UC ANR statements on Richard Rosenberg’s death

Richard Rosenberg, former chairman and CEO of the Bank of America, died Friday, March 3. He was 92. When Rosenberg retired from BofA in 1996, the bank honored him by endowing the Rosenberg International Forum on Water Policy at UC Agriculture and Natural Resources.

His intent in bringing together scientists and policymakers from around the world to discuss water management was to reduce conflicts surrounding this critical resource. For years to come, the global community will benefit from Dick Rosenberg's foresight to fund the International Forum on Water Policy.”

Richard Rosenberg made many contributions to the well-being of all Californians. Among those was the rallying of the business community to the cause of managing an earlier severe drought that began in the late 1980s. This expression of his long term-interests in the management of water resources led the Board of the Bank of American to establish the Rosenberg International Forum on Water Policy at the University of California in his honor. Over the years, that Forum has met at 10 locations around the world, often with Rosenberg himself in attendance. The work of the Forum has influenced water policy in countries ranging from Australia to Jordan. As a founding chair of the Forum, I can attest to the crucial role that he played in guiding the establishment of the institution and ensuring its success over two and a half decades. I will miss his wise counsel, sharp insights on almost everything and his great sense of humor. I send my condolences and best wishes to his wife, Barbara, and his family.

About the Rosenberg International Forum on Water Policy

The Rosenberg International Forum on Water Policy originated in 1996 with an endowment gift from the Bank of America to the University of California. The purpose of the gift was to support a water policy forum in honor of then-retiring Bank Chair and Chief Executive Officer Richard Rosenberg. Rosenberg had a long-term interest in water resources and was credited with rallying the California business community to address the causes and impacts of the drought of 1987-1992.

The Rosenberg Forum is held every other year in different locations around the world. Participation is limited to 50 water scholars and senior water managers. Interactive discussions about the science of water management and different experiences in water management around the globe are at the heart of the forum. 

The first forum was held in San Francisco in 1997, followed by gatherings in Barcelona, Spain; Canberra, Australia; Ankara, Turkey; Banff, Canada; Zaragoza, Spain; Buenos Aires, Argentina; Aqaba, Jordan; and Panama City, Panama. The last forum was held in San Jose, California, in 2018 and has been on hiatus due to the pandemic. 

The overarching theme of the Rosenberg Forum is "reducing conflict in the management of water resources." Specific sub-themes are chosen by an advisory committee for each individual forum. The primary objective is to facilitate the exchange of information and experience in the management of water resources.

The problems of managing water are surprisingly common around the world. However, approaches and solutions may differ depending on the available financial resources as well as social and cultural norms. Discussions of alternative approaches and identification of what works and what doesn't are intended to aid in devising more effective and efficient water-management schemes.

Porse named director of California Institute for Water Resources

Erik Porse joined the University of California Agriculture and Natural Resources on Jan. 11 as director of the California Institute for Water Resources.

Porse has built an outstanding career in water as a research engineer with the Office of Water Programs at California State University, Sacramento and an assistant adjunct professor with UCLA's Institute of the Environment and Sustainability. His research focuses on urban and water resources management. He specializes in bringing together interdisciplinary teams to investigate complex environmental management questions.

Porse earned a Ph.D. in civil and environmental engineering (water resources) from UC Davis and a master's degree in public policy (science and technology) from George Mason University. His professional experience includes international work and teaching in Mexico, Europe, Japan and East Africa. He has authored over 50 reports and peer-reviewed articles.

“UC ANR is fortunate to have a director with broad professional experience in science and policy at the United Nations, the U.S. government, private sector firms and research laboratories,” said Deanne Meyer, UC ANR interim associate vice president for programs and strategic initiatives. “Erik's recent research has collaborated with scientists and projects addressing priority areas in the California Water Resilience Portfolio, including safe drinking water, efficient urban water use, sustainable groundwater management, water reuse, beneficial uses of stormwater, and environmental finance.”

The CIWR is the California hub of the national network of water research institutes supported by the federal Water Resources Research Act of 1964 and provides and communicates solutions to complex water issues and will serve a critical role to support applied water research that tackles large problems with systems approaches, including groundwater recharge, water rights, irrigation management, water finance, and drinking water access. The CIWR works with scientists throughout California as well as through the national network to bring defensible solutions and alternatives to California's water management community.

