Partnership with Esperanza Education Center provides blueprint for other adult transition programs
For students at Esperanza Education Center, an adult transition program serving students with disabilities in south Orange County, there was something deeply satisfying about handpicking 2,000 pounds of avocados.
“There's a tangible, visual element where you're like, ‘Wow, I did that – I did it, I can see it, I can feel it in my bones and my muscles,'” said Ray Bueche, principal of the school in Mission Viejo, within the Saddleback Valley Unified School District. “There's a real sense of accomplishment that you're seeing in some of these students.”
Ranging in age from 18 to 22, the students are in an adult education program that helps advance their independent living skills and prepare them for meaningful work and careers. They are able to experience the thrill of the harvest – and a variety of other farming activities – through the school's innovative partnership with UC South Coast Research and Extension Center, a UC Agriculture and Natural Resources facility that supports researchers and delivers outreach and education programs.
Given UC ANR's emphasis on workforce development, Jason Suppes, a community education specialist at South Coast REC, contacted Bueche in 2019 about a potential collaboration. While Esperanza has many partnerships with retail stores and nonprofits that give students invaluable work experiences, none of them offer the farm environment that South Coast REC could provide.
“Part of developing [our students] is getting a wide range of opportunities in a variety of vocational areas,” Bueche explained. “Agriculture is one that's very hard for us to find.”
Program ‘wildly successful' from beginning
Unlike other job sites that bring the students in less frequently, South Coast REC committed to hosting the young people every week for three hours (COVID-19 measures permitting), with Suppes and colleague Tammy Majcherek leading them in planting, weeding, maintenance, harvesting and more.
“We can provide opportunities for students to learn skills that could help them potentially find employment in a garden center, in a nursery, at landscapers,” Suppes said. “The program was wildly successful out of the gate.”
Mike Seyler, an Esperanza teacher who accompanies the students to South Coast REC, has seen firsthand the positive impacts of the partnership. He said one student – who at first balked at the idea of being outside, getting dirty and performing physical labor – eventually grew to like the work and took great pride in pulling carrots from the ground and sharing them with his family.
“To physically actually ‘see' the work you did – they don't always get to do that,” Seyler said. “It was cool to see someone, who didn't necessarily like being outdoors, really enjoy it now.”
The change of pace – and place – was especially beneficial for one young woman at Esperanza. Bueche said the nature of the work and the setting helped the student grow socially, as she relished the teamwork and camaraderie needed to accomplish their goals on the farm.
“We really saw a different person come out through her experiences there – she felt more self-confident; she was more personable with people; she was talking more,” said Bueche, who added that she has leveraged the skills she gained into a paid work-based learning experience with a local retailer.
Students bring produce to school, community
All students benefit from Esperanza's partnership with South Coast REC, as surplus produce from the center's fields is donated to make healthy school lunches. In addition, students use REC-grown fruits and vegetables at their monthly pop-up restaurant, where they hone skills in preparing and serving a three-course meal.
Their peers, who harvested the produce, derive immense satisfaction from seeing the fruits of their labor go directly to the school.
“They're able to enjoy eating the stuff that they're working for,” Seyler said. “And then they see everyone else enjoying it, and I think that really translates well for these guys.”
The students also played a prominent role in an avocado sale last summer, for which they picked 2,000 pounds of produce, bagged the fruit in 10-pound bags and then distributed preorders to the public from a stand at South Coast REC. Proceeds from the event were used to purchase farm tools, shirts and other gear.
“It was an incredible success – everyone loved the avocados,” Bueche said. “The students loved it; the parents came out; community members supported it.”
Those successes illustrate the power of a strong partnership; the South Coast REC team, in fact, received the school's “Community Partner of the Year” Award for 2020-21, for persevering through the pandemic to deliver the beneficial programs for students.
Over the last two years, Suppes and Bueche – through a lot of creativity and some trial and error – have sketched a roadmap for growing productive relationships between similar organizations and adult transition programs. And after presenting those results to colleagues, other local school districts and nonprofits such as Goodwill and My Day Counts have contacted South Coast REC to provide similar experiences for community members.

