
2025-2026 Tulare County 4-H Enrollment Fees
The 4-H Youth Development Program is dedicated to creating inclusive, accessible, and meaningful opportunities for youth and volunteers in Tulare County. Please read below to learn more about the 4-H enrollment process.
4-H Program Year
The Tulare County 4-H Youth Development Program year operates on an annual cycle from July 1 through June 30 (e.g., July 1, 2026–June 30, 2027). A member’s 4-H age is determined by their age as of December 31 of the current program year. Youth must be 5 years old by December 31 to enroll as a Primary/Mini member and may participate as youth members through December 31 of the year they turn 19.

Enrollment Fee Information
Tulare County 4-H youth members only pay $40, while the remainder of the fee is covered by the county.
Important: To be considered fully enrolled, youth must complete BOTH of the following steps:
- Complete the enrollment form through the 4-H Online Enrollment System (ZSuite)
- Submit the $40 enrollment fee through a separate payment link outside of ZSuite. Families must complete both steps to finalize enrollment.
2. Families requesting additional financial assistance must complete the Tulare Co Request for 4-H Program Fee Waiver or Reduction form and submit it by:
- Uploading it through the online credit card payment link when submitting, indicating either a partial payment request (fee reduction) or no payment (full fee waiver), or
- Mailing or delivering it to:

3. Adult volunteers in Tulare County are FREE for the 2025–2026 program year.
4-H Online Enrollment System (ZSuite)

California 4-H uses the ZSuite Enrollment System for all youth member and volunteer enrollments.
- Self-enrollment for the 2025–2026 program year ends on June 23rd at 12 PM.
- Self-enrollment for the 2026–2027 program year opens on July 14.
Families are encouraged to wait until July 14 to re-enroll for the 2026–2027 program year once the system opens.
Enrollment Payment Options
Enrollment fees can be paid in one of the following ways:
- Through the secure online credit card payment link
- At the Tulare County 4-H Office (exact cash or check only)
- Directly to the 4-H club you are enrolling in (exact cash or check only)
Checks at the Tulare County 4-H Office should be made payable to: UC Regents
Online payments are accepted by credit card. Clubs and the county office accept exact cash or checks only.