“Water is a necessity for life and management of water is essential for California's economy and prosperity,” Meyer said. “Porse's leadership with multidisciplinary research teams, water policy research, and integrated systems modeling will serve the CIWR and ANR for years to come.”

Porse succeeds Doug Parker, who retired in 2022 after 11 years as CIWR director.

UC ANR publishes nitrogen management advice for fruit, nuts and other crops

 
Nitrates are water soluble and do not adhere to soil, so they may leach during irrigation.

California growers can download a new series of publications summarizing efficient nitrogen management practices from UC Agriculture and Natural Resources. The publications are designed to assist growers in complying with state regulations for tracking and reporting nitrogen fertilizer applied to crops, in an effort to prevent nitrogen from leaching into groundwater.

The science-based publications are associated with a series of trainings for growers and Certified Crop Advisers to develop efficient nitrogen management practices, an effort coordinated by UC ANR's California Institute for Water Resources.

“Our role is to provide farmers, agricultural consultants and policymakers the best science possible for making decisions on managing and protecting California groundwater,” said Doug Parker, director of the water institute.

Developed in 2014, the training program has been offered at 11 different locations around the state, most recently in Fresno. More than 1,000 Certified Crop Advisers have taken the training.

“Based on course evaluations, the percentage of participants with good-to-complete understanding of nitrogen management increased after the training,” Parker said. “In addition, the participants found the presenters very knowledgeable and informative. Most importantly, the majority of participants felt they were better prepared to address nitrogen mitigation regulatory requirements after the training.”

The nitrogen management training curriculum was developed by a group of UC ANR faculty, specialists and advisors. The first day focuses on the nitrogen cycle in crop production systems, nitrogen sources, irrigation and nitrogen management, and nitrogen budgeting. The second morning covers annual and permanent crops and nitrogen planning practices.

The Nitrogen Management Training and Certification Program is a joint effort between the California Department of Food and Agriculture, UC Agriculture and Natural Resources, California Association of Pest Control Advisers' Certified Crop Adviser Program and the Regional Water Boards.

$1.6M from NSF to Study Water, Land Use in Disadvantaged Communities

The National Science Foundation has awarded $1.6M to UC Davis to analyze the complex relationships between surface water and groundwater supply, agricultural land use and the economic well-being of rural, disadvantaged communities.

The project is led by principal investigator Helen Dahlke, an associate professor in the UC Davis Department of Land, Air and Water Resources. The team will develop models to help guide decision-making regarding water management and land use in the state.

While the newly funded project focuses on the Tulare Basin in California's Central Valley, it is expected to provide new insights for other regions of the United States facing similar issues involving economic and water security.

The broader impacts of the project focus on helping local disadvantaged communities participate in the governance of water resources. This includes forming “water schools” and engaging K-12 students from under-represented groups in science and policy issues.

The project will also provide interdisciplinary research education and training for graduate and undergraduate students, who will be involved in all aspects of the research and community engagement activities.

The project is supported by the NSF Dynamics of Coupled Natural and Human (CNH) Systems Program. The award is one of nine the program awarded across the nation this week, totaling $13 million.

“These awards demonstrate the importance of understanding the connectedness of nature and society in studying the effects of environmental change and socioeconomic stress,” said CNH program director Liz Blood of NSF.

Co-PIs on the research team include Jon Herman in the UC Davis Department of Civil and Environmental Engineering; Anne Visser and Clare Gupta in the UC Davis Department of Human Ecology; Rebecca Teasley from the University of Minnesota, Duluth; and Laurel Firestone from the nonprofit Community Water Center.

California nitrogen assessment presents opportunities for improvement

Growers can quickly assess soil nitrogen levels in their fields using quick nitrate test strips.

Plants need nitrogen to grow, but excess nitrogen – from livestock facilities, septic systems, car exhaust and other sources – that escapes into groundwater and the air can impact the environment, human health and the climate.

A new report from the Agricultural Sustainability Institute at UC Davis offers a big picture look at the scale and impacts of nitrogen in California.  According to the California Nitrogen Assessment, excess nitrogen in the state comes primarily from agriculture and fossil fuel combustion.

The report, published by UC Press, offers a scientific foundation to develop practices and policies that allow nitrogen's benefits while reducing the risk.