Free downloadable curriculum recognizes diverse family circumstances
Not all young people are on an expressway to a four-year college, and a new publication from University of California Agriculture and Natural Resources acknowledges their many circumstances and possibilities. The “Pathways to Your Future” curriculum invites high school-aged youth – and their families – to map their unique situations and passions before embarking on their own road.
Whereas similar guides might convey advice on a one-way street, this free download outlines a “hands-on” experience – in school settings or out-of-school programs – to help young people steer toward their best post-high-school education, training and career options.
“We wanted to make a youth-centered publication,” said co-author Claudia Diaz Carrasco, UC Cooperative Extension 4-H youth development advisor in Riverside and San Bernardino counties. “A lot of the content out there is based on delivering content to kids – just like information on college and careers; with ‘Pathways to Your Future', it's actually a skill-building curriculum so that youth are doing research and having critical discussions and making comparisons.”
In a pilot program that engaged 228 high schoolers across California (primarily 9th graders recruited from local 4-H programs), many participants said they appreciated that the curriculum presented a variety of pathways, including vocational education, non-degree certificate programs, community college, on-the-job training or entering the workforce – as well as four-year institutions of higher education.
“They have been liking that it doesn't start with ‘pick a college and get there,'” Diaz Carrasco said. “But really it's a self-reflection approach, where they start going back to what they're passionate about and what they think they're good at – and how much money they want to make in the future – and really just having that opportunity to know themselves before jumping into college or a career.”
To help them attain that clear-eyed perspective, the modules in the curriculum also debunk myths about the college experience and incorporate budgeting activities.
“This program gives youth the opportunity to constantly reflect on their learning as they get more data,” said another publication co-author, Lynn Schmitt-McQuitty, UC ANR's statewide 4-H director. “In the beginning, youth may have a very rigid or glamorized view of their future; the ‘Pathways' program grounds things and brings reality into the picture.”
Parents of the pilot-program participants – who predominantly identify as Latino – were also thankful for opportunities to engage in “real talk” with other parents about the wide array of options. Acknowledging the diversity of families across California, “Pathways to Your Future” also includes several sections in Spanish to make essential information more accessible.
“The parents need as much – or more – education on the processes, opportunities and expectations to support post-high school life,” Schmitt-McQuitty explained.
In addition to integrating families into discussions about their future, the curriculum also provides spaces for the high schoolers to participate in panel discussions with their slightly older peers, who recently went through their own decision-making journeys.
“The youth really appreciate seeing someone like themselves talking about what they went through, how they overcame obstacles,” said Diaz Carrasco. “They feel really inspired that there is a pathway for themselves.”

UC Davis and UC ANR receive $10 million for water research and education; Bay Area children will be invited to learn about water's importance to life
A new University of California Cooperative Extension program will teach Bay Area schoolchildren about water through hands-on activities. Funded by a $565,000 USDA National Institute of Food and Agriculture grant, the education program is part of a larger research project led by UC Davis Professor Isaya Kisekka, in partnership with multiple institutions and ecologists, to sustain irrigated agriculture while improving groundwater quantity and quality in the Southwest under a changing climate.
4-H Water Wizards, a UCCE-led, inquiry-based, water education project, will include opportunities for students of color to meet with diverse scientists and imagine career possibilities in science, technology, education and math (STEM).
“As a grandparent myself, I'm proud to support the University of California Cooperative Extension's Water Wizards program,” said Nate Miley, Alameda County Board of Supervisors vice president. “This exciting, hands-on learning experience teaches students the importance of water conservation while encouraging good stewardship of our environment.”
With 4-H Water Wizards, students will explore water scarcity, water quality and how they can be a catalyst for change. Students will also take a field trip to UC Agriculture and Natural Resources' Elkus Ranch Environmental Education Center in Half Moon Bay for hands-on learning.
“I am incredibly ‘pumped' for the 4-H Water Wizards program to inspire Bay Area BIPOC [Black, Indigenous and people of color] youth to pursue STEM through connections with water, food and the environment as well as receive mentorship from UC Cooperative Extension scientists,” said Mallika Arudi Nocco, an assistant professor of Cooperative Extension in soil-plant-water relations at UC Davis.
“We want to create an opportunity for urban kids in the Bay Area to experience different surroundings and literally get their feet wet,” said Frank McPherson, director of UC Cooperative Extension in the Bay Area counties of Alameda, Contra Costa, San Mateo and San Francisco. “We expect our hands-on, research-based, experiential learning approach to STEM will stimulate the interest of students who are Black, Indigenous and people of color.”
