UC-wide policy requires all digital materials meet WCAG 2.1 Level AA standards by April 2026.
List of digital materials:
- Websites
- PDFs
- Documents
- Videos
- Emails
Key requirements include using accessible formats (HTML over PDF), providing alt text for images, captioning videos, ensuring high color contrast, and creating logical, keyboard-navigable content.
Key Accessible Content Requirements
- Documents & PDFs: Must be tagged, have a logical reading order, be high contrast and have a Logical Heading Structure: Use built-in heading styles (H1, H2, H3) in a sequential, hierarchical order to create a logical outline of content.
Descriptive Links: Use meaningful link text that describes the destination, rather than generic phrases like "click here" or "read more". - Videos & Media: Must include accurate closed captions (preferred) or transcripts, use the title tag with a description, and avoid auto-playing media.
- Web: Use descriptive link text (not "click here"), avoid using color as the only way to convey information, and use high-contrast text vs background.
- Email: Should have alt text for images, and the text should not embedded in an image.
- Images: All images require alternative text (alt text) that describes the content.
- Forms & Tables: Must be navigable by keyboard, with clear labels.