For years, UC Agriculture and Natural Resources scientists have been working with farmers throughout the state to refine fertilizer management, irrigation efficiency and other farming practices to manage nitrogen, and the work continues.

The following are some examples of UC ANR research and extension projects underway.

App helps farmers better manage nitrogen fertilizer and water

Growers can use CropManage, developed by Michael Cahn, UC Cooperative Extension advisor in Monterey County, and UC ANR Communication Services and IT staff, to track and manage water and nitrogen fertilizer applications for their crop fields. The online application can be used on mobile devices or computers to help farmers use two tools to conserve water and make better use of nitrogen fertilizer while maintaining crop productivity and quality. Growers use the soil nitrate quick test in the field to measure the nitrogen level of their soil and the app to determine the optimal level of nitrogen fertilizer to apply based on UC ANR research on crop nitrogen use. CropManage also recommends water needs of a crop from weather station data and crop development models.

Matching nitrogen applied to crop need improves efficiency

Richard Smith, UC Cooperative Extension advisor in Monterey County, is leading several research projects evaluating the nitrogen requirements of vegetables including including cole crops, spinach, baby lettuce, a salad mix and cilantro. Smith is evaluating crop rotations with broccoli to scavenge nitrogen from the soil profile. He is also evaluating slow-release fertilizers to minimize nitrate leaching losses in shallow-rooted crops such as baby lettuce and spinach in the Salinas Valley.

Wood chips remove nitrogen in tile drain water

Using wood chips and supplemental carbon sources, Tim Hartz, UC Cooperative Extension specialist in the UC Davis Department of Plant Sciences, worked with Cahn and Smith to refine a process to remove nitrate from tile drain water, which typically is very high in nitrate. The carbon in the wood chips supports the activity of anaerobic bacteria that chemically reduce the nitrate to N2, a benign gas.

Irrigation water fertilizes vegetables

Water quality regulations in many regions of California now require farmers to report the amount of nitrogen fertilizer that they apply to their fields and the nitrate concentration of their irrigation water.  Smith, Hartz and Cahn have just finished three seasons of field trials that demonstrated that the nitrate in groundwater supplied a substantial portion of the fertilizer requirements for lettuce and broccoli. By accounting for the nitrate in irrigation water and using the soil nitrate quick test to monitor soil nitrogen levels, growers may be able to significantly reduce the amount of fertilizer nitrogen they apply to vegetable crops.

Micro-irrigation offers almond growers a tool to control leaching

The majority of almond growers apply fertilizer through micro-irrigation systems and an increasing number of growers are irrigating with water that is saline. Patrick Brown, professor in the UC Davis Department of Plant Sciences, is studying how to use micro-irrigation to reduce nitrate leaching and manage soil salinity by varying the frequency of irrigation and the length of time water is applied during irrigation.

Managing irrigation to reduce nitrate leaching

To identify the best irrigation management practices to control soil salinity and to minimize nitrate leaching to groundwater, Laosheng Wu, professor and UC Cooperative Extension specialist in the UC Riverside Department of Environmental Sciences, is using computer simulation to consider soil, water, crop nitrogen demand and fertilization with irrigation methods. In collaboration with UC Cooperative Extension advisors, Wu is conducting field experiments on alfalfa in Imperial County, almonds in the Central Valley and avocados at South Coast Research & Extension Center in Orange County to validate the simulations.  

Online tool being developed to estimate soil nitrogen mineralization rates

To develop a tool for growers and crop advisers to estimate soil nitrogen, Daniel Geisseler, UC Cooperative Extension specialist in the Department of Land, Air, and Water Resources at UC Davis, is gathering data throughout California to estimate field-specific nitrogen mineralization rates. This project, funded by UC ANR's California Institute for Water Resources, will use nitrogen mineralization data to develop an online tool to help growers adjust their applications of fertilizer. The tool has the potential to increase nitrogen use efficiency in crop production, resulting in lower risks of nitrate leaching to groundwater.

Nitrogen management training for Certified Crop Advisers

Between 2014 and 2016, approximately 900 Certified Crop Advisers participated in a nitrogen management training program coordinated by UC ANR's California Institute for Water Resources with support from CDFA's Fertilizer Research and Education Program. The technical and applied training improves CCAs' understanding of sound nitrogen management practices to make informed recommendations to growers.