He envisions students from Hayward and Oakland dipping jars into a gurgling stream that flows through the rolling green hills and canyons of the 125-acre Elkus Ranch so educators can show them some of the organisms that live in the water as part of the natural ecosystem.
“We will collaborate with school districts, teachers and staff on an 11-week program designed to spark environmental learning, increase STEM knowledge and broaden students' understanding of water, sustainable agriculture and conservation,” said McPherson.
Initially UC Cooperative Extension will be reaching out to Bay Area students with a focus on 7th through 10th graders in Alameda County schools with high populations of Black, Latino and other students of color.
“Hayward Unified is excited to partner with UC ANR on the Water Wizards Youth Program to provide students with hands-on learning experiences that encourage inquiry, a provide chance to visit a local Water Education Center, and build environmental literacy for students to take action on water issues in the community,” said Nancy Wright, an elementary science teacher with the Alameda County Office of Education.
The program is designed to provide experiential learning to BIPOC students and encourage them to build upon their own knowledge and skills, McPherson said. “We teach them that water is a valuable and limited resource so that they can make informed decisions,” he explained. “The program also includes a service-learning project that combines learning objectives with community service.”
To adapt 4-H Water Wizards for the Bay Area, McPherson said they are working with Marianne Bird, the UC 4-H youth development advisor who developed after school 4-H Water Wizards programs for Sacramento-area children.
Under Bird's supervision, Capitol Corridor Water Wizards engages about 400 youth each year, predominately at schools in lower-income neighborhoods, where at least 50% of students are eligible for free or reduced-price meals. The Water Wizard participants learn about water cycles, watersheds, salinity, water density and water issues and begin to understand how people, plants and animals depend on water.
McPherson said the NIFA grant will support delivery of the pilot water education program with Alameda County schools. He is currently working to secure funding from other sources to expand Water Wizards to more schools in the Bay Area.

When agricultural advisors came to the Cochiti Pueblo in New Mexico during the 1940s, they lined the irrigation ditches with concrete, in the name of boosting efficiency and productivity. But in single-mindedly focusing on water delivery, they neglected to consider how the previously inefficient seepage sustained nearby fruit trees.
Their actions, as well-intentioned as they might have been, disrupted the local ecosystem and killed the trees that had fed many generations, according to A-dae Romero-Briones, who identifies as Cochiti and as a member of the Kiowa Tribe.
“In my language, we call the extension agents ‘the people who kill the fruit trees,'” said Romero-Briones, director of the Food and Agriculture Program for the First Nations Development Institute, a nonprofit that serves Tribal communities across the mainland, Alaska and Hawaii.
The historically tense relationship between Indigenous peoples and government-affiliated programs is one of the many complex dynamics discussed in a six-part webinar series, “Racial Equity in Extension,” facilitated by UC Sustainable Agriculture Research and Education Program.
Making communities of color in the agricultural sector more visible is a priority for Victor Hernandez, a sociologist and outreach coordinator for the USDA's Natural Resources Conservation Service. Hernandez, who has organized “Growing Together” conferences for Latino and Black farmers, is trying to get more farmers of color to participate in the upcoming 2022 Agricultural Census.
“If we cannot quantify the demographic, we cannot justify the need,” emphasized Hernandez, explaining that his office uses the data to direct resources that advance equity in service, program delivery and distribution of funds.
A legacy of mistrust
At the same time, however, Hernandez also acknowledged the challenges in registering growers of color for the census, conducted by the USDA's National Agricultural Statistics Service. (According to Brodt, USDA's most recent agricultural census, dating to 2017, counts approximately 25,000 producers of color among 128,535 total producers in California.)
“Many of us that are considered socially disadvantaged or historically underserved…a lot of times our peoples come from [nations with] oppressive governments,” Hernandez said. “And so when you come to the United States and you begin to build your life here, to go and engage with the federal government is not the first knee-jerk reaction.”
On top of government mistrust and fears of deportation or detention, other immigrant groups have seen mainstream agriculture – borne by the “Green Revolution” wave across the globe – replace deep-rooted cultural practices, said Kristyn Leach of Namu Farm in Winters.
