It is so useful to have these results documented and published. Maybe there are ways to help small stores increase turnover to improve quality.

We are finding the same thing occurring in many parts of Australia - slightly higher prices and slightly lower quality of fresh produce in stores in low income areas. As much as the variations are slight they compound into additional profits for the stores.  
Difficulty in traveling outside of their area seems to be one of many contributing factors of the strategy by the stores - the cost of travel (fuel, bus ticket etc.).  
It seems they will continue to get away with it because profits override morality.
