junior Delegate and the secondyearasSeniorDelegate.JuniorDelegatesbecometheSeniorDelegateattheendoftheir first year.IftheJuniorDelegatecannolongerserve,anewJuniorDelegatewillbeelectedatthe next meeting ofthe SACouncil.IfaSeniorDelegate cannolongerserve, the JuniorDelegate will become the Senior Delegate and will be allowed to complete the current year and serve one additional year, and the SA Council will choose a new Junior Delegate.
- CUSCAdelegateswillbeappointedbytheSACouncilvoteinMay.Thechosendelegatemustbe named by June first with a term that commences July first.
- Apersonmayholdthesameofficeforamaximumoftwoconsecutivetermsandmayservein any combination of offices for no more than six successive years. A one-year break-in-service must follow the six successive years before re-election is possible.
- Thetermofofficeofapersonappointedtofillavacancyshallbeforthedurationoftheoriginal term. Appointive terms shall not be considered in determining an individual’s eligibility for subsequent election.
Vacancies
- Vacancies on the SA Council shall be filled through the appointment of an alternate selected fromthegeneralmembershipandapprovedbyamajorityofthosecouncilmemberspresent.
- Thetermofofficeshallbefortheoriginal term.
- Termsservedinthismannershallnot beconsideredanelected term.
Dismissal
- AtthediscretionoftheSACouncil,threeunexcusedabsencesfromscheduledmeetingsfor which notice has not been given may be reason for dismissal from the council.
- AnySACouncilmembermaybedismissed fromthecouncilforfailuretofollowtheUC Statement of Ethical Values.
- AnydismissalmotionmustbepassedbySACouncilballotwithatwo-thirdsmajoritycarrying the vote.
- If a CUCSA delegate fails to fulfill duties as a delegate, the officers of the CUCSA Council will workwiththedelegatetoresolveimpedimentsto fulfillingtheseduties.Ifamutualresolution cannot be attained, the officers may find alternative solutions that may include a request to replace the delegate.
Elections
- ThechairappointsaNominatingCommitteeattheMarchmeetingoftheSA Council.
- TheNominatingCommitteewillincludetheappointednominatingcommitteechairandatleast two UC ANR Staff Assembly members at large. Those seeking reelection to the SA Council are ineligible to serve on the Nominating Committee.
- Candidatesshallbeself-nominatedornominatedbyamemberoftheANR StaffAssembly membership.
Section4:Nominatingandad-hoc committees
Nominating Committee
- RecruitsnomineesfortheSA Council.
- RecommendstotheSACouncildatesforthereturnofballotsinall elections.
- Conducts elections.
- Certifiestheelection results.
- CommunicateselectionresultstotheSACouncilforannouncementtothegeneral membership.
- Assuresthatalldocumentsandrecordspertainingtotheconductofeachelectionareretained in secure storage for one year.
Ad-hoc Committees
- Ad-hoccommitteesmaybeformedbytheSACouncilas needed.
- Termsforthead-hoc committeeswillbedeterminedbytheSA Council.
- Chairofthead-hoccommitteewillbeappointedbytheappropriateSACouncilChairin consultation with the SA Council.
Section5:StaffAssembly Ambassadors
TheAmbassadorChairoverseestheStaffAssemblyAmbassadors. StaffAssemblyAmbassadors (SA Ambassadors) serve as a liaison between the SA Council and local UC ANR staff.
- SAAmbassadorsinformlocalANRstaffabouttheStaffAssembly,itsmeetings,trainingsessions and other activities.
- EncourageandpromoteUCANRstaffparticipationin StaffAssembly activities.
- Collectinformation,ideasandsuggestions fromthelocalstaffandshareitwiththeSA Council.
- TermsfortheSAAmbassadorswillbefromJuly1throughJune 30.
- CandidatesarevoluntarilychosenbyeachANR location.
- IntheeventaSAAmbassadorcannotcontinueorfind areplacement,theywillcontactthe Ambassador Chair.
Section6:Changingthe bylaws
AnySACouncilmembermaysubmitabylawsamendmentproposaltothe SACouncilfor action.
- Bylawsmaybeamendedbyatwo-thirdsmajorityvoteoftheSA Council.
- SACouncilshallreviewtheBylaws yearly.