“It just makes these small farmers distrust our own knowledge, the knowledge that's existed for centuries – before the kind of current iteration of agriculture that we're situated within right now,” said Leach, who works to preserve the agricultural heritage of her Korean ancestors, and facilitates a farmers' collaborative called Second Generation that adapts Asian crop varieties to climate change.
According to Romero-Briones, a collective memory of supplanted culture also lingers in Indigenous communities. In the Cochiti Pueblo, “primarily a subsistence agriculture community” with a long history of corn cultivation, their practices are distinct from those in the mainstream – including regenerative and sustainable agriculture.
Building relationships takes commitment
Given that legacy of cultural displacement and appropriation, how do extension professionals and other agricultural advisors slowly rebuild trust with communities of color? For Romero-Briones, it begins with a genuine respect for Indigenous practices, and she urges interested people to contact their local tribal historic preservation officer to begin strengthening those connections and understanding – beyond a couple of phone calls.
“As someone who works with Indigenous people all day, even I need to recognize sometimes I have to meet with people up to 12 times before we actually start talking about the work that I initially wanted to talk to them about,” Romero-Briones said.
In a similar vein, Chanowk Yisrael, chief seed starter of Yisrael Family Farms, encouraged listeners to reach out to members of the California Farmer Justice Collaborative – an organization striving for a fair food system while challenging racism and centering farmers of color.
“To use a farm analogy: we've got this ground, which is the farmers of color who have been neglected for a long period of time,” said Yisrael, who has grown his farm in a historically Black neighborhood of Sacramento into a catalyst for social change. “It's not just going to be as simple as just throwing some seeds and things are going to come up; you're going to have to do more – that means you got to get out and do much more than you would do for any other community.”
Investing time in a community is one thing – and backing it up with tangible resources is another. Technical expertise is only the “tip of the iceberg,” Leach said, as historically marginalized groups are also seeking land access and tenure, more affordable cost of living, and access to capital.
“All of those things are actually much bigger burdens to bear for most communities of color than not having the knowledge of how to grow the crops that we want to grow, and not knowing how to be adaptive and nimble in the face of climate change," Leach explained, highlighting California FarmLink as an essential resource. Bringing diverse voices to the table
Another key is ensuring that farmers and farm workers of color are represented in management and decision-making processes. Samuel Sandoval, a professor in the UC Davis Department of Land, Air and Water Resources and UC Cooperative Extension specialist in water management, develops outreach programs in English and Spanish for everyone from farm workers to the “boss of the boss of the boss.”
“It has to be changed,” he said, “because at the end, the person who is going to operate the irrigation system and turn on or off the valves, the person who is looking if there's a leak or not – that's the person who's not being informed, or has not been informed on purpose.”
That exclusion of certain groups can lead to a loss of invaluable knowledge. Leach said there is a real danger in ignoring the wisdom of communities that have contributed so much to the foundation of food systems in California and around the globe.
“These really kind of amazing, sophisticated and elegant agroecological systems that we don't often legitimize through the scientific language and perspectives aren't seen as being really technically proficient – but, in many ways, they're more dynamic and more resilient than the things that we're perpetuating right now,” she said.
As a concrete example, Sandoval said that while extension advisors and specialists conduct studies to remedy a plant disease, farm workers might be developing – separately and in parallel – their own solutions by asking for advice from their social networks via WhatsApp, a phone application.
A reimagining of collaboration, Sandoval said, would include (and compensate) people working in the field for sharing their perspectives – bringing together academics and farmers, integrated pest management experts and pesticide applicators, irrigation specialists and those who do the irrigation.
A need to look within
Concerns about inclusion and validating alternate sources of knowledge apply also to the recruitment process in extension. Leach said that she has seen listings for advisor jobs that would require, at a minimum, a master's degree – which would automatically disqualify her, despite her extensive knowledge of Asian heirloom vegetables.
“When you look at a job description and you see ‘Asian crop specialist,' only required qualification is a master's degree, and then somewhere down the long list of sort of secondary desired, recommended things is some knowledge of Asian crops or communities…you know that just says a lot in terms of what has weight,” Leach explained.
Before organizations can authentically connect with communities of color, they should prioritize diversity in their own ranks, said Romero-Briones. First Nations Development Institute had to ensure that they had adequate representation across the many Tribes that they serve.
“Before we start looking out, we have to start looking in,” she explained, “and that means we have to hire Indigenous people who know these communities.”
For extension professionals and other members of the agricultural community in California, the UC SAREP webinar series has helped spark that introspection and a meaningful reevaluation of institutional processes and assumptions.
“These discussions have been tremendously illuminating and eye-opening,” Brodt said. “But hearing and learning is just the start – it's incumbent on us, as an organization and as individuals, to take action to ensure that farmers of color and their foodways are truly respected and valued.”

When Laura Snell first came to the far northeastern corner of California, she was amazed to find that the Board of Supervisors in Modoc County – where cows outnumber people by a ratio of 13 to 1 – was composed almost entirely of women.
Snell, who arrived in the high desert town of Alturas in 2015 as the University of California Cooperative Extension livestock and natural resources advisor, said she now has a theory as to why.
“It's a great example of the rural and agricultural lifestyle we have here where women get involved in everything from civic organizations to local government,” she said. “In a lot of ways, there isn't a glass ceiling in an area where everyone is needed and most people are wearing multiple hats to keep the community going.”
Snell has worn the “county director” hat for UCCE in Modoc County since 2017, bringing a range of UC Agriculture and Natural Resources programs to local communities. In the subsequent years, she has established herself as one of the region's most prominent and respected voices.
“Laura is a strong leader, an excellent communicator, and extremely knowledgeable in the fields of wild horses, groundwater, livestock and grazing – among many other topics,” said Geri Byrne, vice chair of Modoc County's Board of Supervisors (which is presently 75% female).
Snell's broad base of knowledge – as well as her bachelor's in water science and master's in agronomy, both from the University of Nebraska – have served her well in her dream job in a “one-advisor” county.
“This is what I always wanted to do – know a little bit about a lot of things and be the person who connected people with what they needed, connecting them with information, connecting them with different experts,” Snell explained.
One of her most recent accomplishments is launching UC Master Food Preserver classes in Modoc County this year. About 130 people – in a county of 9,000 – have been served by this UC ANR program, and four are on the cusp of graduating as Modoc's inaugural class of certified Master Food Preservers. The vast majority of program participants, Snell notes, have been women.
“They're not only preserving for their own families; they're also using these tools and harvesting things from their gardens and then having a value-added product to sell at the farmers market and our local food hub,” said Snell, citing one participant who learned how to make and sell celery salt.
The contributions of women to the local economy, county leadership and organizations such as the Modoc County Cattlewomen's group continue to inspire Snell in her work – and in nurturing the next generation of leaders.
An avid participant in 4-H growing up in Story County, Iowa, Snell said one of the most fulfilling aspects of her job is mentoring the interns who come through her office, and presenting them with opportunities to learn and grow in their careers.
It was a personal connection that brought Snell to Modoc. A former Bureau of Land Management director in the county, who happened to be the father of her college friend, encouraged Snell to apply for the advisor position. So she flew from Nebraska to Reno and then made the three-hour drive north for the interview.
“I loved it; I immediately loved it,” Snell recalled. “I called my parents that night and said, ‘If they offer me this job, I'm staying.' This is it – this is what I've always really wanted to do, but not only that: this is the kind of community I've always wanted to live in.”
Snell – along with her canine companion, an Airedale-German Shepherd-Rottweiler mix named Zuri – have become an essential part of the fabric of Modoc County. She has provided guidance on everything from managing wild horses on the Devil's Garden Plateau to optimizing agritourism operations for greater profitability to improving the livelihoods of farmers and ranchers by alleviating regulatory burdens.
“Working in this county and for this county, for the people here, that's what fills my cup,” she said. “That's what is most satisfying about this work.”
And the county, in turn, has been appreciative of Snell's wide-ranging expertise and unflappable demeanor. According to Supervisor Byrne, Snell has been instrumental in taking on complex issues such as wild horses and the Big Valley Groundwater Sustainability Plan – four years in the making and greatly enhanced by Snell's background in water and her passion for bringing science to the people.
“Laura has a ready smile and manages to stay calm in the face of adversity,” Byrne said. “Modoc is very blessed to have such an articulate, knowledgeable, hard-working and personable director.”
